Abstract

This study is a content analysis of websites of 56 General University Libraries (GULs) of Pakistan. Content included existence of library website, hyperlink on university home page, type (static or dynamic) of library website, and six categories of library and information services. The six categories included general information, web OPAC, reference service, collection, circulation, and document delivery service/Inter Library Loan. Results indicate that web-based services in GULs of Pakistan are in their infancy. LIS professionals must recognize the significance of web-based library services and take initiative provide web services to library users. Higher Education Commission of Pakistan (HEC), LIS educators, and professional associations should provide training opportunities to librarians to develop required skills.

Introduction
Libraries use their websites to provide services to users without their physical presence. Some
libraries provide only minimal information about their collections and services, while many offer more
WebOPACs, access to online databases, e-books, virtual reference service, electronic reserves, Web-
based user education tools, virtual tours, etc. National Digital Library Program, Pakistan Education and
Research Network (PERN), and Research Repository of Pakistan are significant initiatives of Higher
Education Commission of Pakistan (HEC), which promote technology and research in the country. Those
initiatives have helped university libraries to be in a better position to provide state-of-the-art resources
through traditional and modern systems. Many university libraries have developed their websites or are in
the process of development.
There were many studies available on the design of library websites, role of library websites,
web-based library services, and case studies of individual library websites in the international library
literature. Rhodes and Chelin (1999) surveyed 68 university libraries in the UK and found that almost
three quarters of the libraries make use of the web for user education. He suggested that web-based
instruction is unlikely to completely replace traditional methods, but it can be used to supplement and
extend existing provision. Halub (1999) stated that the librarians of Cedars-Sinai Health System have
considered while maintaining and creating web-based library services: the design of website; offer what
services you can; but weigh the advantages of providing the services against the time required to
maintain them; make the content as accessible as possible; promote your website and make friends in
other departments, especially information services. Ahmed (2002) found in a survey of seven Arabian
Gulf university libraries that almost all the libraries are offering web-based services in one way or the
other. Feldman and Strobel (2002) recommend that for advancing web-based services it is essential to
initiate self-service circulation or librarian-mediated online reference. Saeed (1999) studied use of the
Internet in 29 university libraries of Pakistan and found that there were only two university libraries with a
web OPAC. Mirza (2007) surveyed six federally chartered general university libraries and found that
reference service was being provided electronically by four (66.67 percent) university libraries, while three
(50 percent) were providing electronic document delivery service.

University libraries are a hub of knowledge and information services in their institutions and are
usually established along with their mother institutions as an integral part. According to HEC (2008), there
are 124 general and specialized universities and degree- awarding institutes throughout the country
including Azad Jammu and Kashmir (AJK) and Federally Administrated Northern Areas (FANA) in public
and private sector. The first university library established in the country is Punjab University Library
(1882), Lahore, which is also the largest library with a collection of 500,000.
There is no study of web-based services offered by the university libraries of Pakistan. This first
study measures the extent of web-based services offered by the general university libraries in Pakistan.
Objectives of the Study
1. To find out the number of university libraries having a website.
2. To find out whether the libraries have a direct hyperlink on their university homepage.
3. To investigate whether the university libraries have a static or dynamic website.
4. To measure the extent of the web-based services offered by the general university libraries in
Pakistan.
Study Design
In this study, all the general university libraries (GUL), excluding one distance learning program,
one virtual, and three universities whose major function is as a regulatory body (N=56) have been
included. The information about these universities was retrieved from the website of Higher Education
Commission of Pakistan, Islamabad. The methodology is content analysis of the websites of the
university libraries. A checklist including name of the university library, province, sector, category,
existence of library website, hyperlink on university home page, type (static or dynamic) of library website,
and six categories of library and information services was prepared to analyze the contents. There were
more web-based services offered by university libraries, but this study has focused on six categories,
including general information about library, web OPAC, reference service, collection, circulation, and
document delivery service/Inter Library Loan. These six categories were further divided into 33 sub-
categories. The content analysis work was done during mid-August to mid-September, 2008.
Findings
Library Website
More than two-thirds of the libraries examined have a dedicated or partial website. A partial
website is one having information about other facilities or services along with the library. There were 16
(28.6%) GULs without library website, while two (3.6%) GULs libraries have their websites in the process
of construction. Data analysis shows that 20 (68%) public GULs and 18 (66.7%) private have a dedicated
or partial website.

In most areas, the libraries have a dedicated or partial website at least two-thirds to three-
quarters of the time.
Library's Hyperlink on University Website and Type of Website
More than half the libraries have a direct hyperlink on the university homepage, while nearly half
have an indirect link from something like “facilities.” The same proportion have a dynamic (52 percent) or
static (47 percent) website. A dynamic website is one with hyperlinks.
Web-based Library Services
General Information
This category includes an introduction to the library, hours, general library policies, contact
information, etc. Nearly all have an introduction, while approximately 20 to 35 percent mention hours,
general library policies, contact information, and a staff directory.

