Revisiting the Compact City, Dempsey, N., (NOT FINAL PROOF) published in BUILT

As we reach the end of the first decade of the 21st century, the global population has moved
from predominantly rural to predominantly urban: and by 2030, there will be almost 5 billion
urban residents, constituting some 60% of the world’s inhabitants (United Nations Population
Fund, 2007). The size of cities in Africa and Asia is increasing dramatically and the number
of cities with populations of 10 million or more (known as ‘mega-cities’) stood at 20 in 2005
and continues to grow (Jenks et al., 2008). Providing shelter for so many urban residents is
critical and there is no shortage of claims of suitable urban forms within which urban
residents can be sustainably housed. High up on the list is the compact city, which has been
a well-cited settlement type for considerable time. Indeed in 1992, Built Environment ran a
themed issue on the topic of the compact city, which all favoured the concept, ‘or variants of
it’ to some degree (Breheny, 1992, p. 241). Almost 20 years on, this issue revisits the
compact city and questions the extent to which it continues to be described, and adopted, as
a model of sustainable urban form.
The papers in this issue build on the growing body of knowledge that has developed over
the years and question the validity of the compact city model within an ever-urbanising
world. There is clearly an underlying question which this issue attempts to tackle: is the
compact city a relevant concept in the predominantly urban 21st century?
The characteristics of the compact city are well-known and oft-repeated within the dominant
theoretical paradigm of sustainability (after Dempsey, 2008) which underpins much of
current political discourse. The compact city has a relatively high residential density with
mixed land uses. It is based on an efficient public transport system and has an urban layout
which encourages walking and cycling. It also supports low energy consumption and
therefore pollution is reduced (Breheny, 1992, Burton, 2000). There are many opportunities
for social interaction because of the large resident population which also provides a feeling
of safety in numbers and ‘eyes on the street’ (after Jacobs, 1961). It is a also sustainable
urban settlement type, in the eyes of compaction theorists, because the form is argued to be
less dependent on the car than urban sprawl, requiring less (and cheaper per capita)
infrastructure provision (Williams, 2000).
It has however been pointed out that these seemingly simple features of the compact city
are subjective and complex, and open to some degree of interpretation (Dempsey, 2008).
For example, increasing residential density is an important tenet of compact urban
development in theory and policy but can be a contentious issue in practice (Jenks and
Jones, 2010). While the growing evidence base supports the hypothetical advantages of the
compact city in providing equitable access to services and facilities (Burton, 2002), it does
not support claims that residents in high-density areas feel safer simply because there are
more people living in the vicinity (Bramley et al., 2009). But more fundamental than this:
there is no consensus on how high ‘high density’ residential urban development is. Newton
(in this issue) discusses the push to increase densities in Melbourne, Australia to 15
dwellings per hectare (dph). This is low by recent UK standards where policy interpretations
of high density development are recommended at a minimum of 30 dph (Department for
Communities and Local Government, 2006). However, as Dave points out in this issue, such
figures are incredibly low compared to many cities in South America and Asia such as
Buenos Aires, Karachi and Mumbai.
Such a lack of consensus can also be found in descriptions of appropriate land uses within a
compact city. For example, while wholly residential neighbourhoods are rejected in favour of
mixed-use neighbourhoods, there is consistently no mention of where unwanted land uses
such as landfill sites, prisons and airports might be housed within the compact city model
(Dempsey, 2008, Healey, 1997). This issue of definition often arises, to the point where it is
nigh impossible to identify how dense, connected, accessible or even sociable the compact
city may be (Dempsey, 2009).
Supporters of the concept would argue that this lack of consensus is due to the importance
of the wider cultural context of the compact city. Again looking at density as an example, a
comparison of some of the residential densities described as ‘high-density’ in this issue
would seem to confirm this argument. Lindsay et al examine UK housing developments
mainly between 26 and 42 dwellings per hectare, with two notable exceptions (of 87 and 153
dwellings per hectare). At the neighbourhood scale, Foord examines a dense London area
with 116 dwellings per hectare, also referring to London’s densest neighbourhood,
Kensington and Chelsea with over 130 dwellings per hectare. It is interesting to compare
these numbers with Dave’s sample in Mumbai, India. The residential densities are described
in her typology as low-density low-rise housing (up to 150 households per hectare (hph-
information on dwellings per hectare was not available)), medium density housing (150-300
hph) and high-density (over 300 hph). Residential density in Dharavi, the largest slum in
Asia, can reach between 600 and 1000 dwellings per hectare (Dempsey and Raman, 2009)
while in Kowloon, Hong Kong it reaches as high as 1,250 dwellings per hectare
(Commission for Architecture and the Built Environment, 2005). The acceptability by
residents of the density of a development or neighbourhood can therefore be argued to
depend to some extent on the cultural and social norms in a given context. For example,
housing at the very high densities experienced in India and elsewhere in Asian cities would
not be accepted in the UK according to commentators given the widespread aspiration for
low-density semirural living, a legacy of Ebenezer Howard’s ‘Garden City’ (after Ward,
2002).
Part of the acceptability, or lack thereof, of the compact urban form might be attributed to
recent interpretations of the compact urban form which is often, by definition, high-density
