Performance management in the Slovak higher education system: preliminary evaluation

Abstract

The aim of our paper is a preliminary evaluation of the introduction of performance management and performance financing arrangements in the Slovak higher education system – accreditation and formula based performance financing. This evaluation will be mainly based on the assessment of short-term impacts of the above mentioned instruments and is expected to invite further professional discussion. We feel that the data and brief analysis included are sufficient enough to show that the Slovak system represents a typical example of the potential of performance management and performance financing being significantly limited, if not destroyed. Not only because of improperly defined indicators, which are too much input and quantity orientated, but very much also due to a lack of resources (the ratio of public expenditures for higher education to the GDP in Slovakia is significantly below EU average), as well as the politicization of the system.






En este artículo se analizaron las reformas neogerenciales haciendo hincapié en las medidas conocidas como mecanismos de tipo mercado (contratación externa, asociaciones público-privadas y vales). En primer lugar, se abordan sus orígenes y los aspectos conceptuales que los definen y caracterizan para establecer las diferencias que existen entre las formas de contratos utilizadas en la Administración pública y las connotaciones particulares que presentan los que se realizan como mecanismos de tipo mercado. A continuación, se realiza una revisión panorámica que resalta ejemplos ilustrativos de su aplicación en países de Europa y de América, para finalizar con un examen general de sus ventajas y desventajas, sobre todo en relación con los cambios que han supuesto en las funciones y capacidades de la Administración pública.

En el escenario mundial configurado como resultado de la retracción del Estado y escasez de recursos, grupos económicos nacionales e internacionales, sobre todo empresas trasnacionales y capital financiero, han encontrado (tal vez ayudados a generar o incidido para hacerlo posible), nuevas oportunidades de negocio (ganancias) que se han abierto gracias a la desregulación de varios sectores del gobierno que incluyen servicios públicos y la creciente inclusión de compras gubernamentales en los tratados de libre comercio. Por ello de manera creciente, desde la década de 1980, esos sectores empresariales (consultorías trasnacionales, calificadoras de riesgo, certificadoras como ISO) y financieros (deuda pública y asociaciones público privadas) se han posicionado en importantes espacios de toma de decisiones, al tiempo que han tenido acceso a explotar actividades que estaban a cargo de gobiernos y administraciones públicas. Estas "nuevas formas de financiamiento" y opciones de prestación de servicios públicos, presentan diferentes contradicciones que se deben analizar para valorar los efectivos beneficios que pueden aportar, o bien para revelar sus consecuencias reales. Este trabajo revisa la directriz general de la contratación y concesión gubernamental que incluye carteras de servicios de las consultorías trasnacionales al gobierno nacional, la expansión del mercado de compras gubernamentales y formas de financiamiento de asociaciones público privadas.

A central proposition of New Public Management (NPM) theory was tested by analyzing 519 studies on the impact of NPM reforms across Europe to establish whether performance-oriented reforms lead to changes in outputs or outcomes. Significant conceptual and methodological problems were immediately apparent. Few of the studies focused on outputs, and even fewer addressed outcomes. Moreover, the identified impacts were distinctly mixed, with many studies indicating that specified outputs or outcomes were unchanged or down. Significantly, the database examined contextual influences that facilitated (or hindered) NPM reforms. Despite enormous research attention, our understanding of the impact of NPM remains both fragmentary and fragile.

Although the elaboration of specific issues shows interesting differences (see OECD 1992) these programs show a common concern for the transfer of property rights in the (formerly public) business sector (comprising inter alia industry, banking and finance, and retail services).

In this paper I want to address some fundamental questions concerning the nature of knowledge about public management reform, and particularly its transferability between countries and contexts. My main point will be that knowledge of what works and what does not tends to be heavily contextdependent. That is to say, a technique or organisational structure which succeeds in one place may fail in another. So – to put it bluntly – there is no set of general tools that can be transferred from one jurisdiction to another, all around the world, with confidence that they will work well every time. This means we have to look carefully at contexts, and at the “terms of trade” each time we are thinking of borrowing a good management idea from somewhere else. This is not a “how-to-do-it” paper. Rather it is a series of reflections on the nature of the “trade” in public management reforms, drawing on the existing academic literature and seeking to identify issues where further work seems to be desirable...
