Abstract

This article explores the ways in which schools have historically promoted – or failed to nurture – the speaking voices of future citizens. It sets out a theoretical rationale for taking pedagogies of speaking seriously and reports on a project designed to enhance the communicative awareness and confidence of 11–18-year olds. It concludes by considering practical ways in which civic practices nurtured in schools can avoid being hampered by unacknowledged disparities of communicative competence.

Le vlogue engagé est un genre médiatique audiovisuel numérique où un usager de la plateforme YouTube s’adresse à la caméra pour s’exprimer, informer ou sensibiliser le public à propos de causes sociales. Malgré sa popularité, il demeure à la marge de l’étude empirique des formes émergentes de « parler en public » médiatisées par la technologie. Pour faciliter la réalisation de travaux sur cet objet de recherche complexe, l’article présente une conceptualisation opératoire du vlogue engagé qui prend pour cadrage général le courant théorique de la pratique (practice theory). Conceptualisé comme une pratique discursive civique, le vlogue engagé fait appel à l’assemblage de trois éléments constitutifs : des matériaux, des compétences et du sens. Ceux-ci s’imbriquent dans une performance technodiscursive qui coordonne quatre actes de communication : une communication publique personnelle, une expression verbale augmentée, une production médiatique multimodale et une présentation de soi.

This paper analyzes the results of the cooperative work done by university faculty, schoolteachers and a ministry’s technical team in an attempt to promote innovation on citizenship education. The work consisted on designing units of instruction on citizenship education in three subject matter curricula. These units of instruction were then applied in ten low socio-economic urban public schools in Santiago, Chile. The participants were 30 fifth grade teachers. A qualitative approach was applied which considered a collective case study. Class observations were conducted. The main results showed that: (a) teaching was directed to make learning about citizenship education more relevant to students, (b) teaching was directed to develop student´s agency and empowerment; (c) content class connected in-school learning to out-of school living; and monitoring progress is performed in a very constrained manner.

Lancé en 2005, YouTube demeure une plateforme très populaire auprès des jeunes du Québec. Cependant, aucune recherche exhaustive n’a documenté la place qu’ils et elles y occupent comme créateurs et créatrices de contenu vidéo. Visant à combler cette lacune, cet article s’intéresse particulièrement aux vlogues engagés qui traitent d’enjeux de société. Grâce à une observation prolongée, les données recueillies montrent que le contenu engagé est minoritaire dans la vlogosphère québécoise, qui est surtout composée de jeunes dans la vingtaine. La présence de femmes est prédominante et on y trouve beaucoup de vlogueurs et vlogueuses LGBTQ+, mais les jeunes racisé·e·s sont presque absent·e·s. Les youtubeurs et youtoubeuses qui bénéficient d’une bonne visibilité proviennent majoritairement de la région de Montréal et créent des vidéos depuis de nombreuses années, dévoilant l’existence de barrières d’accès à cet espace public numérique pour les nouveaux ou nouvelles venu·e·s. La cause environnementale domine la liste vaste et variée de thèmes abordés dans leurs vlogues.

Background YouTube is the most popular social networking website among Canadian adolescents, yet little is known about their contribution to the platform’s contents. This article examines youth-produced vlogs created to address a social issue. It seeks to explore the relationship between media creation, civic agency, and participatory politics in the context of visual social media. Analysis This article combines Grounded Theory and Social Semiotics to perform a multimodal content analysis of 55 vlogs posted on YouTube by French-speaking Canadian adolescents on the issue of bullying. Conclusion and implications The article concludes that vlogging allows for the creation of a social space where civic discussions can foster discursive forms of engagement and online activism. Future research could examine patterns of inclusion/exclusion in the access to this civic practice.

Public relations’ role in democracy is most often conceptualised as a distortion of public debate through the intrusion of vested interests in the public sphere. In this paper, an alternative view of public relations is proposed, grounded in the work of Silverstone, Couldry and Honneth, as a tool through which spaces of appearance may be constructed for individuals within deliberative systems. The results of a pilot study conducted with one UK charity are presented, to explore how the use of public relations by marginalised young people allowed them to express voice, receive recognition and engage with others as citizens. The paper concludes with a consideration of the limitations of the study and its implications for the role of public relations in democracy.

This article presents the findings of a grounded theory analysis of 55 anti-bullying vlogs produced by French-speaking Quebec teens and shown on YouTube between 2010 and 2014. It seeks to clarify the concept of online civic engagement by young people using an original methodological approach based on Gunther Kress’s social semiotics. The findings show that each vlog is part of a chain of invitations and responses, therefore producing a youth-friendly social semiotic space created by and for young people. In this space, civic engagement takes the form of discursive participation, which is achieved through the semiotic work of the vloggers.

