Humanitarian Logistics Dashboards – A Design-related Requirements Analysis

Abstract

In the paper we present the results of a practitioner-centered requirements analysis for the design of humanitarian logistics dashboards. The work is based on a combination of desk research and its reflection through expert interviews and workshops with logisticians from humanitarian organizations. The identified requirements have been classified following the Design Science Information Systems Research Framework considering the dimensions People, Organizations and Technology. An exemplary application of the design requirements will be briefly presented in the context of designing a performance measurement dashboard for humanitarian logistics being part of the broader research agenda. The results can be used to evaluate existing tools and to design new solutions for the domain of humanitarian logistics.

Measuring the performance of the humanitarian supply chain (HSC) becomes a necessary nowadays regarding to the increasing wars around the world. This study aims to propose an integrated performance evaluation approach for the HSC in the context of war. The proposed framework includes two main stages. The first stage implicates determining the performance indicators by the literature review and classifies the indicators based on the Balanced Scorecard dimensions. The second stage involves prioritizing the Balanced Scorecard dimensions and performance indicators by DEMATEL. According to results of the study, the most important dimension in the performance measurement for the HSC in the context of war is the customer. Moreover, service quality has the highest impact in the HSC performance measurement. This study extends the current state of knowledge, which provides a novel combined method to measure the performance HSC in context of war disaster.

The field of supply chain management has been extensively studied, while its role in disaster relief operations has received limited contributions. Recent dedicated special issues on Humanitarian Operations and Supply Chain Management (HOSCM) and a dedicated Journal focusing on humanitarian logistics and supply chain management clearly indicate the growing popularity of the HOSCM literature. The purpose of our current study is to undertake an extensive review of extant literature published in operations and supply chain management journals as well as popular interdisciplinary journals. A review of 362 papers published between 2011 and 2017 provides a thematic outline of the study. The study pivots around nine key themes, which have gained prominent attention from HOSCM scholars, and draws a roadmap from reviewing earlier review papers to performance evaluation of HOSCM related studies. Some of the key themes include humanitarian logistics, theory focused research, case studies, mathematical models, humanitarian supply chain properties and resources needed for efficient and effective management of humanitarian operations. Finally, our study offers several research directions which may take the existing debates to a next level.

Decision making in the area of humanitarian logistics and supply chain management often suffers because of the interrelations between planning horizons, tasks, and crisis management lifecycle phases. In this paper, we present a method, an exemplary prototypical implementation and its evaluation within a relief organization. Based on a structured literature analysis (a review of existing information systems as well as a consideration of ongoing research projects), basic requirements for an integrated logistics and transport planning approach were derived. Together with end-user involvement, these results were used to design and prototype a concept of an appropriate information system, which was applied and evaluated in a tabletop exercise. The generated results are promising in terms of having a positive impact on the logistics effectiveness. In combination with the identified limitations, our results promise to have an impact on future ISCRAM research.

Logistics management is crucial for the effectiveness and efficiency of humanitarian operations. Performance measurement enables practitioners to identify improvement potentials and management capabilities with regards to their logistics management tasks. While many performance measurement approaches for humanitarian logistics exist in the scientific domain, its applicability in the practitioner communities is rather low. Main reasons for this mismatch can be seen in rather few ready-to-use concepts and supporting information systems. In this article, the design, development, and evaluation of an information system for a Balanced Scorecard for humanitarian logistics is presented. The approach is embedded in the design science research framework following the agile programming methodology. The main characteristics of the server client architecture are described and reflected through experiences from formative and summative evaluations. The results stress the importance of the applied design approaches and support the closing of gaps between information systems designers and humanitarian practitioners.

Purpose The aim of this paper is to describe a performance measurement system (PMS) including adequate key performance indicators (KPI) for humanitarian logistics respecting the specific requirements of logistics processes of relief organizations. Design/methodology/approach The approach followed is based on a comprehensive literature study of existing logistic PMS in order to investigate their transferability to humanitarian logistics. Based on a differentiation between commercial and humanitarian logistics, a promising PMS concept for the application area of humanitarian logistics was designed. Findings The identification of a supply chain balanced scorecard (BSC) as a PMS seems to be beneficial for humanitarian logistics. It respects the diversity of humanitarian organizations considering different logistics strategies and allows for the integration of short- and long-term logistical targets. Research limitations/implications The findings are conceptual at this stage. Its application is necessary in order to evaluate the developed BSC and the ability of humanitarian organizations for the required data collection. Additionally, the acceptance and willingness of the PMS application by humanitarian organizations has to be determined. Practical implications The results put humanitarian organizations in a position to easily collect and analyze relevant data on logistics processes respecting their organization-specific logistics strategy. Thus, the improvement of logistics performance and reduction of logistics related costs is enabled. Original/value For the first time, a supply chain BSC framework and adequate KPI-set for humanitarian logistics were identified. They appear promising to fulfil the specific requirements within the application area.

