Ganging up in the entrepreneurial city: Melbourne, the casino and the Underbelly franchise

Abstract

Underbelly (2008), Screentime's $10.4 million, thirteen-part dramatization of the so-called 'Gangland Wars' from 1995 to 2004, tracing the rise and fall of career criminal Carl Williams, showcases a Melbourne largely unseen on the screen. That so much of Underbelly is shot on location means that its sets are the real spaces and places of Melbourne, overlaid with the scripted drama of what may have occurred there. This provides a new way of mapping the city, crime by crime, over time, a new way of understanding the Melbourne that the Kennett Government remade throughout the 1990s as an 'entrepreneurial city'. It is our argument that it is this 'entrepreneurial' Melbourne that is being re-presented in Underbelly. Kennett's entrepreneurial city is the context in which Williams operates and the philosophy to which he ascribes during his takeover of Melbourne's drug trade. Drawing on examples from the 2008 Underbelly series, newspaper reports, Silvester and Rule's 2008 repackaging of their underworld reports and a mixture of neo-liberal and entrepreneurial theory, this article explores Melbourne's construction as an entrepreneurial city and how this has been represented, repackaged and experienced in a way Kennett himself could never have foreseen, through the Underbelly television series and the new markets this has opened.

This article uses the science fiction film Predestination (Spierig Brothers, 2014) to examine the combined role of sound and image in the subjective ‘home movie moment’. Vivian Sobchack argues that even within a fiction film, an audience member might recognize a familiar location, momentarily pulling them out of a fictional engagement with the screen text and instead facilitating an engagement more aligned with that of a home movie. Given Sobchack’s interest in phenomenology, it is noticeable that she focuses exclusively on the cinematic image in this particular work. I argue that liminal blurring can occur between modes of engagement, triggered by both image and sound. In Predestination , the puzzle narrative that colludes with the uncanny voice is paralleled by the way that the sights and sounds of Melbourne facilitate uncanny home movie moments, shot through with science fictional estrangement.

Considers structural inertia in organizational populations as an outcome of an ecological-evolutionary process. Structural inertia is considered to be a consequence of selection as opposed to a precondition. The focus of this analysis is on the timing of organizational change. Structural inertia is defined to be a correspondence between a class of organizations and their environments. Reliably producing collective action and accounting rationally for their activities are identified as important organizational competencies. This reliability and accountability are achieved when the organization has the capacity to reproduce structure with high fidelity. Organizations are composed of various hierarchical layers that vary in their ability to respond and change. Organizational goals, forms of authority, core technology, and marketing strategy are the four organizational properties used to classify organizations in the proposed theory. Older organizations are found to have more inertia than younger ones. The effect of size on inertia is more difficult to determine. The variance in inertia with respect to the complexity of organizational arrangements is also explored. (SRD)

By putting the vocabulary of aspiration in the mouths of criminals, and by situating them in the suburbs, Underbelly suggests that ruthless, murderous competition may not be incompatible with the Australian Dream. Exposing a generation's denial of the criminal elements behind ecstasy's fetishized status, it problematizes celebratory accounts of club culture, and suggests dark externalities for the ‘night-time economy’ of our inner cities. As well as connecting country, suburb and city in repressed criminality, by virtue of its casting choices at the very least, the series blurs the lines between ordinariness, celebrity and infamy. It is in these unresolved tensions that Underbelly constitutes a televisual history of Australia's present that countervails the official pieties of the ordinary that characterized the Howard years.

Modern Austrian Economics, building on earlier work of Mises and Hayek, explains the determination of market prices in terms of entrepreneurial discovery processes. Dissatisfied with mainstream equilibrium models, Austrians see market equilibrating tendencies as series of competitive discoveries increasing mutual awareness among market participants. (Unlike deliberate search, discovery consists in alert entrepreneurs noticing profit opportunities, generated by earlier errors, which had been entirely unsuspected.) This approach entails unconventional implications for such issues as: antitrust policy, economic justice under capitalism, the meaning of economic welfare, and the possibility of rational planning under socialism.
