Climate uncertainties and their discontents: Increasing the impact of assessments on public understanding of climate risks and choices

US public awareness of the reality and risks of human-caused climate change remains limited, despite strong evidence presented in the IPCC and other major climate assessments. One contributing factor may be that the immense collective effort to produce periodic climate assessments is typically not well matched with public communication and outreach efforts for these reports, leaving a vacuum to be filled by less authoritative sources. Print and online media coverage provides one metric of the US public reach of selected climate assessments between 2000 and 2010. The number of Lexis-Nexis articles for the search terms “climate change” or “global warming” within 14days of each report’s release varied significantly over time with a peak occurring in 2007. When compared to background “chatter” relating to climate change, each assessment had widely diverse penetration in the US media (~4% for US National Climate Assessment in 2000; ~17% for Arctic Climate Impacts Assessment in 2004; ~19% and ~10% for Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report Working Group I and Working Group II respectively in 2007; ~4% for the US Global Change Research Program (USGCRP) assessment report in 2009; and ~5% for US National Research Council’s America’s Climate Choices reports in 2010). We propose ways to improve the public reach of climate assessments, focusing in particular on approaches to more effectively characterize and communicate the role of uncertainty in human actions as distinct from other sources of uncertainty across the range of possible climate futures.

1 Introduction
Core scientific understanding that climate change resulting from human activity is
underway and poses substantial risks to human and natural systems globally and in United
States has been confirmed in multiple assessment reports published over the past
decade (e.g. ACIA 2004, IPCC, 2007,Karletal.2009, National Research Council
2010a, b, c, d, 2011). Yet US public awareness of this understanding is limited and
sharply divided along partisan lines, constraining the American response to climate
change. In one recent poll of US public opinion, only 39% of respondents co ncurred with
the statement that most scientists think that g lobal warming is happening, while 40%
concurred with the incorrect statement that there is a lot of disagreement among
scientists over whether or not global warming is happ ening. Only 15% of respondents
knew of the high agreement among cl imate scientists that global warming is caused
mostly by human activities (Leiserowitz et al. 2011). In another, 59% of Democrats were
of the opini on that scientists agree the earth is getting warmer because of human
activity, a view hel d by only 30% of Republicans (Pew Research Center for People and
the Press 2010). This gap between scientific and public understanding of the core findings
and implications of climate science is shaped by many factors that lie outside the realm of
science, including deliberate efforts to sow confusion about climate science and scientists
(Oreskes and Conway, 2010), deeply held values and beliefs that are challenged by
scientific findings (Hoffman 2011), and the exceptionally diversified media environment
through which d ifferent s egments of the US public access information.
This gap may also be exacerbated by the ways in which the Intergovernmental Panel on
Climate Change (IPCC) and other scientific assessment institutions chose to communicate
findings to public audiences. With a few notable exceptions, assessment reports are written
and released with the aim of communicating the results to the policymakers that authorize
them, and other scientists, with minimal communications and outreach aimed at reaching
public audiences (NRC 2007).
Here, we present data indicating that several prominent climate assessments with high
relevance to US public understanding of climate science have largely failed to reach US
public audiences, leaving a vacuum to be filled by less authoritative voices. We propose
several ways in which the IPCC and other climate assessment institutions might improve
their public reach in the United States. We focus in particular on recommendations to
improve the ways in which assessments characterize and communicate key policy-relevant
sources of uncertainty in projections of climate change and reinforce core climate science
findings for which public uncertainty is corrosive to informed public policy.
2 Are climate assessments reaching US public audiences?
The manner in which a climate assessment is designed, released, and communicated to
public audiences might be expected to have an impact on whether and how it reaches them
(Cole and Watrous 2007;Francoetal.2008). Consider, for example, the varying approaches
taken by several climate assessments focused all or in part on the United States.
The first US National Climate Assessment (NCA) report was released in the fall of 2000
(National Assessment Synthesis Team 2001). Reflecting the reports intent to reach public
audiences, the preamble was direct and clear: Humanity's influence on the global climate
will grow in the 21st century. Increasingly, there will be significant climate-related changes
that will affect each one of us (National Assessment Synthesis Team 2001). But its release,

