Abstract

Das Personalmanagement ist schon seit geraumer Zeit mit Problemstellungen konfrontiert, die sich aus grenzüberschreitenden Wirtschaftsaktivitäten ergeben. Die Europäisierung, als ein spezifischer Fall der Internationalisierung von Fach- und Führungskräften über europäische Landesgrenzen hinweg, stellt diesen die allgemeine Anforderung mindestens einer internationalen Arbeitserfahrung. Diese Mobilität mit internationalem Auslandseinsatz des Personals, mit kurzer oder längerer Dauer, erscheint als ein wichtiger Faktor zur Entwicklung des europäischen, bzw. des globalen Managers, als auch der transnationalen1 Unternehmung beizutragen (Pausenberger & Noelle, 1977; Dülfer, 1992; Scherm, 1995; Schreyögg et al., 1995; Gratton et al., 1999; Suutari & Brewster, 1999).

If a global company is to function successfully, strategies at different levels need to interrelate. 1 Throughout the first half of our century and even into the early eighties, planning – with its inevitable companion, strategy – has always been a key word, the core, the near-ultimate weapon of 'good' and 'true' management. Yet, many firms, including Sony, Xerox, Texas Instruments, …have been remarkably successful… with minimal official, rational, and systematic planning. 2 After studying this chapter, you should be able to: 1. Explain the meaning of strategic management and give an overview of its conceptual framework. 2. Describe the three levels of strategy formulation and comment on the links between business strategy and human resource management. 3. Explain the two models of strategic HRM, the matching model and the resource-based model. 4. Comment on the various strategic HRM themes of re-engineering, workplace learning, trade unions and leadership. 5. Explain the methodological difficulties of measuring the link between HRM practices and organizational performance.

Aims to get a clearer picture of why multinational companies (MNCs) send out expatriates. Identifies three organisational functions of international transfers: position filling, management development and coordination and control. Based on an empirical study with results from 212 subsidiaries of MNCs from nine different home countries, located in 22 different host countries, shows that the importance that is attached to these functions differs between subsidiaries in MNCs from different home countries, between subsidiaries in different host regions and in addition varies with the level of cultural difference. Sees position filling as most important for subsidiaries of US and British MNCs and in the Latin American and Far Eastern regions. Sees management development as most important for subsidiaries of German, Swiss and Dutch MNCs and as tending to occur more in Anglo-Saxon countries than in the Far Eastern region. Transfers for coordination and control seem to be most important for subsidiaries of German and Japanese MNCs and in host countries that are culturally distant from headquarters. Argues that these differences might have important consequences for expatriate management.

The challenge of the management of expatriates and repatriates has never been more timely nor urgent: globalization has forced expatriation into the corporate agenda, confronting us with an array of questions on HRM strategy and practice. We propose that a wide range of current thinking and practice may be conveniently grouped into a taxonomy of five organizational options, each advancing a different set of expatriation relationships: Global, Emissary, Peripheral, Professional, and Expedient. A framework outlining the main configurations of these options generates a generic model for expatriation at the organizational level. This forms the principal part of the article, followed by a comprehensive discussion and implications for practice. © 2002 Wiley Periodicals, Inc.

This article investigates the role of expatriate managers in multinational companies. We discuss three key organizational functions of expatriation: position filling, management development, and organization development. In the last function, organization development, international transfers are used as an informal coordination and control strategy through socialization and the building of informal communication networks. The article explores this role of international transfers in greater detail, but also discusses a more formal way in which expatriates can control subsidiaries. The following metaphors for these different control functions of expatriation are introduced: “bear” (formal direct control), “bumble-bee” (socialization), and “spider” (informal communication). A large-scale mail survey offers empirical evidence for the bear, bumble-bee and spider roles and shows under which circumstances they are most effective. Being aware of the different control functions of expatriation and the circumstances under which they are most effective can help managers to use expatriate assignments as a more strategic tool.

