Culture’s Constraints International Differences in the Strength of Social Norms

Abstract

Recent research has identified a critical contrast between societies that are tight (i.e., societies that have strong norms and a low tolerance for deviant behavior) and those that are loose (i.e., societies that have weak norms and a high tolerance for deviant behavior). I review differences between tight and loose cultures—from differences in ecological and historical conditions to the strength of everyday social situations and individual differences in psychological processes—and discuss the implications of this cultural contrast for research and practice in psychological science.

The purpose of this paper is to discuss problems related to value-sensitive design frameworks, especially in cross-cultural and international environments, and why “norm-sensitive design” would be a better alternative. To do so, this paper is divided into three parts. First, it begins by discussing the nature of value-sensitive design and why it might appear to be fruitfully applied to global contexts. Next, this paper moves on to explain problems with this move – in other words, problems related to value-sensitive design, especially from international and cross-cultural perspectives. Finally, it finishes by describing norm-sensitive design, what is meant by this term and why it would be better than value-sensitive design. The account here is not meant to be either exhaustive or definitive but exploratory, raising questions and encourage debates within this space, bringing different disciplinary perspectives to the discussion.

The relationship between ethno-cultural differences in social norms in studying international students' adaptation has always been the focus of scientific interest, especially among the representatives of the neo-behaviorist branch of psychology. This article presents a comparative study of the sociocultural adaptation of international students coming to Russia from neighboring (former Soviet republics) and distant countries and studying at the universities of the South Russian region. The preliminary overview of the studies reflects the different contexts in which the problem of adaptation is studied: economic, political, ethno-cultural-differential, and socio-identitarian. It is noted that the Russian approach to the organization of the educational process in groups of international students is characterized by its integrative nature. The implementation of educational tasks includes communicative opportunities for adaptation. This increases the well-being of international students in everyday life. At the same time, concern for the quality of the educational process and advanced teaching technologies affects the prestige and, consequently, the economic competitiveness of the university and the international status of Russian higher education. The study of various aspects of international students’ adaptation – psychological (resources) and sociocultural (expression) – was conducted on a group of 397 individuals, mainly from countries with Eastern culture, 247 men and 150 women. Among them, 110 were from distant countries, and 287 were from neighboring countries. We used an express diagnosis method developed based on an adapted version of the method “Self-assessment of psychological adaptability” by A.L. Svensitsky and the scales “Social commitment to the country” and “Cultural commitment to the country” from the questionnaire by S.V. Frolova. Spearman rank correlation coefficient was used for statistical analysis of the obtained data. The psychological and sociocultural adaptation of respondents from both subgroups showed a similar correlation between adaptation resources and their expressions at p 0.01. At the same time, significant differences between the samples were found in the indicators. The students who came to study from distant countries (Asian and African countries) showed low psychological (active and communicative) potential for successful sociocultural adaptation, while they had high expectations for successful adaptation. Improving their adaptation potential through educational means can be achieved by combining academic work with problem-solving activities in the educational, vocational, social, and communication domains. Students from neighboring countries (former Soviet republics) based their claims of successful adaptation on the social ties between the countries but simultaneously showed a distance from Russian cultural values. In this case, the work of educators would be effective if they continued to develop positive dynamics for intercultural relations and incorporate the traditions of interethnic good neighborliness on the territory of the southern region of Russia.

The article argues that mainstream value-sensitive approaches to design have been based on narrow understandings of personhood and social dynamics, which are biased towards Western Educated Industrialized Rich and Democratic cultures and contradicted by empirical evidence. To respond to this weakness, the article suggests that design may benefit from focusing on user behaviours from the joint perspective of values and norms, especially across cultural contexts. As such, it proposes Norm Sensitive Design as a complement to value-sensitive approaches when designing and implementing new technologies. Versus values, norms serve as more accurate predictors or descriptors of behaviours and can thus support value-sensitive approaches to realize the aspiration of informing user behaviour via design. The article makes two key contributions. On the theoretical side, it promotes the consideration of norms in design. On the practical side, it offers designers and instructors prompts for reflecting on design ethics from the perspective of norms.

