To obtain timely and continuous water-quality information, the U.S. Geological Survey, in cooperation with State and other Federal agencies, has been using an innovative real-time monitoring approach for several Kansas streams. Continuously recorded data and data from periodic collection of water-quality samples are being used to develop surrogate relations between physical properties of water and constituents of concern. For example, regression equations were developed to estimate fecal coliform bacteria from continuous turbidity measurements collected from 1995 through 1998 on the Little Arkansas River in south-central Kansas. The equations were applied to data collected in 1999 to estimate constituent concentrations and loads. At one site, estimated fecal coliform bacteria densities exceeded contact recreation criteria (200 colonies per 100 milliliters of water) on 244 days during 1999. Estimated fecal coliform bacteria loads were 30,000,000 and 32,400,000 billions of colonies per year for the two sites in the study. Despite some large differences between instantaneous measured and regression-estimated loads, continuous monitoring of turbidity in streams may increase the accuracy of load estimates that may be useful for calculating total maximum daily loads (TMDL's). The availability of this data in real time also may be useful for considering whole-body contact and recreation criteria, for adjusting water-treatment strategies, and for preventing adverse effects on fish or other aquatic life. The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. Risk analysis is almost more a state of mind or a way of looking at problems than it is a kind of algorithm or a set of recipes. It projects a kind of rationality on problems and forces a certain degree of quantitative rigor, as opposed to the all too common tendency of making environmental recommendations based on anecdotal evidence.

This paper describes a simple and inexpensive procedure for the rapid biological assessment of water quality in rivers and streams in eastern Australia. The procedure involves the standardized collection of samples of 100 macroinvertebrates from defined habitat types within a water body. Specimens are identified to family level only and a biotic index is calculated. Proposed future testing and evaluation are described, and the limitations of the rapid approach are discussed.

A previously developed numerical model, able to simulate the erosion from an organic in-pipe deposit, was used to investigate the physical parameters that control the first foul flush in combined sewers. Systematic adjustment of physical parameters indicated that the accurate characterisation of bed properties, i.e. the surface erosional strength and its variation with depth, was more important than the accurate description of the imposed hydraulic conditions.

Most of the water has been captured in the rivers of Israel and they have turned into dry river-beds which deliver only sporadic winter floods. In a semi-arid country where literally every drop of water is used, reclaimed wastewater is the most feasible water source for river recovery. Two topics are addressed in this paper: water quality management in rivers where most of the flowing water is treated wastewater, and the allocations of reclaimed wastewater required for the recovery of rivers and streams. Water quality management must consider that the main source of water to the river has a pollution loading which reduces its capability to absorb other pollution impacts. The allocation of treated wastewater for the revival of rivers may not affect negatively the water balance of the region; it may eventually improve it. An upstream bruto allocation of 122 MCM/year of wastewater for the recovery of 14 rivers in Israel may favor downstream reuse of this wastewater, resulting in a small neto allocation and in an increase of the water resources available to the country. The discharge of effluents upstream to revive the river followed by their re-capture downstream for irrigation, implies a further stage in the intensification of water reuse.

California's primary hydrologic system, the San Francisco estuary and its upstream watershed, is vulnerable to the regional hydrologic consequences of projected global climate change. Projected temperature anomalies from a global climate model are used to drive a combined model of watershed hydrology and estuarine dynamics. By 2090, a projected temperature increase of 2.1°C results in a loss of about half of the average April snowpack storage, with greatest losses in the northern headwaters. Consequently, spring runoff is reduced by 5.6 km3 (~20% of historical annual runoff), with associated increases in winter flood peaks. The smaller spring flows yield spring/summer salinity increases of up to 9 psu, with larger increases in wet years.
