Promotional avenues for public sector university librarians of Lahore: Experts’ views and new proposal

Promotion Avenue is important for the employees as well as the organization. Unfortunately, in Pakistan, there is no standard promotion Avenue for Librarians. The purpose of this study was to know the view of experts on existing promotion Avenue of public sector universities Librarian, Lahore, Pakistan. Proposal of Promotion Avenue was purposed, based on expert’s views. Offered designation, scale with required qualification and experience for procedure of promotion was focused. Qualitative research applied and Interview tool was used. Librarians and faculty members who have more than 15 years of experience of all public sector universities of Lahore were targeted.

To be asked to write a column for the Records Management Journal is an exciting prospect. I intend to pick up and air relevant and pertinent changes and developments in the Records and Information world which will in one way or another affect all of us working within the environment sooner or later. I do not intend to be restricted by the traditional boundaries which distinguish and isolate one ... [Show full abstract] from another, librarians, information scientists and archivists. This column will rove across these hitherto fixed boundaries and link issues that are going to impinge upon all involved in the information industry. These issues will have common themes such as: technology; strategic and tactical planning, information manipulation; the Records and Information Manager. It is my intention within this column to place all these activities within the widest organisational context, whether it be public or private sector, profit-making or charitable. I am particularly keen to erode the self-imposed dichotomy between the business and public sectors. After all, the Records and Information Manager on both sides of this divide applies the same principles and techniques. It is as absurd to believe that the public sector possesses a monopoly on integrity as it is to suggest that the private sector has a monopoly on resources and cash.

Human capital and employees’ performance are recognized as the premium key resource for organizational competitiveness. However, changes in global finance and organizations are affecting many organizations, including public sectors. [Show full abstract] advantage, organizations and its employees are recommended to initiate new practices and behaviors. For example, the current financial’s condition restricted the public university libraries’ abilities to better serve the community. To accommodate this situation, public universities are recommended to practice self-funding, despite their anticipating role as a public service provider. This direction creates dilemma to micro units such as the libraries, which existence is solely to serve its community. The libraries are constantly criticized as a cost center and being opted to cease service as its functions may be replaceable by other information provider such as Google. Thus, it is important that, the librarians must voluntarily make efforts to re-tool their current competencies and revise their patrons’ preferences as well. The efforts are critically needed if the librarians desire to survive the changes and stay relevant. Thus, this paper postulates a multi-construct antecedents, which consist of entrepreneurial inclinations which may be useful. The overarching theory is based on the Theory of Planned Behavior and Resource Based View. This paper reviews literatures associated with the constructs and recommend the advantages of applying it accordingly. It is hopeful that this investigation will contribute additional knowledge on the influence of those constructs towards individuals’ work performance as well as adding optional information.

Testing the HathiTrust Copyright Search Protocol in Germany: A Pilot Project on Procedures and Resou...

There are more than 11 million volumes in the HathiTrust Digital Library. The largest group of non-English books - almost 600,000 titles - is in German. For most of these German works, the copyright status is unknown, which means that only the catalogue records can be made publicly available in the digital library, even if a work has passed into the public domain in Germany and could be made ... To begin to address this problem, a small pilot project was undertaken by a group of students in the Berlin School of Library and Information Science at Humboldt University (the authors), to investigate potential resources for determination of author death dates for HathiTrust books published in Germany. The authors provide observations on the usefulness of certain resources identified with "diligent search" in recent changes to German copyright law passed in response to a 2012 European Union directive on orphan works. They also discuss additional resources not mentioned in the law that might be useful in conducting such searches. Furthermore, they make recommendations for improvement of the HathiTrust Digital Library search protocol for works published outside the United States, particularly in languages other than English. The project findings will be of interest to policy makers, publishers, librarians and others engaged in efforts to identify digitized books that can be made publicly available in accordance with national and international copyright laws and regulations. © 2014 Rebecca Behnk, Karina Georgi, Regine Granzow and Lovis Atze.