on November 11, 2000, came when US national media attention was focused on a contested
Presidential election (Justus and Fletcher 2001). There was no official press event and
limited outreach (Susan Hassol, pers. comm.; Mooney 2007). One might expect minimal
public attention under such circumstances.
The Arctic Climate Impact Assessments synthesis report Impacts of a Warming Arctic
(ACIA 2005) was written with the aid of communications specialists in a clear, direct style,
illustrated with compelling photographs and graphics designed for a non-scientist audience,
and unveiled at the National Press Club briefing. Several authors engaged in extensive
outreach to explain the major findings to public audiences at many subsequent venues.
The 2007 reports released for the IPCC Fourth Assessment Report (AR4) were
accompanied by IPCC organized international press conferences. Further US outreach
occurred at congressional hearings and briefings featuring IPCC AR4 authors. Many US
report authors and non- governmental organizations also helped alert media organizations to
the findings of the AR4 and create public-facing outreach materials. For example, the
Union of Concerned Scientists (UCS) worked with several AR4 authors to produce four-
page US-focused summaries of each IPCC working groups Summary for Policymakers and
distributed them to members of Congress and various public audiences (Ekwurzel and
Hassol 2007a; Ekwurzel and Hassol 2007b; Gordon et al., 2007).
The USGCRP 2009 Assessment (Karl et al. 2009) built upon the major findings of
USGCRP 21 Synthesis and Assessment Products (USGCRP 2011a) detailing current and
projected impacts across major sectors and regions of the United States. It was written and
illustrated with the aid of communications specialists to create accessible language and
graphics. Its release at a White House press conference in June 2009 was accompanied by a
press release and a series of short well-designed outreach documents to highlight findings
most relevant to various audiences across regions and climate-sensitive sectors. But in
contrast to the ACIA, little public outreach was undertaken beyond the initial release and
communication to Congress and federal agencies.
The Americas Climate Choices (ACC) reports, produced under the auspices of the
National Research Council (NRC 2010a, b , c, d), were designed to meet the NRCs primary
mission to advise the government and reach broader audiences as well. ACC authors
briefed US federal policymakers after each report was released. In addition, the NRC held
press briefings and each report was accompanied by a short outreach-oriented report in
brief. The National Academies also produced and posted on the web videos in which ACC
authors described report findings, and coordinated with non-governmental organizations to
create opportunities for report authors to discuss findings with broader audiences.
To take a first cut of how well these climate assessments reached US public audiences,
we compared the number of times each assessment was reported on in the US print and on-
line media within 14 days of report release, compared with the total number of articles
reporting on climate change or global warming (Fig. 1). The specific metric used was a
Lexis-Nexis search on the terms global warming or climate change for U.S. print and
online media (excluding blogs and press releases). Articles counted as coverage of each
assessment report were manually checked from the Lexis-Nexis output of articles over the
same time period.
Total US news coverage of articles mentioning global warming or climate change,
an indicator of public exposure to the general topic, is consistent with the general pattern
found in Boykoffs(2011) assessment of five leading US newspapers - relatively low in
2004, high in 2007 and declining again by mid-2010.
Total print and on-line media coverage varied widely across assessments. Each was covered
by beat reporters, individuals assigned to cover climate in a small number of nationally

prominent newspapers, wire services and trade publications. But only the IPCC and ACIA
reports gained substantial coverage in regional and local print and online media that more firmly
raises US public awareness of news (Hayes and Grossman 2006;Dean2009).
The IPCC AR4 Working Group 1 report received the largest amount of media attention
on its release (737 reports over 14 days, ~19% of all news coverage mentioning global
warming or climate change), with interest tailing off somewhat with the subsequent
release of the Working Group 2 report.
In contrast, both the 2000 and 2009 US NCA reports received far less media attention
upon release, each receiving ~4% of climate-change related news coverage (Fig. 1). For the
second NCA report (Karl et al. 2009), this low attention is particularly striking. Not only
was it focused on US impacts, written in accessible, compelling language, and replete with
excellent graphics accompanied by short, well-written outreach documents, it was released
at a time when Congress was debating national climate legislation and US media attention
on climate was relatively high. Similarly ignored by the US media beyond the major
national beat reporters were the NRC reports on Americas Climate Choices, released in
2010 (Fig. 1). Remarkably, the Arctic Climate Impacts Assessment, covering impacts far
from where most Americans live and released during a period of relatively low US media
coverage of climate change (November 2004), received greater total and proportional
coverage than the USGCRP Assessments, or the Americas Climate Choices over a period
of several weeks (Fig. 2).