This paper seeks to make use of later works of Habermas in the field of education. The theme, developed out of the pragmatic tradition, is that of deliberative communication as a central form of activity in schools. This implies a displacement of traditional teaching and learning as the central form of activity to the creation of meaning through deliberative communication. Deliberative communication can be understood as an endeavour to ensure that each individual takes a stand by listening, deliberating, seeking arguments, and evaluating, while at the same time there is a collective effort to find values and norms on which everyone can agree.

Adults in authority (teachers, employers, police officers, doctors, benefits officers, etc.) have been found to view adolescents as lacking in communication skills and even the motivation to communicate with them. Adolescents themselves, on the other hand, highlight issues of power and a lack of respect in causing problems in their communication with these adults. This review suggests that mutually antagonistic representations might feed into the interaction between the two groups; recommends more fine-grained research on such interaction; and argues that initiative to improve young people's "communication skills" may serve as part of an individual-blaming agenda.

The aim of this article is to reclaim social class as a central concern within education, not in the traditional sense as a dimension of educational stratification, but as a powerful and vital aspect of both learner and wider social identities. Drawing on historical and present evidence, a case is made that social inequalities arising from social class have never been adequately addressed within schooling. Recent qualitative research is used to indicate some of the ways in which class is lived in classrooms. The article also raises concerns about the ability of the education system to positively address social class in the classroom when contemporary initial teacher training rarely engages with it as a relevant concern within schooling.

With adolescents commonly depicted by adults as communication ignorant and inept, the need to find out what young people actually understand by, and know about, communication is discussed in this article. In this vein, two pieces of research that have investigated "communication awareness" in adolescence are reviewed, and ideas for further research in the area are offered.

Neo-pragmatism focuses on communication as a democratic form of life. It therefore creates new visions for the relationship between democracy and education. Models for deliberative democracy inspired by neo-pragmatism are explicitly based on the need for education of citizens in deliberative capabilities and attitudes. The idea of deliberative democracy as an educational process is one where individuals bring different perspectives to on-going communication, which is here presented as an important way to interpret John Dewey, specifically his Democracy and Education. This approach to reading his work is compared initially with other and earlier ways of reading his work, i.e., the educational philosophies and movements of progressivism and reconstructionism.

This moving and challenging 1999 book by Simon Charlesworth deals with the personal consequences of poverty and class and the effects of growing up as part of a poor and stigmatized group. Charlesworth examines these themes by focussing on a particular town - Rotherham - in South Yorkshire, England, and using the personal testimony of disadvantaged people who live there, acquired through recorded interviews and conversations. He applies to these life stories the interpretative tools of philosophy and social theory, drawing in particular on the work of Pierre Bourdieu and Merleau-Ponty, in order to explore the social relations and experiences of a distinct but largely ignored social group. The culture described in this book is not unique to Rotherham and Charlesworth argues that the themes and problems identified in this book will be familiar to economically powerless and politically dispossessed people everywhere.

The role of critical oracy in active citizenship might seem obvious, since citizens’ participation in decision making could hardly proceed without such oral strategies as discussing, debating, negotiating and persuading. And the idea of active citizenship clearly implies that in promoting and challenging forms of power relations or social values, participants would need a critical understanding of the consequences of arguments and actions, and their implications for the welfare of self and others. That this connection has seldom been the direct focus of research and development says something about how both citizenship and oracy have been conceptualised.

In Verbal Hygiene, Deborah Cameron takes a serious look at popular attitudes towards language and examines the practices by which people attempt to regulate its use. Instead of dismissing the practice of 'verbal hygiene', as a misguided and pernicious exercise, she argues that popular discourse about language values - good and bad, right and wrong - serves an important function for those engaged in it. A series of case studies deal with specific examples of verbal hygiene: the regulation of 'style' by editors, the teaching of English grammar in schools, the movements for and against so-called 'politically correct' language and the advice given to women on how they can speak more effectively. This book sets out to unearth the hidden genealogies of democracy, and particularly its most widely recognized, commonly discussed and deeply symbolic act, voting. By exploring the gaps between voting and recognition, being counted and feeling counted, having a vote and having a voice and the languor of count taking and the animation of account giving, there emerges a unique insight into how it feels to be a democratic citizen. Based on a series of interviews with a variety of voters and nonvoters, the research attempts to understand what people think they are doing when they vote; how they feel before, during and after the act of voting; how performances of voting are framed by memories, narratives and dreams; and what it means to think of oneself as a person who does (or does not) vote. Rich in theory, this is a contribution to election studies that takes culture seriously.

