Abstract and Figures

This article analyses the experience of the Sulawesi Regional Development Project being implemented with the assistance of the Canadian International Development Agency and the University of Guelph. The experience is reported on, lessons are outlined for other projects and recommendations are made to those with an interest in project development, administration and management. Selected elements of the experience of a Canadian university, contracted to assist in a project of this type, are also reported on.

The project identification stage of the Sulawesi Regional Development Study and Project, a project carried out in Sulawesi, Indonesia, from 1976 to 1992, involved significant participation by people at all levels from the villager to national representatives of government agencies (Cummings 1993). Farm-level surveys, interviews with local leaders, interviews with staff members of potential participating agencies, and other participation by Indonesian agencies and local people all significantly influenced the project design. ...

There has been an emphasis in the development and research literature on the participation of beneficiaries in the planning, implementation, and evaluation of projects. Initially, approaches were described as facilitating participation. However, in more recent years the term participatory has been used. As this trend has occurred there has been an increasing advocacy of the participatory approach as a prerequisite for projects. The analysis starts with an identification of the differences between participation and participatory approaches to planning and evaluation. The importance of recognizing when participation may be appropriate as opposed to more participatory approaches is outlined. Conditions for the success of participatory approaches are noted and a set of criteria are recommended. The analysis is illustrated with examples from diverse geographic and subject-matter backgrounds.

The University Consortium on the Environment involved collaboration among Waterloo, York, and seven Indonesian universities in Java and Sulawesi in a comprehensive effort to enhance the capacity of Environmental Studies Centres in Indonesian universities to support good environmental management. Focussing on graduate student education (for both Indonesians and Canadians), joint faculty research, workshops, and the preparation of academic publications and practical training manuals, this large, complex project yields a number of important lessons. Important factors relating to success include forms of participation, leadership and management, institutional relations and structures, communication, and cross-cutting themes for environmental research, training, and management. The experience demonstrates the particular values and challenges of undertaking such projects in Canadian universities.

There is considerable value in learning from experience in capacity building projects, and this paper provides a self-evaluation regarding the interactive learning approach applied in the Bali Sustainable Development Project (BSDP). The BSDP was part of a larger institutional capacity building and human resource development project supported by the Canadian International Development Agency. Experiences related to contextual and substantive aspects are reviewed. Particular attention is given to the need for incorporating culture into sustainable development strategies, developing an iterative and adaptive approach, and capitalizing on synergistic opportunities.

This book, co-authored by a group of leading Australian and Indonesian scholars, provides, for the first time, a comprehensive examination of regional economic development in Indonesia. Each survey sketches a regional economy and highlights major development issues and constraints. Taken together, the surveys point to both the similarities and the differences in regional development.
