Sri Lanka and China’s Maritime Silk Road: A Convergence of Interests

China had invested heavily in many mega infrastructural projects in Sri Lanka even before President Xi Jinping’s “One Belt, One Road” strategy. In January 2015, the pro-China President Mahinda Rajapaksa unexpectedly lost his reelection bid. Western and Indian press generally believe that the new Sri Lankan president will reconsider projects with China agreed to by Rajapaksa. Nevertheless, Sri Lanka needs China for its economic development and China needs Sri Lanka for its Maritime Silk Road.

This paper examines the recent decentralization of governance in Indonesia and its impact on local infrastructure provision. The decentralization of decisionmaking power to local jurisdictions in Indonesia may have improved the matching of public infrastructures provision with local preferences. [Show full abstract] differences in initial endowments, this may result in the divergence of local public infrastructures in rich and poor jurisdictions. Using data from village-level panel surveys conducted in 1996, 2000, and 2006, this paper finds that (1) local public infrastructures depend on local resources, (2) decentralization has improved the availability of local public infrastructures, (3) local jurisdictions are converging to a similar level of local public infrastructure, and (4) to some extent, decentralized public infrastructures' provision reflects local preferences.

The “double low-points” anomaly in daily variation of vertical geomagnetic component is an anomalous phenomenon of regional geomagnetism, which does exist objectively. The possible cause is the change of extrinsic eddy current system resulting in geomagnetic daily quiet variation (S q), or the delay of several hours between the intrinsic and the extrinsic eddy current systems. The relationship between the “double low-points” anomaly of daily geomagnetic variation and the earthquake reveals that the former possibly reflects the accelerative alteration of earthquake gestation in the deep Earth.
