Six Proposals for Freeing the Refereed Literature Online: A Comparison

Currently there are six candidate strategies for freeing the refereed research literature: (1) Authors paying journal publishers for publisher-supplied online-offprints. (2) Asking journals to give away their contents online for free and boycotting those that do not. (3) Library consortial support (e.g. SPARC) for lower-priced journals. (4) Delayed journal give-aways -- 6-to-12+ months after ... [Show full abstract] publication. (5) Giving up established journals and peer review altogether, in favour of self-archived preprints and post-hoc, ad-lib commentary. (6) Self-archiving all preprints and postprints. (1) - (5) all require waiting for policy changes and, even once these are available, all require a needless sacrifice on the part of authors. With (1) the sacrifice is the needless author offprint expense, with (2) it is the author's right to submit to their preferred journals, with (3) it is (as before) the author's potential impact on those potential users who cannot afford even the lowered access tolls, with (4) it is the impact of the all-important first 6-12 months after publication, and with (5) the sacrifice is the quality of the literature itself. Only (6) asks researchers for no sacrifices at all, and no waiting for any change in journal policy or price. The only delay factor has been authors' own relative sluggishness in just going ahead and doing it! Nevertheless, (6) is well ahead of the other 5 candidates, in terms of the total number of papers thus freed already, thanks to the lead taken by the physicists.

The peer-review process

The recent literature about peer review of scholarly articles is reviewed, with particular emphasis on the cost of the peer-review process. Possible impacts of electronic scholarly publishing upon peer reviewing are discussed. Opinion among academics in their roles as authors, editors and referees seems likely to insist upon preservation of a pre-publication refereeing system in most disciplines. ... [Show full abstract] As the administration of any such system seems to have a cost of about $400 per published article, any scholarly publishing system will need to locate financial support to at least that extent, and a system of lump-sum payment by the authors' funders is best placed to cover this cost while providing universal free access to scholarly material.

The purpose of this research was to study the effects of ejournals, at this early point in their lives, on the scholarly communities they are serving. To put the question another way: What impact are ejournals having on the process of scholarship, research, and the advancement of knowledge? A sample of scholarly, peer-reviewed ejournals was drawn and techniques of citation analysis were used to conduct several analyses. The data show, with a few possible exceptions, that the impact thus far of ejournals on scholarly communication has been minimal.

Variations in Article Seeking and Reading Patterns of Academics: What Makes a Difference?

Although scholarly articles play an important role in the work life of academics, specific patterns of seeking and reading scholarly articles vary. Subject discipline of the reader influences many patterns, including amount of reading, format of reading, and average time spent per reading. Faculty members in different disciplines exhibit quite distinct patterns of reading. Medical/health faculty ... [Show full abstract] read more than others and mainly for current awareness purposes, while engineering faculty spend more time on average per article reading, and they also read more for research. Other factors that influence some reading patterns include work responsibilities (weighted towards more teaching or more research), age (young faculty are more likely to read on-screen from the open Web) and productivity of the reader, and purpose of the reading (readings for research and writing are more likely to be from a library collection). The ability to predict scholarly article seeking and reading patterns will assist journal editors, publishers, and librarians design better, more targeted journal systems and services.

Some Ethical Considerations Regarding Scholarly Communication

THIS ARTICLE DISCUSSES academic intolerance, peer review suppression, and resulting de facto academic library censorship. Included are some ethical considerations regarding scholarly communication (and scholarly excommunication), academic librarianship, and academic whistle-blowing. One of higher education's most deeply rooted ethical tenets is a commitment to the search for truth. However, the ... [Show full abstract] truth is often upsetting (to say the least) to powerful academic leaders, as the history of science, for example, has made obvious. Intolerance toward, and suppression of, truthful ideas of a scholarly nature, can lead to de facto academic library censorship, even though academic librarians may not be aware that they are involved. Historically, peer review authorities in academia have been the enemies in intellectual matters of academic whistle-blowers. Ethical conflicts arise when reliance and deference in regard to peer review authorities lead to suppression of ideas, unwittingly or otherwise, by academic librarians. To the extent that true ideas are suppressed and censored throughout the scholarly communication system, that system might also accurately be called a system of scholarly excommunication. Without compromising their neutrality, academic librarians, by giving access to ideas and information on all sides of academic questions and controversies, can serve as illuminators of the truth for scholars seeking the truth. A proposal is made for the institution of intellectual freedom (IF) committees and groups within academic libraries and academic library associations in order to help these librarians detect academic and peer review suppression. The very existence of such IF groups might have a salutary effect on the quality of peer review in academia.