Web OPAC
The web OPAC is a significant service offered by libraries through their websites. Less than one-
fifth of the libraries have this service.
Web-based Reference and Information Literacy Services
Only 6 (15.78%) GULs provide general information about information literacy/instruction services,
while only 5 (13.15%) libraries give general information about reference service. Another five (13.15%)
have email reference, while only one (2.63%) has chat reference.

Library Collection and Access to Electronic Resources
This category had seven variables. Forty to fifty percent of libraries provide access to online
databases, digital collections, and descriptive information about their collections, while only 4 (10.52%)
provide information about “New Arrivals.”

Web-based Circulation
Web-based circulation services are attractive to patrons. In this study, four aspects of circulation
services are analyzed. Table V had shown that descriptive information about circulation policies is
provided by 12 (31.57%) GULs on their websites, while 10 (26.31%) also give the membership
procedure.

Interlibrary Loan (ILL) and Document Delivery
Less than one-quarter of the libraries provide descriptive information about ILL and document
delivery, while one (2.63%) public sector GUL provides a text-based request form, and there is no use of
a web-based request form for this service.

Conclusion
The study shows that web-based services in GULs of Pakistan are in their infancy. There is an
urgent need to develop dynamic websites with a direct hyperlink on the university's homepage. LIS
professionals must recognize the significance of web-based library services and take the initiative to
provide them. HEC, LIS programs, and professional associations should provide training opportunities to
librarians. Further research is needed to identify the problems faced by university libraries in introducing
and maintaining web-based services.

The main purpose of this research study is to explore the web-based content available on HEC recognized public and private sector university library websites. Furthermore, this study aimed to explore the comparison of the content of HEC recognized public and private sector university library websites. A comprehensive review of related literature was made to understand the research problem in the first phase. Contents of library websites and their related literature were reviewed to understand different aspects of the topic. A checklist was developed on different literature reviewed related to the topic. World-leading university library websites were visited to get new contents details and some new content was added to the checklist. A checklist of 138 contents was developed. The checklist was used as a tool for data collection from library websites. Data was gathered in 2016. Collected data was analyzed through frequencies and percentages. Findings of the study revealed that out of 103 public sector universities 36(34%) were providing access to Home links on every page of the website while 67(65%) were not providing access. Out of 74 private sector universities, 18(24%) were providing access to Home links on every page of the website while 56(75%) were not providing access. Out of 103 public sector universities, 31(30%) were providing access to Phone numbers and postal addresses while 72(69%) were not providing access. Out of 74 private sector university library websites, 16(21%) were providing access to Phone numbers and postal addresses while 58(78%) were not providing access. Out of 177 public and private university library websites, 75(42%) were not providing spelling grammatical, and typing mistakes while 102(57%) did not provide access. Out of 103 public sector universities, 48(46%) were not providing spelling grammatical, and typing mistakes while 55(53%) did not provide access to websites. Out of 74 private sector university library websites, 27(36%) were providing spelling grammatical, and typing mistakes while 47(63%) were not providing access to websites. There is no research conducted on HEC university library websites in detail, in some earlier studies, Qutab and Mahmood (2009) studied some university library websites with a checklist of 71 and 39 items respectively. This study is a complete case study of HEC recognized university library websites (both public and private) using a comprehensive checklist of 138 items.

This manuscript aims to investigate the students’ opinion about the Institutional Repository (IR) and the participants’ opinion about the impact of e- resources on their research work. Quantitative research design was employed to collect the data about students’ perception regarding IR and qualitative research design was utilized to explore the students’ opinion about the impact of e-resources on their research work. A questionnaire and an interview guide were utilized to collect the data. A convenience sampling technique was used to collect the data from two well-renowned Pakistani universities’ students. Total 84% of the respondents responded the questionnaire regarding their perception about the IR and 10 interviews were also conducted to explore the participants’ opinion about the impact of e-resources on their research work. The study focuses on the purpose of IR’s usage from the users’ point of view. Problems in using the IR and users’ satisfaction level from it were also discussed in the study. The study explored the role and advantages as well as disadvantages of the e-resources in the views of the study’s participants. This paper also highlighted the problems users faced while using the e-contents and their satisfaction level from the e-resources available in their respective institutions.