Weltweite geschäftliche Aktivitäten in den eben begonnenen 90er Jahren sind nicht mehr nur eine Angelegenheit von wenigen, immer schon als solche bekannten „multinationalen“ Unternehmungen. Ein solches Unternehmenskonzept wird auch für mittlere, insbesondere mittelständische Unternehmungen, die bisher vorwiegend im nationalen Rahmen operierten, zur alltäglichen Aufgabe. Dabei zeigt sich, daß die Welt zum einen kleiner geworden ist, weil mittels der verbesserten und beschleunigten Verkehrssysteme und infolge der enormen Leistungsfähigkeit der modernen Computer- und Telekommunikationssysteme mit Geschäftspartnern in fernen Kontinenten in gleicher problemloser Weise telefoniert, ferngesehen und „gefaxt” werden kann wie mit Geschäftsfreunden in der eigenen Stadt. Zum anderen ist die Welt dadurch aber zugleich größer, d. h. komplizierter, geworden, denn es sind z. T. sehr ungewohnte Kommunikationspartner, die in jenen Operationsgebieten relevant sind, und sie haben ganz andere Gebräuche, Sitten und Vorstellungen, auch wenn sie in ihrem äußeren Erscheinungsbild durchaus in europäisch-nordamerikanischem „Dress“ auftreten.

The rapid internationalisation of companies has been one of the most significant economic and sociological developments in domestic, European and global markets over the last forty years. Growing numbers of British companies are intent on increasing their presence in both continental European and global markets in the 1990s. For example, 62% of a group of 171 UK organisations surveyed in 1990 planned to expand their business interests into Europe. At the same time, international careers are becoming increasingly common features of the working lives of British professionals, managers and their dependants.

The burgeoning research in the field is set into context and a plea made for a more varied and imaginative research agenda. This article argues that the idea of the 'international manager' is largely a myth. A literature spanning twenty years has been built on the assumption that growing numbers of home country nationals (HCNs) were embracing international assignments. It was also suggested that they and their families would become globe-trotting nomads, moving from region to region and back and forth to their countries of origin, becoming in the process a new type of global or international manager. However, for most UK companies, an 'international manager' is little more than a loose description of someone who is potentially or currently abroad on a one-off international assignment, regardless of the nature or duration of this. Their operations may be becoming more international but their staff are not. Similarly, for most employees and their dependants the concept of an 'international manager' is equally meaningless within the context of their own career and life goals. The article goes on to contend that it is in fact psychologically impossible for most people to cope with the dislocation and upheaval that regular international relocations would cause. It demonstrates that long-term international assignments can also have a damaging effect on employee career prospects after they return to their country of origin. It concludes by suggesting how managers can gain international experience without the need for long-term international assignments.

Even organizations with long histories and considerable success in staffing their global businesses often feel their strategies for executive development are inadequate. This article, based on an in-depth study of successful global executives,seeks to identify the best ways of developing their talent - arguing that they are made, not born. The authors found that the underlying development processes are the same for global as for domestic executives, but that the experiences they need and the lessons they must learn are very different. The article discusses these and what both the organizations and the executives themselves must do to make it all happen.

The international HRM literature identifies different stages of internationalisation (ethnocentric, polycentric, regiocentric, geocentric); with a progression towards the later, most “advanced” stage. This paper uses information from European international companies to argue that most organizations still organize international HRM along ethnocentric lines and that, for a number of reasons, they are right to do so. We argue that a model where nearly all cases fall into one category may have reached the limits of its usefulness.

His article presents the findings from a recent study of the management of managers in international firms. Essentially, the article focuses on the problems faced by these firms in the recruitment and staffing of their overseas enterprises.

Peter Lawrence is Professor of Comparative Management at Loughborough University and a member of the Human Resource and Change Management Research Unit. He argues that management development is less formalised and explicit in the countries of Continental Europe than it is in the Anglo-Saxon world. Using France and Germany as the main examples, he shows how their very different ways of making managers are shaped by cultural factors. Lawrence goes further by suggesting that these countries have a different conception of what management ‘is all about’. He implies that much of the recent talk of ‘internationalism’ is, in consequence, premature.

The author considers "1992" a form of "transnationalization" of business in Europe since it is essentially a border-crossing process. Focusing more on a European model of management rather than national ones may give us a version competitive with the rather dominant American and Japanese ones. The creation of a transnational European model of management should be rooted in the values and behaviour of a European way of life. In Europe, there are both convergent and divergent forces and tendencies at work. The "soft" value components of management, such as leadership and human resource practices, are culture-specific and tend to emphasize differences between European countries' management practices. Jules van Dijck suggests some measures to encourage the development of a European model of management, including lifelong learning, increasing individualization, and attitudes and culture as well as cognitive knowledge. A recent survey of young European managers confirms this approach.