This research provides novel insights into the evolutionary basis of cultural norm development and maintenance. We yield evidence for a unique culture–gene coevolutionary model between ecological threat, allelic frequency of the serotonin transporter polymorphism (5-HTTLPR), cultural tightness–looseness—the strength of norms and tolerance for deviance from norms—and moral justifiability. As hypothesized, the results across 21 nations show that: (a) propensity for ecological threat correlates with short (S) allele frequency in the 5-HTTLPR, (b) allelic frequency in the 5-HTTLPR and vulnerability to ecological threat both correlate with cultural tightness–looseness, (c) susceptibility to ecological threat predicts tightness–looseness via the mediation of S allele carriers, and (d) frequency of S allele carriers predicts justifiability of morally relevant behavior via tightness–looseness. This research highlights the importance of studying the interplay between environmental, genetic, and cultural factors underlying contemporary differences in social behavior and presents an empirical framework for future research. Comparative studies have implicated striatal and mesial forebrain circuitry in the generation of autonomic, endocrine, and behavioral responses for incentives. Using blood oxygen level-dependent functional magnetic resonance imaging, we sought to visualize functional activation of these regions in 12 normal volunteers as they anticipated and responded for monetary incentives. Both individual and group analyses of time-series data revealed significant activation of striatal and mesial forebrain structures (including insula, caudate, putamen, and mesial prefrontal cortex) during trials involving both monetary rewards and punishments. In addition to these areas, during trials involving punishment, group analysis revealed activation foci in the anterior cingulate and thalamus. These results corroborate comparative studies which implicate striatal and mesial forebrain circuitry in the elaboration of incentive-driven behavior. This report also introduces a new paradigm for probing the functional integrity of this circuitry in humans.

With data from 33 nations, we illustrate the differences between cultures that are tight (have many strong norms and a low tolerance of deviant behavior) versus loose (have weak social norms and a high tolerance of deviant behavior). Tightness-looseness is part of a complex, loosely integrated multilevel system that comprises distal ecological and historical threats (e.g., high population density, resource scarcity, a history of territorial conflict, and disease and environmental threats), broad versus narrow socialization in societal institutions (e.g., autocracy, media regulations), the strength of everyday recurring situations, and micro-level psychological affordances (e.g., prevention self-guides, high regulatory strength, need for structure). This research advances knowledge that can foster cross-cultural understanding in a world of increasing global interdependence and has implications for modeling cultural change.

An extensive network of empirical relations has been identified in research on the psychological construct of self-monitoring. Nevertheless, in recent years some concerns have been expressed about the instrument used for the assessment of self-monitoring propensities, the Self-Monitoring Scale. Both the extent to which the measure taps an interpretable and meaningful causal variable and the extent to which the self-monitoring construct provides an appropriate theoretical understanding of this causal variable have been questioned. An examination of reanalyses of studies of self-monitoring, analyses of the internal structure of the Self-Monitoring Scale, and further relevant data suggest that the measure does tap a meaningful and interpretable causal variable with pervasive influences on social behavior, a variable reflected as a general self-monitoring factor. We discuss the evaluation and furthering of the interpretation of this latent causal variable, offer criteria for evaluating alternative measures of self-monitoring, and present a new, 18-item Self-Monitoring Scale.

A collective constructionist theory of the self proposes that many psychological processes, including enhancement of the self (pervasive in the United States) and criticism and subsequent improvement of the self (widespread in Japan), result from and support the very ways in which social acts and situations are collectively defined and subjectively experienced in the respective cultural contexts. In support of the theory, 2 studies showed, first, that American situations are relatively conducive to self-enhancement and American people are relatively likely to engage in self-enhancement and, second, that Japanese situations are relatively conducive to self-criticism and Japanese people are relatively likely to engage in self-criticism. Implications are discussed for the collective construction of psychological processes implicated in the self and, more generally, for the mutual constitution of culture and the self.