Academic institutions like Universities are therefore, obliged to provide electronic resources to faculty, colleges and students for teaching, learning and research purposes. Electronic resources have become important additions to academic library resources and Universities are increasingly allocating huge sums of money for the acquisition and easy accessing of electronic resources. The question is whether the extent of use of these electronic resources by its users justifies the huge sums of money invested by these academic institutions. Availability of e-resources, its usage, usefulness or importance and problems encountered when using electronic resources were explored.

Purpose The delivery of information services in higher education is increasingly relying on Web-based systems. The low adoption and underutilization of information systems have been major problems for developing countries such as Pakistan in terms of realizing their full benefits. This study aims to investigate factors affecting student use of Allama Iqbal Open University’s (AIOU) Web-based services by using the Unified Theory of Acceptance and Use of Technology (UTAUT) from the perspective of Pakistani distance education. Design/methodology/approach This study has adopted quantitative research design with the UTAUT model as a theoretical framework. A self-completion structured questionnaire-based survey has been administered to 388 master’s level students, selected through systematic sampling from the target population. The response rate was 82 per cent (318). All statistical tests have been performed using IBM SPSS (version 20.0) and Process macro for SPSS. Findings Findings of the model’s hypotheses reveal that performance expectancy, effort expectancy and social influence are significant predictors of student behavioural intention to use AIOU Web-based services, whereas actual student use is dependent on facilitating conditions and student behavioural intention to use. The impact of moderating variables with respect to age, gender and experience did not influence the actual use of the Web services. However, the research model significantly measured (62.1 per cent) the actual use of AIOU Web-based services by the students. Research limitations/implications This study is delimited to the UTAUT model to investigate the phenomena. Besides this, the context of the study is the voluntary instead of mandatory usage of Web services. A study conducted in mandatory settings, in which students are bound to use Web services, may have different results. Originality/value This is the first attempt to apply the UTAUT model to investigate the factors affecting student use of Web-based services from the perspective of distance education and the findings prove strong support for the model.

Aim: The study aimed to evaluate the characteristics of the 100 most-cited articles published in the electronic journal Library Philosophy and Practice (LPP). Bibliometric studies to determine the attributes of the most-cited articles in the field of Library and Information Science (LIS) journals are deficient. The current study was conducted to fill this gap. Methodology: We conducted a retrospective bibliometric analysis of the 100 most-cited articles of the LPP retrieved from Elsevier’s Scopus database on 31st December 2020. The data was downloaded on Microsoft Excel Sheet for analysis. For comparison, the citations of data these articles were taken from Google Scholar during the first week of January 2021. The dataset was analyzed on the bibliometric indicators of citation impact, chronological distribution, authorship pattern, institutional and geographical affiliations of authors and, subject dispersion. Results: The 100 most-cited articles of the LPP were published between the years 2001- 2018 and these articles gained 1,678 and 8,158 citations in the Scopus and Google Scholar, respectively. The findings revealed that Nigeria (n=44), Delta State University of Nigeria (n=6), and Khalid Mahmood (n=4) were recognized as the most productive country, organization, and author, respectively. The single-author pattern was dominated (n=50) and “Electronic Resources” and “Library Services” were found as preferred areas of research. The article entitled, “Knowledge Management as an important tool in Organisational Management: A Review of Literature” by Omotayo, F. O. (2015) was found most influential in the Scopus database. Conclusion: The LPP is an open-access journal that provides a platform for LIS professionals to share their innovative ideas and findings of original research with the rest of the world. This paper's findings can help to understand the research trends and bibliometric markers of the highly-cited articles in the LIS field. Value/Originality: This is the first study on the 100 most-cited articles in the LIS field. Further, this kind of research can replicate to any subject category of LIS and other journals to determine the characteristics of the most-cited papers.

Objective: To know the rate and predictors for derecognition/demotion in HEC-indexed Y, and Z categories health science journals (HSJs) Methods: A list of HEC-indexed Y and Z categories HSJs was downloaded from the official website of HEC, Pakistan on 29 July 2019. General information like the type of publisher, specialty, sponsoring body, origin city, and sector (Armed Forces/Civilian) of the derecognized or demoted journals were noted. Fundamental issues like HEC's procedures were resolved using literature review, contacts to the affected journals, and peer-to-peer discussions. Results: Of 50 journals, 25 (50%) were found against each of the Y and Z categories. Fourteen (56% of the total) Y category journals faced adversity in the form of derecognition (n = 5) or demotion (n = 9). Whereas, the rate increased remarkably to 64% (n = 16) in the Z category. Similarly, the high rate was noticed in specialty-specific journals (67.9%, n =19). A journal under private sponsorship had twofold more chance of the adversity (95%CI:1.003-2.918, p = .05) than public-sponsored journals (75 vs. 50%, respectively). Most of the affected Z category journals (n = 13, 81.3%) had their first registration with HEC before 2015. Conclusion: The policy of HEC for derecognition/demotion of HSJs needs extensive review to promote medical publications.