and high-rise. Within the UK and Australian context, this is particularly contentious because
of this widespread propensity of low-density living. Lindsay et al report findings from a
project examining ‘sustainable’ new housing developments built between 2000 and 2005:
one of the criteria of such housing is that it is high (or of a higher than average) density.
They show how such housing developments can be designed and defined as ‘sustainable’ in
a range of ways. One such interpretation of ‘sustainability’ that has been adopted in UK new
housing is the widespread construction of housing (increasingly flats and apartments) at a
higher density than what came before, following the long-term national trend of providing
residents with less living space. Lindsay et al examine the impact that these and other
features of sustainability can have on perceived privacy in the home.
It has already been mentioned that sustainable housing developments also claim to provide
a mix of land uses for residents. In Lindsay et al’s study, the impact of such land uses is
examined from the perspective of the individual resident in the dwelling. Foord focuses on
mixed land uses at a wider urban scale. This study questions the compact city tenet that
concentrating diverse services and facilities in an urban setting creates local economic
vitality because local residents use locally provided services. Foord examines the overall
experience of a mixed-use neighbourhood from the perspective of resident and service
provider to ascertain the extent to which concentrating a diversity of services and facilities
leads to a vibrant local economy.
At the same urban scale, Raman explores the spatial structure of compact urban forms and
the extent to which this creates negative perceptions of high-density neighbourhoods.
Building on the general theme of understanding the relationship between urban form and
everyday life explored by Lindsay et al and Foord, he examines the impact that the spatial
layout and configuration of a dense neighbourhood can have on residents’ social networks
and social behaviour.
The other papers in this issue discuss a number of wider context-specific elements that can
have an impact on the urban form. Such elements include urban policies including the UK’s
green belt which looks to concentrate urban development and preserve the natural
environment in and around urban settlements (Hall, 2002). The implications of urban
development on greenbelt land are discussed by Lindsay et al and Newton. Floor area ratio
(FAR, or the floor space index) is another policy which can control how built-up a city is.
Dave discusses the wide range of FAR impact that this is having in Mumbai where there is
an ongoing debate about increasing the FAR, to allow for denser development and reduce
the urban sprawl. There may be development pressures in urban areas where land is
scarce, such as Hong Kong where only 21% of the land mass can be built on which is
amenable to a compact urban form (Lau et al., 2005, Tang et al., 2007). The rapid rate of
urban development which has occurred due to high economic growth is an important issue
for Mumbai and discussed in detail by Dave. Compact development is examined as a
potential and sustainable solution for Mumbai which is experiencing significant housing and
infrastructure shortages and increasing squatter settlements within a sprawling metropolis.
Mumbai is experiencing planned and unplanned urban development, at both ends of the
property spectrum, in the form of slums (such as Dharavi mentioned earlier) and gated
exclusive ‘townships’ (Dempsey and Raman, 2009). Dave’s paper calls on primary research
conducted in eleven neighbourhoods to examine the impact that features of the compact city
have on the social, economic and environmental sustainability of the city.
The prevalent urban form in Australia couldn’t be more different than the high-density
housing found in Mumbai. Newton discusses the very low-density and predominantly low-
rise housing in the Melbourne and the challenges that this poses for the city in the 21st
century. He reports on the potential for Australian cities to shift to more compact urban forms
through the development of ‘greyfield’ sites: those areas of low-density and ageing suburbs
which could be intensified through regeneration. It has been forecast by the Victorian state
government that Melbourne must provide 600,000 additional dwellings by 2030, over half of
which would be provided on greyfield sites. The other 40% or so would be developed on
greenfield sites. Newton points out that the energy use and impact on greenhouse gas
emissions of such sites are considerably higher than compact urban developments of the
same size, raising interesting questions for the potential that the compact city has to
contribute towards climate change mitigation. Such questions are posed by Williams et al.
Their paper complements Newton’s in its focus on the challenges inherent in aligning the
compact city concept with the need for climate change adaptation and mitigation. They
argue that the stance taken by many compact city advocates does not take into account
potentially conflicting priorities for the long-term protection of the environment. For them, the
‘compact good, suburban bad’ mantra ignores the fact that (in the UK context) most people
live (and choose to live) in the suburbs. They argue that recognition of this is fundamental to
any approach of climate change mitigation through the urban form.
The final paper in this issue by Dempsey and Jenks attempts to answer the question posed
at the beginning of this introduction. The relevance of the compact city model is examined in
light of the empirical findings discussed in these papers within the context of key challenges
facing cities in both developed and developing countries. Such challenges are wide ranging.
Fundamentally, the world’s population is in uncharted territory: it lives in a predominantly
urban setting which brings with it a wide range of social, economic and environmental
problems which affect everyone to varying degrees of cost and benefit. The implications of
this are discussed with a practical view of the contribution that research can make towards a
better understanding of the global and local situation.

