The paper describes the effect of road capacity reduction on traffic volumes. It has been observed that in congested urban areas where there is a reduction in road capacity, that traffic will not only reassign to other routes or seek to travel at different times, but significant proportions of traffic will 'disappear' from the road network. The paper quantifies and verifies the existence of such effects in Ireland.