The purposes of the study are to identify marketing key features through content analysis of university library websites in Pakistan. Also compare the public and private sectors university library websites in terms of marketing activities. Similarly, expose marketing key features that lacks in public and private sector university library websites. Based on the adopted criteria, a checklist of marketing features was designed. A purposive sample of 53 main (Central) libraries websites of public and private sector universities having at least one marketing feature was selected for detailed analysis. The study reveals that the overall situation of university library websites in terms of marketing features is not good. However, public sector university library websites are comparatively better in this regard than the private sector. The results of the study help libraries to design and implement a strategic marketing plan that will ultimately create awareness about library resources and services via websites and help to improve the image of universities libraries in Pakistan. This study is new in Pakistan and fills the gap in the literature on the subject. Moreover, this study will support in developing library websites equipped with marketing features.

Purpose – This study aims to explore the factors affecting the adoption of digital reference services (DRS) among the university librarians in Pakistan. Design/methodology/approach – Based on the adapted unified theory of acceptance and use of technology (UTAUT) model, the proposed study tested 12 hypothetical relationships through structural equation modelling (SEM) techniques. The study approach was quantitative based on a questionnaire distributed online to a sample of Pakistani university librarians and completed by 289 respondents. The questionnaire used in this study was developed from other validated instruments used in past empirical studies. Descriptive and inferential data analyses were performed through SPSS and AMOS for SEM. Findings – The results revealed usefulness, ease of use and information and communication technology (ICT) skills as the significant predictors of the adoption of DRS. However, moderating influence of the demographic factors (age, gender and type of library) on the relationship of predictors with outcome variable was found insignificant. The findings of this study imply that individuals’ readiness for the adoption of DRS is present in the university libraries of Pakistan. Originality/value – In the context of Pakistan, this study was the first attempt that investigated factors of the adoption of DRS at the individual level. In addition, two new factors – namely, ICT skills and library type – were incorporated into the UTAUT model and were then evaluated in the Pakistani context. However, these two factors were found insignificant in influencing librarians towards the adoption of DRS. The intended study is equally useful for librarians in other countries in terms of understanding the factors that impact the effective adoption of DRS.

A survey carried out during 1998 investigated the use of the World Wide Web for user education in 68 UK university libraries. Almost three-quarters of the libraries surveyed make use of the Web for this purpose. The Web is used as a supplement to existing user education, in order to support independent, student centred learning and to reach parttime and distance learners. Just ten percent of user education is delivered solely via the Web, but libraries indicated that use will grow in the future. It was found that greater use is made of the Web for information skills training than for library induction. The authors suggest a number of reasons why more use is not being made of the Web for user education and propose future developments in this area. Web-based instruction is unlikely to completely replace traditional methods, but it can be used to supplement and extend existing provision.

The study examines the status and use of the Internet in university libraries of Pakistan. A questionnaire was distributed among the university libraries including the degree granting institutions. The data derived from this study indicated that half the university libraries in Pakistan have access to the Internet and it has become an essential part of library services. The Internet is also being heavily used for performing various library functions such as reference work, classification and cataloguing, document delivery service, subscription to online journals, etc. The study also discusses the problems that are preventing wider use of the Internet in the higher educational institutions of Pakistan.

An e-mail survey of seven Arabian Gulf university libraries was conducted in order to ascertain which types of Web-based services they offer to users. The study specifically looked at the provision of access to Web-based services such as catalogues, search engines, forms, etc. through the respective library Web sites. Findings showed that almost all libraries are offering Web-based services to users in one way or the other. This paper also discusses ways to improve and reinforce provision of such Web-based services, including effective methods of creating awareness and delivering the orientation and training necessary to create a positive environment for change. Finally, the results of the study may be helpful especially to librarians of the Arabian Gulf libraries in enhancing or developing quality web-based services.

Cedars-Sinai Medical Library/Information Center has maintained Web-based services since 1995 on the Cedars-Sinai Health System network. In that time, the librarians have found the provision of Web-based services to be a very worthwhile endeavor. Library users value the services that they access from their desktops because the services save time. They also appreciate being able to access services at their convenience, without restriction by the library's hours of operation. The library values its Web site because it brings increased visibility within the health system, and it enables library staff to expand services when budget restrictions have forced reduced hours of operation. In creating and maintaining the information center Web site, the librarians have learned the following lessons: consider the design carefully; offer what services you can, but weigh the advantages of providing the services against the time required to maintain them; make the content as accessible as possible; promote your Web site; and make friends in other departments, especially information services.
