The South-East Regional Action Plan (SAP), Harbours East:Liveable; Sustainable Communities 2015-2020 targets specifically the 15 Councils within the Regional Committee jurisdiction and includes possible strategic Councils adjacent to its boundaries. These Councils for the purpose of this document will be referred to a Special Councils and the inclusion of these areas and local governments in the SAP has been based on the connectivity and proximity of the boundaries; ribbon development, evident urbanisation processes, geographic connections or strategically important resources, assets and services which are directly linked to the governance, management, regeneration and development of the South-East Region.

As the SERU data used for this descriptive article show, however, perceptions of and experiences with a negative campus climate continue to be an issue. The authors discuss the disconnection between programming meant to change campus climate and the actual outcome of this type of programming, as well as other possibilities that may begin to truly address campus climate issues for students of color in higher education.

Simulating wafer bow for integrated capacitors using a multiscale approach

To simulate the bow of wafers with integrated capacitors in the form of pit arrays, various approaches were pursued. After unfruitful attempts to reliably obtain the wafer bow directly from simulating part of the wafer, a multi-scale approach was used. In this approach, the layer with the integrated capacitors was replaced by a homogeneous material having the same properties. Small-scale ... [Show full abstract] simulations of representative parts of the layer were performed to determine its effective stiffness tensor. Inclusion of the intrinsic strains of the grown and deposited dielectric and conductive layers enabled the volume change to be calculated of the layer with the integrated capacitors upon fabrication. Finally, the structure obtained was used in a full-wafer-scale model to simulate the bow of the wafers. A Second-Order Cone Based Approach for Solving the Trust Region Subproblem and Its Variants

We study the trust region subproblem (TRS) of minimizing a nonconvex quadratic function over the unit ball with additional conic constraints. Despite having a nonconvex objective, it is known that the TRS and a number of its variants are polynomial-time solvable. [Show full abstract] stronger conditions, give a low-complexity characterization of the convex hull of its epigraph without any additional variables. As a result, our study highlights an explicit connection between the nonconvex TRS and smooth convex quadratic minimization, which allows for the application of cheap iterative methods to the TRS. We also explore the inclusion of additional hollow constraints to the domain of the TRS, and convexification of the associated epigraph.