Despite the persistent attempts on a global level to adopt sustainability in every aspect of city planning, the complex nature of city components and the presence of many factors and variables that affect the growth and development of cities make the adoption of a specific trend not an easy matter. It may be more appropriate to identify some important elements such as road networks, the type of buildings and the shape of streets to determine the extent of their impact on the built environment. Hence it will be more practical to apply approaches based on realistic investigation. The main objective of this study is to clarify and analyze the importance of urban form and the road and transportation network on urban growth from a sustainability perspective. The Libyan city of Al-Bayda will be the practical example to explain in further detail how compact form and linear road patterns impact the sustainability of the city. Adopting the method of description, analysis and extrapolation and limiting the discussion and comparison to three basic points: first, defining the importance and impact of compact urban form by considering urban density and land use distribution throughout the urban fabric, second, the causes of problems in the road networks and how roads pattern contribute to urban problems within city's sectors, thirdly, what should be applied and adopted at city level to become more sustainable. Study methodology relies on inductive descriptive analysis to arrive at a logical conclusion that relies on discussion and presentation of details to identify in a simplified manner the existing problems and finally, providing suggestions based on theory and application. The study concluded that both the scattered urban from associated with uncontrolled distribution of land use and linear road patterns heavily impact urban growth and development leading to undesirable outcomes that should be managed to sustain the required and necessary proper development.

