Abstract

The model of economy, which functions in the s-environment (called the S-economy) — heiress of the model of a normalized economy (NEc-model). Decision on the new model name (S-economy: S- prefix means that the methodological basis of the model is the theory of s-modeling) is related to the radical nature of changes. The book is an update of the monograph Ilyin V.D. Situational Informatization Fundamentals. M.: Nauka, Fizmatlit, 1996. The updated monograph presents the fundamentals of improved methodology for informatization of situational management of organizational and technical systems of status rivalry, in which the elements are linked by relations of coordination and subordination. Such systems include the system of government and economic system, where informatization is regarded as the actual scientific and technical task. Characteristic features of systems of situational management is the volatility of the structure, characteristics, composition of control variables and state variables, incomplete knowledge about the state of the control object. The state mechanism and economic mechanism are classified as systems of this type. For brevity, the informatization of system of situational management is called the situational. A significant place is given to the technology of expert resource planning in accordance with the customizable system of mandatory and orienting rules.