Kemmelmeier (2002) in highlighting limitations of the individualism-collectivism model of culture. Concern is warranted; nevertheless, individualism-collectivism helps structure discourse on the influence of culture on the mind. To avoid level-of-analysis entanglements, Oyserman et al. propose an integrative model that includes distal, proximal, and situated cultural features of societies and internalized models of these features, highlights the importance of subjective construal, and uses evolutionary perspectives to clarify the basic problems cultures address. Framed this way, it is clear that, depending on situational requirements, both individualism- and collectivism-focused strategies are adaptive; thus, it is likely that human minds have adapted to think both ways.

Research on judgment and choice has been dominated by functionalist assumptions that depict people as either intuitive scientists animated by epistemic goals or intuitive economists animated by utilitarian ones. This article identifies 3 alternative social functionalist starting points for inquiry: people as pragmatic politicians trying to cope with accountability demands from key constituencies in their lives, principled theologians trying to protect sacred values from secular encroachments, and prudent prosecutors trying to enforce social norms. Each functionalist framework stimulates middle-range theories that specify (a) cognitive-affective-behavioral strategies of coping with adaptive challenges and (b) the implications of these coping strategies for identifying empirical and normative boundary conditions on judgmental tendencies classified as errors or biases within the dominant research programs.

On the basis of the idea that situational norms are mentally represented as associations between environments and normative behavior, it was proposed that an environment can automatically direct normative behavior. More specifically, when situational norms are well-established (e.g., when entering the library, one should be silent), an environment is capable of automatically activating mental representations of normative behavior and the behavior itself. In these experiments, participants were exposed to pictures of environments, and effects on accessibility of representations of normative behavior and on actual behavior were assessed. Results indicated that representations of behavior and actual behavior itself are activated automatically when (a) goals to visit the environment are active and (b) strong associations between environment and normative behavior are established.

Cross-cultural research is dominated by the use of values despite their mixed empirical support and their limited theoretical scope. This article expands the dominant paradigm in cross-cultural research by developing a theory of cultural tightness-looseness (the strength of social norms and the degree of sanctioning within societies) and by advancing a multilevel research agenda for future research. Through an exploration of the top-down, bottom-up, and moderating impact that cultural tightness-looseness has on individuals and organizations, as well as on variance at multiple levels of analysis, the theory provides a new and complementary perspective to the values approach.

This research demonstrates wide variation in tightness-looseness (strength of punishment and degree of permissiveness) at the state level in the United States, and its association with various ecological and historical factors, psychological characteristics, and state-level outcomes. Consistent with theory and past research, ecological and man-made threats--more natural disasters, greater disease prevalence, fewer natural resources, and greater external threat--predict increased tightness at the state level. Tightness is also associated with higher trait conscientiousness and lower trait openness. Compared with loose states, tight states have more social stability, indicated by lowered drug and alcohol use, lower rates of homelessness, and lower social disorganization. However, tight states also have relatively higher incarceration rates, greater discrimination and inequality, lower creativity, and lower happiness. In all, tightness-looseness provides a parsimonious explanation of the wide variation seen across the 50 states of the United States of America.

Previous research investigating the influence of cultural variables on the psychological constructs of self-concept and causal attributions has employed responses of individuals within cultures. In the present research, ethnographies of 16 cultures were examined using the CD-ROM version of the Human Relations Area Files (HRAF). As predicted, self-concept was related to both cultural tightness and collectivism. Specifically, interdependent self-concepts were more likely to occur in tight and collective cultures, whereas independent self-concepts occurred in individualistic and loose cultures. Causal attributions for failure were found to be more external for more collective cultures, but no relation between failure attributions and cultural tightness was obtained. Causal attributions for success were not systematically related to either cultural tightness or collectivism. Additional variables that are speculated to influence attributions, in conjunction with culture, are proposed for future research. The usefulness of the CD-ROM version of the HRAF for addressing psychological questions is discussed.