In this work we present the results of a survey on major challenges in humanitarian logistics. The survey was conducted among logistics managers of relief organizations, logistic service providers, and universities investigating in humanitarian logistics. The following issue areas were consulted: (1) Information and Technology, (2) Processes, Organization, Coordination, (3) Infrastructure, (4) Politics, Government. The results in the first issue area focus mainly on needs for action in the context of the transparency, compatibility, and functionality of IT-systems for humanitarian logistics. The transferability of classical and the establishment of specific concepts of logistics and supply chain management were identified as an important challenge in the second issue area. The need for an improved information situation was noticed within the areas "Infrastructure" and "Politics, Government". Additionally, it can be highlighted that the assessments of the three questioned groups differ in important points, although a common ground for further research was identified.

As a commentary to Juhani Iivari's insightful essay, I briefly analyze design science research as an embodiment of three closely related cycles of activities. The Relevance Cycle inputs requirements from the contextual envi- ronment into the research and introduces the research artifacts into environ- mental field testing. The Rigor Cycle provides grounding theories and methods along with domain experience and expertise from the foundations knowledge base into the research and adds the new knowledge generated by the research to the growing knowledge base. The central Design Cycle sup- ports a tighter loop of research activity for the construction and evaluation of design artifacts and processes. The recognition of these three cycles in a research project clearly positions and differentiates design science from other research paradigms. The commentary concludes with a claim to the pragmatic nature of design science.

Following the 2004 tsunami in the Indian Ocean there has been widespread recognition of the importance of humanitarian logistics among its various stakeholders, including academics, humanitarian organizations, practitioners, and donors. The purpose of this article is to anticipate the numerous challenges that are likely to confront the field of humanitarian logistics in the near future. The study found that humanitarian organisations will increasingly need to achieve greater levels of efficiency, professionalism, and quality in order to remain relevant and competitive. To do this, these organisations will need to identify the most practical and effective means of establishing professional supply chain management and humanitarian logistics arrangements that use technology and emerging best practices. This can be achieved through the development of in-house capacity, partnership arrangements with larger humanitarian organisations and the private sector, or a combination of both.

Two paradigms characterize much of the research in the Information Systems discipline: behavioral science and design science. The behavioral-science paradigm seeks to develop and verify theories that explain or predict human or organizational behavior. The design-science paradigm seeks to extend the boundaries of human and organizational capabilities by creating new and innovative artifacts. Both paradigms are foundational to the IS discipline, positioned as it is at the confluence of people, organizations, and technology. Our objective is to describe the performance of design-science research in Information Systems via a concise conceptual framework and clear guidelines for understanding, executing, and evaluating the research. In the design-science paradigm, knowledge and understanding of a problem domain and its solution are achieved in the building and application of the designed artifact. Three recent exemplars in the research literature are used to demonstrate the application of these guidelines. We conclude with an analysis of the challenges of performing high-quality design-science research in the context of the broader IS community.

Purpose The purpose of this paper is to present a supply chain process modelling method adapted to the requirements of humanitarian organisations. Design/methodology/approach Empirical research was conducted to identify the state of practice of supply chain management (SCM) in humanitarian organisations. An established procedure was selected, in order to develop a reference task model which forms the basis of the process modelling method. A literature review, expert interviews and other primary sources were used to identify the SCM activities that are required for the reference task model. Findings An empirical survey revealed that process modelling and optimisation are in their infancy at humanitarian organisations. A reference task model identifying over 100 SCM tasks is constructed. The applicability and feasibility of the developed process modelling method is exemplified by means of a case study. Research limitations/implications The reference task model provides the basis for further research on process modelling and optimisation in humanitarian supply chains. Practical implications The process modelling method supports humanitarian organisations in modelling and optimising their supply chain processes. Standardisation of supply chain processes is promoted which can be a key to improving operational effectiveness and efficiency as well as cooperation and coordination in humanitarian operations. Originality/value No rigorous supply chain process modelling technique adapted to the requirements of humanitarian organisations has yet been proposed. Likewise, to date, no comprehensive task model, which enables the construction of supply chain processes for humanitarian organisations, has been developed.
