    ABSTRACT: As a candidate, Michelle Bachelet asserted that hers would be a citizens’ government. This gave the impression that she would create a favorable climate for social actors such as the Central Unitaria de Trabajadores (Unitary Workers’ Federation–CUT) to participate in the policy-making process. Instead, while the government treated the federation as labor’s representative both for negotiating the minimum wage and for reaching agreements in important labor conflicts, these gains took place in a context in which the federation’s action served the government’s interests. In contrast to the situation under previous Concertación governments, the federation, like most social actors, was only allowed to express its points of view before the advisory commissions of technocrats that were entrusted with the responsibility of making policy. Paradoxically, however, the outcome was more favorable for its interests because of the disposition, at least discursively, of Bachelet’s government to move forward on matters that the CUT had long considered “pending issues.”

    ABSTRACT: We estimate the wage premium in Chile for the period 2004-2009 following a two-stage procedure that corrects the endogeneity of the union decision process. We find that there is true state dependence in the union decision. The wage premium after controlling for endogeneity is close to 20%. At the same time we find evidence that unions tend to increase more the wages of the low end of the wage distribution. Economic sectors are important in the wage equation but seem less relevant in explaining union membership.The most relevant factor that explain union membership is firm size.

    ABSTRACT: En el contexto de la reciente conmemoración de los 42 años del Golpe de Estado de 1973 y de la actual discusión en Chile de una reforma laboral que se supone afrontaría -al menos inicialmente así lo declaraba- la legislación sindical vigente desde la dictadura de Pinochet, este estudio profundiza en el contenido y dirección de lo que se cambió en esos años, para poner en perspectiva el presente escenario. En particular, complementa un estudio anterior titulado "Antecedentes del modelo de relaciones laborales chileno", sintetizando claves explicativas, actualizando puntos específicos de interés para el debate laboral y cerrando con algunas reflexiones.
