Abstract

Why are major raw milk producers not major exporters of dairy products? How do globalization, trade liberalization and the World Trade Organization (WTO) regime affect the pattern and trends in the world dairy production and trade? Which countries supply the most exports of dairy products? Which countries are buying their exports? What is the value of these exports and which countries are the largest buyers? With the globalization of dairy market, stakeholders can no longer be contented with a local view. These are some of the questions answered in this book. The book “Globalization and Dairy Industry” provides an authoritative analysis of the impact of the WTO on the growth of the world dairy production and trade, and helps the reader approach a conclusion on the likely direction of these effects. In order to draw the policy lessons from the growth experiences of the world's largest dairy processor: USA, net exporter: New Zealand and forerunner in milk production: China, the basic characteristics of their dairy industry are studied. An especial emphasis is placed on the investigation of the performance and prospects of dairy industry of the world's largest milk producer: India. To this end, the extent and factors affecting productivity, efficiency and competitiveness of Indian dairy industry are thoroughly analyzed. Subsequently, it evaluates the government policies and programmes launched in India for the development of dairy industry. Finally, the present work also illustrates how globalization, if not accompanied with suitable reforms in the domestic market, can turn opportunities into threats. The book is of paramount importance for all those interested in various contemporary issues in dairy.

The present study investigates the impact of renewable and non-renewable energy use on economic growth in India within the energy consumption–growth framework over the period 1971-2012 using a multivariate model wherein trade openness and financial development are included as additional variables. Empirical evidence confirms the existence of a long run equilibrium relationship among the competing variables. The results indicate that non-renewable energy consumption has a long run significant positive effect on India's economic growth. In addition, it is shown that a bidirectional causality exists between non-renewable energy use and economic growth in both the long run and short run. Based on the findings, it is suggested that a non-renewable energy conservation policy may retard economic growth in India if initiated without due regard to renewable energy sources.

The study assessed the economic viability of organic farming in Haryana. Data show that the claim made by government agencies (e.g., National Centre of Organic Farming) and/or non-government organizations regarding the significant adoption of organic farming in Haryana is not true. In other words, there are few organic farms in Haryana. The analysis indicates that organic farming practices reduce the crops yield drastically in Haryana. At commercial level organic farming, being propagated in the state, is economically not viable. A number of constraints in adoption of organic farming are shown in the study.

In order to enhance bilateral cooperation in a number of areas of mutual importance, India and Canada are likely to sign a comprehensive economic partnership agreement. The study investigates the major trends driving changes in the bilateral trade and investment relations between India and Canada over the last decade, and evokes issues associated with trade intensity, trade shares and comparative advantages in the two countries. It demonstrates that bilateral trade between Canada and India has expanded rapidly in the recent years. We note that in spite of longstanding bilateral ties India and Canada services trade is small and slow growing with each country ranking is low in relative importance as a market. The analysis indicates that foreign direct investment flows between India and Canada are modest and increasingly asymmetric. It appears from our analysis that there remains much untapped potential in the trade and economic relationship between India and Canada. It is suggested that a comprehensive, balanced and strong agreement for removal of barriers to facilitate further movement of labour, capital, technology and services, as evidenced by the recent high-level political exchanges between the two countries, may bring considerable shared economic benefits.

The study assesses the pattern of disparities in socio-economic development at the district level in India applying the Wroclow Taxonomic technique (following Ewusi. Social Indicators Research 3(1) 75–110, 1976, and Arief. Social Indicators Research 11(3) 259–267, 1982) based upon optimal combination of selected socio-economic development indicators. In order to get a clear picture of regional socio-economic disparities in India, the level of development is assessed separately for agriculture, industrial and infrastructural sectors and the districts are classified into four development categories according to the values of the constructed development index. For bringing about uniform regional development and improving the quality-of-life, model districts for disadvantaged districts have been identified and potential targets for various social amenities have been estimated. An attempt has also been made to compare the levels of socio-economic development among various regions in India. The constructed socio-economic development index shows that India’s Southern region is far more and symmetrically developed in comparison of Central and Northern regions. The results show that wide disparities in the level of socio-economic development exist among different districts within and between different regions of India. The level of development in infrastructural service sector is found to be positively and statistically significantly associated with the overall socio-economic development indicating that the growth and progress of the sectors have been going hand in hand in the country. The results show that in Northern and Central regions of India the level of industrial development does not significantly influence the agricultural and overall socio-economic development while agricultural development influences overall socio-economic development. The study suggests that low developed districts require improvement in most of the indicators for enhancing their levels of overall socio-economic development.