Urban green spaces are integral to sustainable city development, offering ecological, social, and economic benefits, including climate regulation, biodiversity preservation, and improved human well-being. Among urban trees, the Norway maple (Acer platanoides) is widely utilized for landscaping due to its attractive appearance, vibrant autumn foliage, and adaptability to urban conditions. However, its invasive potential raises concerns for native biodiversity. This study explores the spatial distribution, morphometric characteristics, and vitality of A. platanoides in the Botanical Garden of the Oles Honchar Dnipro National University. The research employed a quasi-regular sampling grid and recorded 113 specimens, representing 15.5% of the tree population.The study analyzed tree height and trunk diameter, revealing a linear relationship indicative of uniform growth patterns. The trees ranged in height from 4.1 to 28 meters, with taller specimens exhibiting trunk diameters between 45 and 57.3 cm. Morphometric assessments indicated that the most numerous group of trees had a trunk diameter of less than 10 cm, highlighting the prevalence of younger individuals. The vitality assessments based on a 5-point scale showed that 94 trees were in good condition (vitality score of 2), while no trees exhibited signs of severe weakening or decay (scores of 4 or 5). The overall vitality index of 97.6% reflects favorable environmental conditions and the species' ability to thrive in an urban park setting. The Norway maple’s ecological resilience is attributed to its tolerance for varied soil conditions, moderate temperatures, and shade. Despite its benefits in urban landscaping, including erosion control and aesthetic contributions, the species presents challenges as a prolific seed producer and an aggressive competitor in disturbed ecosystems. It displaces native flora and alters forest dynamics, necessitating careful management to mitigate its invasive tendencies. This study underscores the dual role of A. platanoides as both a valuable component of urban green infrastructure and a potential ecological disruptor. The findings provide insights into the species’ adaptability and its implications for biodiversity conservation. Urban planners and ecologists must balance the use of A. platanoides in cityscapes with strategies to preserve native species and ecological integrity. Effective measures, such as pruning and selective planting, could enhance its contributions to urban ecosystems while minimizing its negative impacts. By evaluating the ecological and morphological features of A. platanoides in a controlled urban environment, this research contributes to a broader understanding of urban tree management. It highlights the need for comprehensive strategies to integrate multifunctional green spaces into urban matrices, ensuring sustainable development and resilience against climate change. The results emphasize the critical importance of monitoring and adaptive management practices to optimize the ecological and social benefits of urban greenery while addressing the challenges posed by invasive species.

Car-free urbanism is being adopted by a growing number of cities to enhance walkability, reduce pollution and combat climate change, and improve public health. One of the major challenges facing these initiatives is public sentiment and distrust. However, little research has been done to track public interest in this movement over time. Using Google Trends, this research report analyzed 20 search queries related to car-free urbanism and tracked their relative search volume between January 1, 2013, and December 31, 2022. The authors found a moderate rise in public interest in the United States for search terms that were highly specific to car-free urbanism. Among low-specificity search terms, no clear pattern was established.

The physical and spatial environment of a city is closely related to the general well-being of residents and their psychological security. The study aimed to examine the relationship between the physical and spatial urban environment and psychological security of its residents. The sampling consisted of 272 Yekaterinburg residents (Russia) aged 20–70. Psychological security was evaluated through the Urbanites Psychological Security Scale proposed by O.Yu. Zotova and L.V. Tarasova. A questionnaire was employed to identify objective factors in the urban environment. The findings indicate that the period when city dwellers perceive the urban environment as most reliable is between 20 and 45 years, with women evaluating relationships in the city as more trustworthy. The residents whose length of residence in the city is 10–40 years rated the comfort of the urban environment the most highly. Individuals who have resided in various urban areas report a heightened sense of control over their environment, awareness of their surroundings, and environmental competence. As the size of their living space per person expands, their assessment of the dependability of social relationships within their urban environment becomes more favorable, and the intensity of their interaction with the environment is associated with an enhanced sense of psychological security in urban environments.

Functional urban areas have long been a subject of consideration for integrated strategic and spatial planning. At the same time, the regional scale of functionally closed territorial units becomes part of the imagination of compact forms and centrality of space. The article explores the meanings of compactness and centrality in urban environment and the metropolitan area as a whole. Using data on labour mobility and functional territory use, the specifics of settlement structures of different scales are demonstrated in the example of the Brno metropolitan area. The results show the spatial variability of the relationship between urbanistically approached static compactness and functionally viewed population dynamics (mobility). While the accessibility of central (urban) functions is related to shorter walking or cycling routes for personal mobility mainly in the historically established city centre, (however not in all other secondary urban centres), short routes are being replaced by public transport, largely by train transport, as the scale shifts to the metropolitan level. However, it turns out that the deconcentration of the population into the wider metropolitan area does not imply a relative increase in the share of train travel, as even in population-gaining municipalities connected directly to rail infrastructure, the importance of the car as a means of regular commuting has been increasing. The findings can serve both to set the basis for mobility planning and to rethink the planning concepts of the short-distance city and the fifteen-minute city.

