Analysis of the transport flows service time of the veidcles and the assessment of the ideterminancy of external impact

Abstract

To increase the attraction of Lithuania as a transit country striving to promote carriers' border crossing activities and facilitate customs clearance procedures as well as freight delivery to clients it is necessary to identify the main obstacles, to analyse them and to select adequate measures and means for their elimination. Therefore, on the basis of the analysis of the transport flows service time, as well as basing on the assessment of indeterminacy of external impacts, it would be possible to deduce the main causes of idle time of transport means at customs, to estimate the dependence of service time in proportion to transport flows. Basing on theoretical estimation in this article the estimation of service time of international transport and the management of transport flows are described.

The problems of selecting applicants to the Lithuanian universities and the level of knowledge of the applicants to transport engineering specialities will be discussed in this paper. A brief analysis of courses of studies in transport engineering at the Lithuanian univitersities is presented. Some statistical data reflecting the results of joint applicants admission to the Lithuanian higher schools are presented. The selection of applicants to study transport engineering courses at the Lithuanian universities is analyzed.

The authors consider stochastic, time-varying transportation networks, where the arc weights (arc travel times) are random variables with probability distribution functions that vary with time. Efficient procedures are widely available for determining least time paths in deterministic networks. In stochastic but time-invariant networks, least expected time paths can be determined by setting each random arc weight to its expected value and solving an equivalent deterministic problem. This paper addresses the problem of determining least expected time paths in stochastic, time-varying networks. Two procedures are presented. The first procedure determines the a priori least expected time paths from all origins to a single destination for each departure time in the peak period. The second procedure determines lower bounds on the expected times of these a priori least expected time paths. This procedure determines an exact solution for the problem where the driver is permitted to react to revealed travel times on traveled links en route, i.e. in a time-adaptive route choice framework. Modifications to each of these procedures for determining least expected cost (where cost is not necessarily travel time) paths and lower bounds on the expected costs of these paths are given. Extensive numerical tests are conducted to illustrate the algorithms` computational performance as well as the properties of the solution.

In order to improve the performances of transit modeling and in particular to assess the effects of the introduction of ITS technologies, which imply substantial changes in user behavior, in the last 10 years transit path choice and assignment models that use a schedule-based approach, instead of the traditional frequency-based one, have been developed. This paper presents a schedule-based path choice model for high-frequency transit networks, which allows us to consider the evolution in time of transit services, both within-day and day-to-day, as well as the day-to-day learning process of attributes by which users choose. On the basis of this path choice model a dynamic process assignment model, both within-day and day-to-day (from which the term "doubly dynamic" derives), was developed and tested on a realistically sized network to verify its applicability for operations planning.

The importance of the experience of foreign countries, the improvement of the normative and law basis according to improvement standards, the employment of means of information are emphasized in the article. The investigation of road transport distribution on lines showed that the distribution depends on the flow law of arriving vehicles. It was proved that the distribution of vehicles according to time and the distribution of vehicles on different lines can be defined by the Erlang law of distribution of the 2nd sequence.

We propose a dynamic model for optimizing the #ows of #atcars that considers explicitly the broad range of complex constraints that govern the assignment of trailers and containers to a #atcar. The problem is formulated as a logistics queueing network which can handle a wide range of equipmenttypes and complex operating rules. The complexity of the problem prevents a practical implementation of a global network optimization model. Instead, we formulate a global model with the speci#c goal of providing network information to local decision makers, regardless of whether they are using optimization models at the yard level. Thus, our approach should be relatively easy to implement given current rail operations. Initial experiments suggest that a #atcar #eet that is managed locally, without the bene#t of our network information, can achieve the same demand coverage as a #eet that is 10 percent smaller, but which is managed locally with our network information.
