Abstract

This report presents a plan for the identification and management of hazardous wastes at a large natural gas treatment plant now nearing completion near Santa Barbara, California. The plan is fully compliant with the State and Federal statutes, regulations, and administrative procedures that comprise California's hazardous waste management program. The emphasis of the report is on the identification of hazardous wastes that will be generated at the plant. Prior to start-up, the 16 individual waste streams are classified as either hazardous or nonhazardous using plant process flow and materials balance data supplied by a contractor. Based on this pre-operation classification, a plant to store, transport, and dispose of the hazardous wastes is proposed. Finally, a post-operation waste sampling and analysis plan is proposed in order to confirm the pre-operation classification and thus validate the initial hazardous waste management plan.
