Abstract

Trasparenza è una "parola magica" in grado di evocare effetti taumaturgici su molte delle questioni che occupano l'agenda politica degli ultimi anni. Basti osservare la traiettoria che il concetto di trasparenza ha disegnato negli ultimi venti anni in Italia. Ma la complessità del tema richiede un tentativo di analisi e di pulizia concettuale a fronte di un atteggiamento a volte ideologico con il quale il tema viene trattato (in questo senso i "trasparentismi"). L'articolo mette in guardia da una adesione estatica o dogmatica alla trasparenza. in effetti, la trasparenza di per sè non è nè buona nè cattiva, dipende dall'uso che se ne fa e dai rapporti di potere in campo. Il "gioco" della trasparenza è eticamente orientato fino a che il controllante e il controllato possono scambiarsi facilmente i ruoli in uno spirito di piena reciprocità e simmetria.

Online minutes of local councils offer the opportunity to look behind the scenes of local government decision-making. Will this transparency, as promised, lead to higher levels of trust? This issue was investigated by conducting an experiment comparing participants who did not access the available information, people who were only allowed restricted information about the minutes, and those who were shown the full minutes of the local council. Results indicated that people exposed to more information were significantly more negative regarding perceived competence of the council compared to those who did not access the available information. Additionally, participants who received only restricted information about the minutes thought the council was less honest compared to those who did not read them. The relationship between transparency and trust is influenced partly by the perceived credibility of the message on the website. Also, knowledge about the decision-making process appears to shift judgment criteria. People well informed about the process are inclined to base their judgment of perceived competence on this knowledge and less on message credibility. A theoretical explanation for the negative effect of transparency of public decision-making is sought in the expectations of the public versus the reality. A lower perceived competence by those who had access to full information might be explained by a gap between public expectations of rational decision-making and the reality of the chaos involved in public decision-making exposed through transparency.

The concept of organizational transparency has vaulted to prominence in recent years. While the virtues of transparency have been tied to trust and credibility, there have been no efforts to measure this abstract concept. Guidelines exist to help organizations be more transparent, but the real test is how stakeholders perceive an organization's transparency. This paper focuses on developing a stakeholder measurement of organizational transparency. Factor analyses, structural equation models, and reliability alphas on the measurement items indicate the instrument measures three transparency reputation traits (integrity, respect for others, openness) and four transparency efforts (participation, substantial information, accountability, and secrecy).

'Transparency', 'openness', and access to government-held information are widely applauded as remedies for the deficiencies and operations of government where government claims to be democratic but falls short of its rhetoric. This chapter examines whether transparency is a human right, focusing on one of its specific features: access to government information, or freedom of information (FOI). It explains what is meant by FOI and argues that within the framework of internationally agreed concepts of human rights, FOI deserves to be listed with those rights. Not only is FOI instrumental in realizing other human rights such as freedom of speech and access to justice, or other desiderata such as accountability, it is intrinsically important: the right to know how government operates on our behalf. The chapter also discusses constitutionalism and the struggle for information in the United Kingdom.

Explores the concepts of transparency and accountability and assesses how they can be increased, relating this to the control of corruption and to effective democracy, and recognising that the cost of transparency is diminished confidentiality and privacy. Applies this to the retrieval of the proceeds of corruption, using a case study in Italy to show how a wife’s complaint about divorce compensation led to the uncovering of corruption involving many politicians. Discusses how codes of conduct and ethics often incorporate attempts to improve transparency and accountability.