There have been varied definitions and conceptualizations of smart cities. Many studies link smart cities with sustainable development, while others argue that sustainability in pure form is an unachievable goal as any intervention in nature has its adverse consequences but argue that we can be near sustainability using smart technologies. Many have used the term “smart technologies” to denote digital technologies, referring, in essence, to the Information and communication technologies (ICT) and computing power that is being used to analyse the big data generated by the ICT itself, while others have also linked with it the quality of human capital, that is educatedness, awareness, and intelligence of the citizens rather than only those in managerial positions and governance processes.

The human desire to increase one’s comfort while traveling has become one of the guidelines for designing transport networks in cities. Space in cities is limited, and city authorities, residents, entrepreneurs, and other users compete for it. Contemporary urban development concepts assume the pursuit of sustainable development, which is not easy as it often requires reconstructing the existing urban structure. The aim of the article is to present the benefits of the concept of a 15-minute city in terms of logistics (i.e., transport infrastructure solutions). Among the main benefits – from the city’s perspective – from the implementation of the model the following can be distinguished: fair planning decisions, reduction of traffic, improvement of air quality, increase in car-free space, and stimulation of the local economy. The benefits directly noticeable by the residents are also important: greater availability of goods and services, reduced dependence on cars, better health and well-being, a stronger sense of belonging to the local community, and an increase in the value of real estate. Implementing the 15-minute city model requires careful planning, investment, and time, but given the benefits listed above, it is an investment that will start to pay off almost immediately.

The provision of good-quality places in which residents enjoy living, now and in the future, is a chief objective of built environment professionals and policy makers the world over. While the claimed associations between good-quality neighbourhoods and social cohesion might seem obvious, there is little empirical research that examines them in detail. This article examines the theoretical background to such claims and provides empirical evidence on how the urban form and features of the built environment influence social cohesion in local neighbourhoods. The findings show a number of significant relationships between features of quality and dimensions of social cohesion, particularly those which are reliant on residents' perceptions of where they live. This suggests a real need for neighbourhood renewal, urban planning and design policy and practice to focus on increasing residents' satisfaction with, and perceptions of, their neighbourhood, alongside improvements to the physical environment.

This is the fifth edition of the classic text for students of urban and regional planning. It gives an historical overview of the developments and changes in the theory and practice of planning, throughout the entire twentieth century. This extensively revised edition follows the successful format of previous editions: it introduces the establishment of planning as part of the public health reforms of the late nineteenth century and goes on to look at the insights of the great figures who influenced the early planning movement, leading up to the creation of the post-war planning machine national and regional planning, and planning for cities and city regions, in the UK, from 1945 to 2010, is then considered. The question raised by these case studies is what role should planners and designers play (if any) in a landscape ultimately shaped by the users them-selves? While the book's editors suggest that Jackson struggled with the "potential role of designers in making a more meaningful environment", which was a "consistent theme in his writings" (p. 13), they emphasize his interest in design, his relationships with designers and the design-related dialogue that he initiated. The supremacy of designers as place makers does not seem to be challenged. Yet the best of these essays suggest that design has either been coopted by larger and not always ethical forces or has been rendered irrelevant by the individual or collective actions of users. Even in the least activist of these essays, David C. Sloane's documentation of the increasing presence of health care providers in suburban strip malls, there is an implicit questioning of the value of design. As generic commercial space is adapted with only modest intervention, providers have largely bypassed design professionals and the larger conventions of urban design. As discussed by the editors in the introduction, these essays also share a common approach, moving away from conventional notions of landscape as visual scenery. In each of these case studies, landscape is treated as a set process, in which the visual is our way of perceiving them, but not an end in itself. Jackson might not have agreed with the conclusions of some of these essays, but he certainly would be pleased with the zeal with which these authors have taken to understanding the multi-layered landscapes of actors, actions and conflicts.

The aim of the research described in this paper is to examine the validity of the claims that higher-density urban form promotes social equity—that is, promotes benefits for the life-chances of low-income groups. Overall, the evidence suggests that, for medium-sized English cities, higher urban densities may be positive for some aspects of social equity and negative for others. More specifically, likely benefits include improved public transport, reduced social segregation and better access to facilities, while the main problems are likely to be reduced living space and a lack of affordable housing. Investigations of different aspects of density show that the cities that most support social equity appear to be those that have a large proportion of high-density housing.
