Abstract

De l'informatique décrit l'incidence de l'informatique sur les institutions et la société : l'informatisation les transforme autant que le fit voici 3000 ans l'invention de l'écriture. On montre comment s'articulent dans l'action l'être humain organisé et l'automate programmable ubiquitaire, l'EHO et l'APU ; on propose aux personnes, comme aux entreprises, une présentation de l'évolution et du fonctionnement de l'informatique qui les aidera à en tirer parti, on dévoile la nature d'un changement dont la perception est souvent faussée par la mythe de l'intelligence de l'ordinateur et par les défauts de notre vocabulaire ; on évoque les obstacles et les pièges que ce changement rencontre.

Knowledge organization is grounded in its own theory, whose epistemological foundations lead to an expansion of the scientific field toward its philosophical dimension. In order to base our methods within a legitimate theoretical framework, we deem it necessary to clearly distinguish information from informatics and organization from management, and then to clarify the concepts of subjective and objective knowledge as well as that of information, which are necessary for the implementation of effective practices. From this theoretical basis, the fundamental principles validated by experience of a knowledge organization method in a shared documentary memory can then be developed.

What is the digital revolution the revolution of ? What is turned upside down and disturbed, reformed and transformed, in the so-called ‘digital revolution’ ? To answer this, digital revolution is approached here from the point of view of a philosophy of technology which assumes that our being-in-the-world is fundamentally conditioned by technique and always has been. The first level of this approach focuses on the historical structure of the digital revolution. The hypothesis is that the digital revolution is an event in history that is part of the long process of mechanization in the West and consists in the advent of a ‘digital technical system’. The second level concerns the phenomenological structure of the digital revolution. The hypothesis is that a technical revolution is always ontophanic, that is to say a shaking of the structures of perception and of the process through which the being appears to us. This results in phenomenological constructivism, based on the notion of phenomenotechnique, which ultimately condemns the notion of ‘virtual’. The third and final level of analysis focuses on the ontophanic structure of the digital revolution. The hypothesis is that digital ontophany consists of eleven fundamental characteristics : noumenality, ideality, interactivity, virtuality, versatility, reticularity, instant reproducibility, reversibility, destructibility, fluidity and ludogeneity. The role of design as a phenomenotechnical activity that shapes the world is therefore essential in the creative development of the digital ontophany.

The virtual world of Second Life can be considered as an online experimentation laboratory that allows to design and test research methods. This article focuses on and the genesis of a tracking tool, the Magic Ring, developed for a research study on spatial practices of avatars in Second Life. The author explains the theoretical and methodological reasoning that led to the design of this tool that collects millions of very precise data for a large sample of subjects. These data are called "quali-quantitative data." Then, the author explains that the analysis of these data invite us to revisit the social theory of Gabriel Tarde, recently taken over by Bruno Latour (Latour et al., 2013), since some software can visualize and navigate among them. Finally he returns to some limitations encountered during the project Magic Ring.

L'objectif de cet article est de mieux comprendre les mécanismes de conduite du changement induit par un mégaprojet SI. En utilisant le contexte des Universités françaises - qualifiées d'organisations faiblement cou- plées, l'analyse qualitative d'un projet d'implantation d'un nouvel outil SI suite à la loi LRU permet de four- nir des éléments de réflexion à la fois au niveau con- ceptuel et organisationnel. La réflexion montre que le SI ne peut pas être compris autrement que comme un artefact cognitif et social qui modifie profondément le contexte organisationnel. Sur les bases d'un dépasse- ment de la gestion de projet traditionnelle, c'est à partir d'une gestion renouvelée du risque et d'une approche par les compétences que le défi associé à cette situation de gestion peut s'appréhender. En ce sens, la conduite du changement doit se faire en amont et en aval du mégaprojet afin que le nouvel outil soit accepté par sa communauté. Enfin, l'effort de transversalité qui est, dans le cas étudié, freiné par les caractéristiques de l'outil doit être considéré comme une priorité dans les processus de conduite de changement.

Data quality is a strategic matter in the context of e-government as the integration of services requires authentic, coherent, and reliable data. However, establishing databases that are devoid of duplication, redundancy, or ambiguity isn't simple either in theory or in practice. In the context of e-government, this problem has been neglected for too long, particularly because administrative databases have often been wrongly regarded as ``simple.'' We demonstrate in this chapter that this is not the case at all, in particular because of the questions of interpretation that they raise. This chapter is based on case studies stemming from the Belgian federal administration (social security, business directories, federal authentic sources, etc.). Contrary to the assertions of common theories postulating a permanent bijective relationship between data and the corresponding reality, we argue that an empirical information system evolves over time along with the interpretation of the values that it allows one to determine. To address data quality, we propose a temporal framework that provides new operational strategies to improve administrative data quality (mainly, new ways to define quality indicators for continuous monitoring and re-engineering strategies). We finally demonstrate how our approach is generally applicable in the context of empirical information systems.