The theory of-broad and narrow socialization is described, with a particular emphasis on placing family socialization in its cultural context. In cultures characterized by broad socialization, socialization is intended to promote independence, individualism and self-expression. In contrast, cultures with narrow socialization hold obedience and conformity as their highest values. Seven sources of socialization are described, including family, peers, school/work, community, the media, the legal system, and the cultural belief system. Other considerations are discussed, including variation within cultures (such as gender differences) and the place of attachments. In addition, two examples of applications of the theory are provided.

Aptitudes perceptives des Temne et des Esquimaux. — Des épreuves de discrimination et d'aptitude spatiale ont été administrées à des sujets appartenant à deux sociétés différentes, les Temne du Sierra Leone et les Esquimaux de la Terre de Baffin (des sujets écossais ont été utilises comme groupe de référence), pour vérifier l'hypothèse selon laquelle les aptitudes perceptives seraient plus développées chez les Esquimaux qui vivent de la chasse que chez les Temne, qui sont cultivateurs. La langue, les arts, les techniques et les méthodes éducatives des deux sociétés ontjété étudiés pour voir si les caractéristiques culturelles peuvent de façon cohérente aider à l'émergence des aptitudes requises par le milieu. Bien qu'appariés en ce qui concerne l'acuité visuelle et le degré d'occidentalisation, les sujets des deux populations montrent des differences hautement significatives qui confirment l'hypothèse. L'A. en conclut que des differences perceptives doivent exister entre les membres des différentes sociétés et que ces differences sont, de façon significative, en liaison avec les caractéristiques culturelles et écologiques propres à chacune d'elles.

The major patterns of self-regulatory failure are reviewed. Underregulation occurs because of deficient standards, inadequate monitoring, or inadequate strength. Misregulation occurs because of false assumptions or misdirected efforts, especially an unwarranted emphasis on emotion. The evidence supports a strength (limited resource) model of self-regulation and suggests that people often acquiesce in losing control. Loss of control of attention, failure of transcendence, and various lapse-activated causes all contribute to regulatory failure.

Three aspects of the self (private, public, collective) with different probabilities in different kinds of social environments were sampled. Three dimensions of cultural variation (individualism–collectivism, tightness–looseness, cultural complexity) are discussed in relation to the sampling of these three aspects of the self. The more complex the culture, the more frequent the sampling of the public and private self and the less frequent the sampling of the collective self. The more individualistic the culture, the more frequent the sampling of the private self and the less frequent the sampling of the collective self. Collectivism, external threat, competition with outgroups, and common fate increase the sampling of the collective self. Cultural homogeneity results in tightness and in the sampling of the collective self. The article outlines theoretical links among aspects of the environment, child-rearing patterns, and cultural patterns, which are linked to differential sampling of aspects of the self. Such sampling has implications for social behavior. Empirical investigations of some of these links are reviewed.