For more than thirty years neoliberalism has declared that market functioning trumps all other social, political, and economic values. In this book, Nick Couldry passionately argues for voice, the effective opportunity for people to speak and be heard on what affects their lives, as the only value that can truly challenge neoliberal politics. But having voice is not enough: we need to know our voice matters. Insisting that the answer goes much deeper than simply calling for ‘more voices’, whether on the streets or in the media, Couldry presents a dazzling range of analysis from the real world of Blair and Obama to the social theory of Judith Butler and Amartya Sen. Why Voice Matters breaks open the contradictions in neoliberal thought and shows how the mainstream media not only fails to provide the means for people to give an account of themselves, but also reinforces neoliberal values. Moving beyond the despair common to much of today's analysis, Couldry shows us a vision of a democracy based on social cooperation and offers the resources we need to build a new post-neoliberal politics.

Taking an intergroup communication perspective, this study extends previous research into intergenerational communication. Firstly, we widen the respondent base, insofar as much previous research has tended to use college/university student respondents. Here, we asked young teenagers aged 12–16 years about their communication experiences with young adults aged 20–25 years and older adults aged 65–85 years as well as with their own peers. Secondly, we extend previous research on what constitutes ‘good communication’ from teenagers’ perspectives with these particular target groups. Results revealed that against expectations, the teenagers were less likely to differentiate between these age groups in terms of how accommodative, overbearing, and non-communicative the groups were towards them. On these dimensions, the teenagers’ evaluations were quite positive. Regarding how the teenagers themselves communicated with these groups, the teenagers reported that they made efforts to accommodate in various ways, although they did also report some discomfort in their communication with age outgroups. The teenagers reported that they were conscious of age along intergroup dimensions, but this affected their reported satisfaction with conversations with older people rather than with young adults. These findings are discussed in relation to previous research into teenagers’ communication and into young adults’ experiences with teenagers.

This article has synthesize the past two decades of research literature focusing on the life experience of Caribbean and African Black immigrants and their children and the process that they have been incorporated into American society and into its educational system. This article analyzes the social-cultural-economic causes of variation in Black immigrant children’s identity deconstruction and reconstruction, including Black immigrant youth’s attitudes towards racism and discrimination, their educational aspirations and educational performance, and the social and cultural resources present within ethnic communities. Three major issues relevant to Black immigrant children’s education were probed: “Triple disadvantages” vs. “model Blacks”; identities, differentiation and destination; and Black immigrants and American Blacks: diversity and solidarity. The authors have focused their recommendations on the transformation of educators’ perceptions and conceptions, on adjustment and innovation in educational policymaking, and on the change and reform in teachers’practice, schools’outreach efforts, and cultural environment.

This article focuses upon what has become the most favoured response by statutory and voluntary agencies for encouraging youth participation at a local level within the UK—the setting up of youth councils. Adults often establish youth councils largely because they are perceived to provide tangible opportunities deemed to enable ongoing participation by young people rather than because of demand from young people themselves. Emerging evidence suggests, however, that many youth forums are flawed and inappropriate participatory devices, often obfuscating the voices of many young people in local decision making. The article provides a brief review of the development of youth councils in the UK; examines the varying form and type of these different forums; and, drawing upon the views and voices of youth delegates, explores their perceived strengths and weaknesses. An evaluation of the efficacy of youth councils as participatory structures is offered.

Class affects not only our material wealth but our access to relationships and practices which we have reason to value, including the esteem or respect of others and hence our sense of self-worth. it determines the kind of people we become and our chances of living a fulfilling life. Applying concepts from moral philosophy and social theory to empirical studies of class, this accessible study demonstrates how people are valued in a context of the lottery of birth class, or forces having little to do with moral qualities or other merits.

This article seeks to understand why it is that many girls (relative to boys) experience difficulties when they are required to speak in formal, public or unfamiliar contexts. While girls are recognised to be good at using collaborative talk in small groups, it is still the public voice that is valorised in the world outside school. Thus, the current debate in Britain on underachieving boys is reviewed in the light of the discrepancy between what constitutes success in school, and what constitutes success in the adult world. Furthermore, language and gender research has tended to characterise the predominantly male, public voice as competitive, ego-enhancing and hegemonic. Yet the new generation of British GCSE syllabuses for English redefines this public voice in ways that might be empowering and enhancing for girls in their future lives. The issue for educators is how to encourage girls to acquire skills that are culturally coded as 'masculine'.