Many factors may be at play in low media coverage of the 2009 and 2010 US-focused
climate assessments (Hayes and Grossman 2006;Hassol2008;Dean2009,Olson2009). One
may be that the US administration (in the case of the USGCRP assessment) and the National
Research Council (in the case of the Americas Climate Choices reports) did not make a
vigorous and sustained media focus around these reports a high priority in sharp contrast to
the sustained investment in media and outreach that followed the 2005 ACIA release.
We suggest that the release of these reports were missed opportunities to build US public
understanding and confidence in the policy-relevant findings of climate science at a time when
prominent US and internationa l policy decisions were being considered amid parallel efforts to
sow confusion (Oreskes and Conway 2010;McCrightandDunlap2010; McCright 2011).
Following the November 2009 release, extensive publicity was given to unsubstantiated (and
subsequently dismissed as baseless upon independent review) allegations of scientific
misconduct in the content of emails stolen from the University of East Anglias Climatic
Research Unit. Intensive blogosphere commentary in January 2010 on an error in the melting
rates of Himalayan glaciers discovered in the AR4 Working Group 2 report generated
substantial media scrutiny of the scientific integrity of the IPCC, nearly 3 years after the AR4
was released.
US print and on-line coverage of the IPCC controversy was considerably lower than
original coverage of AR4 Working Group 1 and 2 report releases but higher than US-
focused assessments just before and after (Figs. 2 and 3). Polls conducted in the wake of
this reporting indicate that such coverage diminished public confidence in the core findings
of climate science that have not yet completely rebounded (Leiserowitz et al., 2011).

However careful and painstaking the process by which IPCC and other climate
assessments are carried out, their policy-relevance will be greatly constrained if the critical
work they do is defined in eyes of policymakers and the public by politically savvy
detractors who mischaracterize scientific uncertainties and exploit the medias fascination
with reporting alleged controversy.
One must assume that efforts to undermine public understanding and confidence in
climate science are likely to continue, it is essential that future assessments invest in
capacity to more vigorously communicate findings to the media and public audiences in the
US and internationally, and swiftly and appropriately respond to questions and criticisms
that arise (InterAcademy Council 2010; IPCC 2011). Properly designed and communicated,
the IPCC Fifth Assessment report (AR5) due out in 20132014 and the next US National
Climate Assessment, due out in 2013 (USGCRP 2011b), present key opportunities to
strengthen public understanding of core climate science conclusions, as well as legitimate
and policy-relevant uncertainties about climate risks and choices.
3 Strengthening public understanding of policy-relevant uncertainties about climate
risks and choices
The guidance notes for lead authors of the IPCC Fifth Assessment Report (AR5) on the
consistent treatment of uncertainties speak to providing a common and calibrated
approach for communicating the degree of certainty of IPCC findings (Mastrandrea et