In the 1st of 2 studies, 52 undergraduates were required to judge the appropriateness of 15 behaviors in each of 15 situations in a behavior-situation matrix. Differences among behaviors, situations, and Behavior * Situation interactions contributed substantial proportions of the total variance in judgments. The concepts of behavioral appropriateness and situational constraint were offered to account for the differences obtained among behaviors and situations, respectively. A 2nd study, using a new sample of 42 Ss and different methods of measurement, provided initial construct validity evidence for the concepts. Implications of these results for the construction of situational response hierarchies, the development of behavior and situation taxonomies, and causal attribution are discussed. Discusses the major propositions of psychological differentiation theory, cross-cultural studies of the theory's validity and generality, and problems in the existing research evidence and lines of further study that are suggested by the theory. Operative variables in the cross-cultural situation, including socialization, social tightness, ecological adaptation, and biological effects, are identified and discussed as antecedents to the development of psychological differentiation. It is suggested that characteristic levels of differentiation are adaptive to the ecological and cultural settings which societies occupy, and that levels of psychological differentiation do make a difference in the process of acculturation. The need for extending research findings on acculturation and differentiation back to the social and cultural settings that nurtured differentiation theory itself and the tools for its measurement is noted. Individual differences in the desire for simple structure may influence how people understand, experience, and interact with their worlds. Studies 1 and 2 revealed that the Personal Need for Structure (PNS) scale (M. Thompson, M. Naccarato, and K. Parker, 1989) possesses sufficient reliability and convergent and discriminant validity. In Studies 3–5, Ss high in PNS were especially likely to organize social and nonsocial information in less complex ways, stereotype others, and complete their research requirements on time. These data suggest that people differ in their chronic desire for simple structure and that this difference can have important social–cognitive and behavioral implications. A consideration of chronic information-processing motives may facilitate the theoretical integration of social cognition, affect, motivation, and personality. DIFFERENCES IN CONFORMITY (WHEN MAKING JUDGMENTS OF LINE LENGTH IN THE FACE OF AN INCORRECT SUGGESTED GROUP NORM) WERE INVESTIGATED BY USING SAMPLES OF TEMNE PEOPLE OF SIERRA LEONE AND BAFFIN ISLAND ESKIMO. FOLLOWING BARRY, CHILD, AND BACON, THE DEGREE OF FOOD ACCUMULATION AND SOCIALIZATION PRACTICES OF THE 2 SOCIETIES WERE USED AS A BASIS FOR PREDICTING CONFORMITY DIFFERENCES BETWEEN THEM; THE RESULTING GROUP DIFFERENCES WERE SIGNIFICANT (BEYOND .01 LEVEL), BUT DIFFERENCES BETWEEN SAMPLES WITHIN EACH SOCIETY (RURAL/TRADITIONAL VS. URBAN/TRADITIONAL) WERE NONSIGNIFICANT. IT IS CONCLUDED THAT SUBSISTENCE-LEVEL SOCIETIES DO TEND TO PRODUCE THE DEGREE OF CONFORMITY REQUIRED BY THEIR ECONOMIES, THUS CONFIRMING THE BARRY ET AL. This article introduces an individual-difference measure of the need for cognitive closure. As a dispositional construct, the need for cognitive closure is presently treated as a latent variable manifested through several different aspects, namely, desire for predictability, preference for order and structure, discomfort with ambiguity, decisiveness, and close-mindedness. This article presents psychometric work on the measure as well as several validation studies including (a) a "known-groups" discrimination between populations assumed to differ in their need for closure, (b) discriminant and convergent validation with respect to related personality measures, and (c) replication of effects obtained with situational inductions of the need for closure. The present findings suggest that the Need for Closure Scale is a reliable and valid instrument of considerable potential utility in future "motivated social cognition" research.

Self-knowledge is conceptualized as a self digest that summarizes one's relations to the world and the personal consequences of these relations. It is a handy sourcebook that serves self-regulatory functions. It is distinguished from the classic notion that self-knowledge contains one descriptive actual self. The self digest contains information about three kinds of actual selves that differ in self-regulatory function: (a) an instrumental self, (b) an expectant self, and (c) a monitored self. It represents not only the actual self but desired (and undesired) selves that reflect different kinds of self-regulatory focus (i.e., promotion or prevention). It represents not only one's own standpoint but also the standpoint of others whose beliefs one is motivated to take into account. This self-regulatory perspective is used to reconsider self-esteem, self-enhancement, self-consistency, self-presentation, and cross-cultural differences in the self.

This study measured the response-locked event-related potential during a flanker task with performance-based monetarily rewarding and punishing trials in 37 undergraduate students separated into high- and low-impulsive groups based on a median split on self-reported Barrett Impulsiveness Scale. The high-impulsive group had a smaller medial frontal error-related negativity (ERN) on punishment trials than the low-impulsive group. The medial prefrontal neural system of behavior monitoring, indexed by the ERN, appears less sensitive to punishment signals in normal impulsivity. This reduced punishment sensitivity in impulsivity, a personality variation associated with several mental and personality disorders including ADHD and substance abuse may be related to the tendency to select short-term rewards despite potential long-term negative consequences in these individuals.