The cropping pattern and performance of different districts in growing different crops in Haryana are assessed using three standards measures, namely (i) location quotient, (ii) crop versatility index, and (iii) district versatility index over the period 1991-92 to 2008-09. We find that the specialization of maize in Ambala and Yamunanagar, cotton in Hisar, sugarcane in Yamunanagar and Ambala, mustard in Rewari and Mahendragarh, gram in Mahendragarh, bajra in Rewari are the highest during the study period with the value of location quotients to be more than two. The specialization of wheat in Panipat, Hisar and Fridabad, rice in Kurukshetra, Kathal and Karnal, jowar in Rohtak and Faridabad is highest during the period of study. The highest specialization of bajra is observed in Mahendragarh, Rewari and Gurgaon. The increase in value of versatility indices for majority of districts during 2000-01 to 2008-09 as compared to 1991-92 to 1999-2000 implies the move towards specialization. It is established that maize, gram and cotton are highly localized crops. The policy implications of our findings are: (i) the knowledge of crop location quotient provides useful information to policy makers and planners for development of district-wise crop-potential map as envisioned in the Approach Paper to the 12th Five Year Plan, and (ii) the estimates of districts specialization are useful for decision makers, agricultural technology management agencies, district planning committees and researchers to focus on crop improvement and production management within the potential region for each crop.

In the study, we review the WTO’s agreement on agriculture (AoA) provisions and assess the impact of AoA on the world farm trade at aggregate level and on the relative performance of the developed, developing and least developed countries using the exponential growth model. It is found that under the WTO regime compound annual growth rate of the world agricultural exports has worst. As a result, share of agricultural commodities in the world’s total merchandise trade has deteriorated. An enormous percentage of farm trade continues to take place among developed countries. The share of LDCs in the world's total agricultural trade has increased. But in sharp contrast to developed countries, this increase has been dominated by the increase in agricultural imports rather than agricultural exports. The policy implication is are clear that developing and least developed countries should opt a bold and aggressive negotiating gesture during the WTO meetings for complete elimination of tariff peaks, domestic support and export subsidies provided by developed countries to their rich farmers, in order to safeguard and enhance food production capacity and protect low-income and resource-poor farmers from an onslaught of cheap imports.

The present study seeks to analyze the dimensions of the developed countries’ agricultural policies vis-à-vis WTO’s agreement on agriculture provisions. The analysis indicates that domestic support to farmers in some developed countries in terms of percentage of value of agricultural output has not come down during the post WTO phase. The current AoA has failed to generate a fair and free world trade in agricultural commodities. A binding timetable should introduce for real cut in total agricultural support in order to increase the growth pace of the world farm trade.

The present study seeks to address the issue of subsidization of Indian farmers. It is found that inputs subsidies as percentage of the value of agricultural output have been come down in the recent years. In terms of product specific support, Indian agriculture has been heavily net taxed. The product specific support has in way of nullifying the inputs subsidies. As a result, the aggregate measurement of support for Indian agriculture has been negative since the base period. It indicates that benefits of inputs subsidies have totally passed either onto consumers or onto inputs supplying agencies. To reduce the burden of inputs subsidies from government budget, India needs to enhance the efficiency of inputs supplying agencies.