The purpose of the present investigation was to test three rival measurement models of a common measure of trait communication apprehension, the PRCA‐24. The rival models include a linear, unidimensional model, a Guttman simplex, and a second‐order factor structure. These models are discussed in terms of their conceptual implications, their psychometric properties, the empirical evidence needed for their support, and their implications for both prior and subsequent research. To test these models, a nationwide sample of responses to the PRCA‐24 (N = 8879) was analyzed. The results of a variety of statistical procedures indicate that the second‐order factor model best fits the data. This model is consistent with prior conceptual work by McCroskey (1984a) and was replicated with two additional data sets.

Drawing on empirical research with young refugees and asylum seekers (aged 11-18) now living in Sheffield, UK, and Aarhus, Denmark, respectively, this paper explores some of the relationships between identity, belonging, and place. We begin by reflecting on the young people's sense of identity as Somali in the context of periods of forced and voluntary mobility. We then consider what it means to be Muslim in the context of the different communities of practice in Aarhus and Sheffield. Finally, we consider the extent to which the interviewees self-identify as Danish or British. In reflecting on these different dimensions of identification and belonging, we conclude by highlighting the importance of being 'in place' for attachment and security, and identify implications of the findings for integration and cohesion policies.

This article reflects on outcomes of a playmaking project conducted with 14–20-year-old urban students in the USA. The playmaking experience was part of a larger research project designed to facilitate students’ understandings of the ways in which their own experiences of discrimination are reflected in pervasive inequity at the societal level, and to facilitate the acquisition of skills that would allow them to become agents of social change in those dynamics. Outcomes discussed include the development of community among the class members and its importance to them, the sense of power and agency students reported as a result of participating in the playmaking process and performing their piece, and the effect of the process on their emerging understanding of unequal power dynamics and the role of collective action in fostering social change.

This article explores to what extent citizenship education for lifelong learning should be based on a more "political" or civic republican conception of citizenship as compared to a liberal individualist conception, which emphasizes individual rights, or a communitarian conception, which emphasizes moral and social responsibilities. It also considers how people are finding new ways to engage in civic participation which can provide the basis for certificated or accredited lifelong learning for democratic citizenship. It examines, in particular, the "Active Learning for Active Citizenship" programme, which was funded by what was previously the Civic Renewal Unit of the Home Office and the possibility of a learning democratic citizenship based on the theory and practice of deliberative democratic engagement.

This paper explores asylum-seekers’ and refugees’ experiences of place, social exclusion and social networks, based on a qualitative sociological study. It examines interviewees’ constructions of neighbourhoods as excluding or including places and compares and contrasts parents’ and children's accounts. Interviewees perceived social inclusion as a number of place-specific factors, including security, access to inclusive local resources and services, and migrants’ ability to form supportive social networks. Particular emphasis was placed on social networks with people of the same ethnic or religious identity and other black and minority groups living locally, rather than social bridges with white and majority-ethnic communities. I suggest that parents’ constructions of childhood reflect neighbourhood places; children are seen as vulnerable and in need of protection in ‘excluding’ neighbourhoods, and less vulnerable and relatively independent in ‘including’ ones. Children valued their independence and mobility within including neighbourhoods, and appeared to develop a sense of attachment to them, suggesting that they may integrate more quickly and fully within British society than their parents. The paper concludes that it is important to understand asylum-seekers’ and refugees’ experiences of social exclusion and inclusion in relation to their experiences of place.

Through experimentation, the authors found that the videotape image showing the child's ethnicity affects ratings of language in direction of racial stereotyping expectations. Subjects were analyzing black, Mexican-American and white children in terms of confidence-eagerness and ethnicity-nonstandardness. Reasons for and method of experiment are given. (MS)

Learning communities (LCs) have received considerable attention for their potential to increase retention and academic performance among first-year college students, but questions remain as to whether they facilitate student success and why. As operationalized in the current study, improved communication processes and team-based instruction are central LC design features. One and two years after participating in communication-intensive learning communities, students showed modest but statistically significant advantages in GPA, retention, and credit completion. Survey results confirmed that students and faculty assigned to the learning community conditions perceived more opportunities to communicate with colleagues, instructors, and instructional support staff. The results suggest that the learning community design created such communicative advantages as increased opportunities for interaction among faculty, staff, and peers; enhanced feelings of social integration; and increased access to student services.