al. 2010). Despite heroic efforts by a few authors and abundant good intentions, prior IPCC
assessments have failed to adhere to a common and calibrated approach across working
groups, an inconsistency that surely has contributed to confusion for both technical and
non-technical readers alike. The efforts by Mastrandrea et al. (2010) and the editors of this
Special Issue of Climatic Change to build improvements into the AR5 are invaluable. But
effectively communicating the degree of certainty and confidence in key findings to non-
technical audiences requires far more than robustly characterizing these qualities in IPCC
technical chapters, Summaries for Policymakers and other formal assessment products
3.1 Uncertainty language as a barrier to public understanding
The challenge of communicating relative uncertainty in scientific findings to non-technical
audiences has been discussed at length by Morgan and colleagues (CCSP 2009). One recent
study suggests that many in the US public may be interpreting the probabilities associated with
likelihood terms used b y the IPCC Fourth Assessment Report (AR4) very differently than
intended, even when provided ready access to the IPCC guidelines (Budescu et al. 2009).
When presented with excerpted sentences from the AR4, survey respondents consistently
underestimated the certainty implied by extremes, s uch as very likely (>90% probability,
according to the guidelines) and very unlike ly (<10%). Twenty-five per cent of respondents,
for example, interpreted very likely, as in average Northern Hemisphere temperatures
during the second half of the 20
th
century wer e very likely higher than during any other 50-
year period in the last 500 years (IPCC 2007), as meaning less than 70% probability.
If these results hold more broadly, they have profound implications for public
understanding of climate science. Media coverage of IPCC reports characteristically use
the IPCC likelihood terms to report out key findings. The Associated Press headline filed
on the AR4 Working Group I report release in February 2007 was Global warming 'very
likely' man-made, unstoppable for centuries (Borenstein 2007). Budescu et al.s results
suggest that a sizable proportion of U.S. public audiences would read very likely in a
news report to mean we are not sure. The challenge to convey clearly a measure of
certainty magnifies as the IPCC likelihood terms are translated into the other five official
UN languages and used in media and outreach venues aimed at policymaker and public
audiences across different nations and cultures.
Thus, IPCC terminology intended to succinctly represent authors consensus on the
range of probabilities associated with key findings may itself be a significant barrier to
understanding for public and policymaker audiences.
Where levels of certainty can be quantified, public understanding may be better served
by consistently coupling likelihood terms with their intended quantitative range (Budescu et
al. 2009), or by simply using the standardized suite of direct numerical expressions of
probability (Mastrandrea et al. 2010).Where they cannot be quantified, guidance for the
AR5 calls for authors to use a confidence scale (from very low to very high) to capture
consensus judgments about both the robustness of the scientific data and the degree of
agreement among independent lines of evidence (Mastrandrea et al. 2010).
3.2 Making clear the role of human choice as a source of uncertainty in projecting future
climate change
Projections of regional-scale climate change have high importance for policymakers,
climate-sensitive industries and communities and need to be conveyed in a way that makes
key uncertaintie s clear to non-tech nical audiences. Uncertaintie s in climate change

projections arise from three primary sources: natural climate fluctuations that over
relatively short time scales can amplify or moderate trends resulting from anthropogenic
climate change; uncertainties in the climate systems response to a given level of radiative
forcing, which is reflected in the range of responses incorporated into global climate model
simulations; and uncertainties in future emissions of heat-trapping gases by human society,
and thus the scale of future radiative forcing. The relative importance of these sources
varies across regions, climate indicators and forecast lead times (Hawkins and Sutton 2009,
2011) For example, uncertainties over the scale and timing of further emissions is the
dominant constraint on our ability to project the extent to which decadal average surface
temperature is likely to rise in most regions of the globe beyond the next few decades
(Fig. 4; Hawkins and Sutton 2009). Public understanding and informed public policy will

be well-served by a greater emphasis in future assessments on distinguishing among these
sources of uncertainty across regions, climate indicators and forecast lead times, and clearly
communicating them in public-facing assessment documents. Current practice varies
widely. The Summary for Policymakers of the IPCC AR4 Working Group 1 report, for
example, describes uncertainties in climate projections but does not as clearly tease apart
sources with language or graphics accessible to non-technical audiences.
By contrast, the human emissions choice dimension of uncertainty was a central
organizing feature of several regional-scale climate assessments in the United States
(Hayhoe et al. 2004, Frumhoff et al. 2007) that coupled synthesis and outreach to inform
public understanding and policy choices regarding mitigation as well as adaptation (Franco
et al. 2008). The 2009 USGCRP Assessment (Karl et al. 2009) was also explicit in its
conclusion that the amount and rate of future climate change depend primarily on current
and future human-caused emissions of heat-trapping gases and airborne particles and
coupled clear language with equally clear, visually compelling graphics highlighting the
role of human choice (Fig. 5a). In contrast, a similar effort to communicate to US public
audiences extreme heat findings of an NRC report on the impacts of different possible