As organisations demand much more from their employees as a result from external pressures, the role of managers in the future will have to change. Jean-Marie Hiltrop explores the implications for future managers which include more stress, new career perspectives, new skills and at least four new key competencies. There are also implications for human resource management. The new flexible, process-orientated organisations will need new recruitment and training systems which encourage adaptable managers, and managers themselves will have to live with a large flow of IT-processed data as well as organisational complexity and ambiguity. The author makes a number of suggestions for accelerating some of the changes needed in organisations.

Stefan Wills and Kevin Barham base this article on a research report which involved interviewing around 60 senior international executives in companies from a range of different countries and industries. A qualitative analysis of the findings revealed that it can be misleading to totally attribute their success to specific behaviour competencies or skills. In addition to these, such people appear to be operating from a deeper, core competence which is essentially holistic in nature. This is outlined and described as three major inter-linking parts; cognitive complexity, emotional energy and psychological maturity. They make up the essence of what it is to be a successful international manager in the complex world of global business.

The authors argue that a distinctive kind of 'European' management is required in an increasingly globally competitive environment. They give reasons why there is such a requirement, describe the best features to be adopted and, in particular, explore ways in which European managers should be trained and developed. They conclude that the human capital base of European business competitiveness is crucial.

The emergence of a single European market reflects a wider process of social and economic change. In this context, international businesses face a range of key issues relating to human resources in general and management development in particular. This paper by Rob Goffee and Gareth Jones critically reviews the research on cultural difference and suggests an alternative perspective for understanding diversity among managers. The implications of this approach for contemporary management development processes are then assessed.

This article by Jean-Marie Hiltrop, considers some of the models which have studied the link between HRM and organisational performance. As yet, there is little real evidence, but it is growing and indicates that corporate HRM policies and practices - including ‘best’ practices - are associated with high (financial) performance, and can encourage employee behaviour and attitudes towards strengthening the competitive strategy of an organisation. But such ‘best’ practices can vary widely and even contradict each other. Questions are raised in the article about these ‘best’ practices.The first part of the article looks at the relevant theoretical models, and the second part reviews the findings of recent empirical studies which have evaluated the effects of distinctive HR practices on organisational outcomes.

Much of our knowledge of expatriation and the processes of managing expatriates comes from North American researchers analysing the policies and practices of North American multinational corporations. This article uses that base of understanding, but argues that there has been an increasing stream of research into IHRM in Europe, which remains largely “invisible” to the North American specialists. Given the paucity of research in the area in general and the need for a more international understanding which can arise from examining different contexts, the article suggests that commentators outside Europe may find useful insights in the European analyses.

Effective selection procedures constitute an important factor in increasing expatriate success. However, research lacks findings regarding which skills to screen in international selection processes and whether to base expatriate selection on a culture-specific or culture-general skill profile. In an attempt to gather such evidence, an empirical study was conducted in the United States and Germany. Managers in both nations judge intercultural communication skills and intercultural sensitivity to be important intercultural competencies. Moreover, culture-specific skills seem to be required when engaged in both a U.S. and German working context. Recommendations for complementing culture-general and culture-specific skill profiles are discussed. © 2004 Wiley Periodicals, Inc.

To compete around the world, a company needs three strategic capabilities: global-scale efficiency, local responsiveness, and the ability to leverage learning worldwide. No single "global" manager can build these capabilities. Rather, groups of specialized managers must integrate assets, resources, and people in diverse operating units. Such managers are made, not born. And how to make them is--and must be--the foremost question for corporate managers. Drawing on their research with leading transnational corporations, Christopher Bartlett and Sumantra Ghoshal identify three types of global managers. They also illustrate the responsibilities each position involves through a close look at the careers of successful executives: Leif Johansson of Electrolux, Howard Gottlieb of NEC, and Wahib Zaki of Procter & Gamble. The first type is the global business or product-division manager who must build worldwide efficiency and competitiveness. These managers recognize cross-border opportunities and risks as well as link activities and capabilities around the world. The second is the country manager whose unit is the building block for worldwide operations. These managers are responsible for understanding and interpreting local markets, building local resources and capabilities, and contributing to--and participating in--the development of global strategy. Finally, there are worldwide functional specialists--the managers whose potential is least appreciated in many traditional multinational companies. To transfer expertise from one unit to another and leverage learning, these managers must scan the company for good ideas and best practice, cross-pollinate among units, and champion innovations with worldwide applications.