A mini-Ministerial negotiation meeting at WTO was held on July 21-29, 2008 at Geneva to achieve a breakthrough in Doha round collapsed. The ongoing debate over agricultural trade liberalization focuses on how best to eliminate policy distortions that arise from price supports, producer subsidies, import protection and export subsidies. Although the most recent attempts to reach an agreement under the Doha Development Agenda (DDA) have been unsuccessful to date, the push for greater trade liberalization is unrelenting so it seems that further reform of the world agriculture market is inevitable. The WTO's Agreement on Agriculture (AoA) has far-reaching implications for the global farm trade and economic prospects of developing and least developed countries which are assessed in the study. The book is useful for the students and researchers of economics, agricultural marketing, commerce, business administration and law. The book is also worthwhile to: policymakers, planners, trade development agencies, opinion makers, negotiators, practitioners and all those interested in the elimination of rural poverty and improving welfare of Indian farmers in enriching their understanding of the impact of WTO on pattern of world farm trade, India's comparative advantage in farm trade, intricacies of the WTO rules and the present state of Indian agriculture vis-a-vis the WTO obligations.

The study has measured the extent of competition in the global dairy sector. Based on global competition, time series analysis has been carried out to find the past trend and future direction. The position of India has been examined and compared along with of a few other leading milk producers. The analysis indicates that over the past two decades the global competition for milk production has witnessed a downward trend. Whereas, the market share of milk production of India is increasing. This indicates that over the years the competitiveness of the Indian dairy sector has been improving. In this context, cost of milk production, farm size, infrastructure for milk collection, milk processing capacity, quality of dairy products, etc. have been highlighted to gain global competitive advantage. In addition, there is a need to manage the Indian dairy industry in a manner to enhance the production of dairy products and upgrade milk processing using innovative technologies.

The study assesses the impact of WTO’s AoA on India’s farm trade. It is found that under the WTO regime India’s share in the world’s total agricultural trade has increased but this increase has mainly come through a sudden deluge in India’s agricultural imports rather than through agricultural exports. The net terms of trade have become unfavorable for agriculture sector. Indian agricultural economy has opened in changed economic environment. However, India’s agricultural net exports as percentage of GDP agriculture has decreased in the post-WTO phase. The share of India’s agricultural exports required for financing agricultural imports bill has jumped up and self-reliance in agriculture has affected adversely. The decomposition of India’s overall merchandise exports growth reveals that the bulk of India’s overall export growth under the new trade order has mainly been driven by a general expansion of world market for country’s agricultural exports. Based on our findings it may be concluded that in case of farm trade India has failed to gain much from WTO

The study seeks to examine the impact of the WTO's agreement on agriculture (AoA) on Sri Lanka’s agricultural trade performance. It is found that under the AoA regime, Sri Lanka’s share in the world’s total agricultural trade has increased. The importance of farm trade in the country’s overall foreign trade has improved. Further, evidence suggests that Sri Lankan agriculture has opened in new economic environment. In new trade order, value of Sri Lankan farm exports has grown faster than that of imports resulting into significant expansion of trade surplus. The normalized trade balance in agriculture has enhanced dramatically. Furthermore, the study finds that in the emerging liberalized farm trade order Sri Lanka’s comparative advantage is much better than other leading farm producers especially in the exports of: tea, copra, coconuts and natural rubber. For food grains Sri Lanka heavily relies on imports. In the WTO trade negotiations, Sri Lanka may press for an effective and substantial cut in developed countries protective measures and trade distorting agricultural subsidies, in order to safeguard and enhance its food production capacity.

The current study analyzes the competitiveness of Indian agriculture in the context of the WTO regime. The efficiency indicators in the context of exportable hypothesis indicate that in the emerging liberalized farm trade order India’s export competitiveness is much better in commercial crops. The results of present study reflect that, at the margin, resources are more efficiently utilized in the cultivation of gram and rapeseed/mustard than in the cultivation of wheat at current levels of technologies and prices, and India has vast export potential if Agreement on Agriculture (AOA) able to remove developed countries trade barriers and to withdraw domestic support to their agriculture. To generate adequate exportable surplus, India must maintain and enhance its production efficiency. The technology upgradation and infrastructure development are key domestic measures for enhancing competitiveness of Indian agriculture.