choices regarding long-term climate stabilization targets (NRC 2011) did so in some cases
with unfortunately abstruse graphics (Fig. 5b).
Of course, limited time, uncertain and restricted budgets, competing demands for
attention of authors, and, perhaps reluctance to be highly visible in the face of anticipated
attacks on both the scientific findings and the reputations of assessment authors may all act
to constrain climate assessments from fully realizing their potential to educate and engage
public audiences in understanding climate risks and choices. But if an informed US
electorate is a precondition for effective climate policy in the United States and
internationally, then every effort must be made to overcome these constraints and ensure
that robust, accessible assessments inform a meaningful public dialogue.

Globally, cities have made efforts to shift to low-carbon emission development (LED), amidst air pollution, greenhouse gas (GHG) emissions, and high temperature anomalies. However, the emphasis on cities to help shift the global economy to LED has been on a single individual sector approach operating in silos rather than the inter and intra-specific outcomes of multiple sectors. Thus, there are uncertainties of adopting suitable pathways for cities’ transition to LED, due largely to data paucity and policy incoherence, constrained further by barriers to integrating science, policy, and practice. Hence, the need for cities to take advantage of the benefits of multi-directional perspectives of multiple sectors acting together—the “multi-vector” approach, to confront key questions of climate compatible development (CCD) that support LED. Therefore, the paper extends the development narratives of the CCD approach to an “enhanced” climate compatible development (EnCCD) pathway with in-built questions and determinants to scope cities’ transition to LED. The EnCCD suggests that the standalone intersection between mitigation and development to deliver LED will not result in cities’ resilience unless (i) co-benefits, which are outcomes of mitigation and adaptation, and (ii) climate-resilient development, the product of adaptation and development, coevolved. Therefore, the EnCCD transforms the development policy focus of cities on separate, single-purpose sectors, such as energy or transport, into multi-sector portfolios having synergistic benefits of mitigation, adaptation, and development strategies.

Les stratégies d’adaptation au changement climatique devraient normalement s’appuyer sur la meilleure information climatique disponible. Or le constat scientifique initial est souvent transformé, interprété, mis en forme par le processus de politique publique. Le message original s’en trouve modifié, et la qualité de sa communication initiale peut d’ailleurs elle-même être discutée. La nature et les effets de ce processus de transmission sur la prise de décision sont encore peu connus. Cet article analyse un ensemble de vingt-cinq initiatives d’adaptation au changement climatique collectées en Europe et en Méditerranée. Il étudie à la fois le type de communication visuelle déployé par les scientifiques, et ces transformations du message dans le processus de prise de décision. Les résultats montrent une sous-représentation des informations sur l’incertitude liée aux projections climatiques et aux analyses d’impact (études ne s’appuyant que sur un scénario ou oubliant la dispersion des résultats). Ils montrent également une fréquente inadéquation entre les objectifs recherchés et le choix des méthodes de visualisation. Ceci entraîne une réflexion sur le besoin d’une meilleure formation à la communication des climatologues, et d’une sensibilisation au climat des décideurs, et rappelle le besoin de stratégies d’adaptation prudentes et robustes.

This paper presents the methodology for the construction of the KNMI'23 national climate scenarios for the Netherlands. We have developed six scenarios, that cover a substantial part of the uncertainty in CMIP6 projections of future climate change in the region. Different sources of uncertainty are disentangled as much as possible, partly by means of a storyline approach. Uncertainty in future emissions is covered by making scenarios conditional on different SSP scenarios (SSP1‐2.6, SSP2‐4.5, and SSP5‐8.5). For each SSP scenario and time horizon (2050, 2100, 2150), we determine a global warming level based on the median of the constrained estimates of climate sensitivity from IPCC AR6. The remaining climate model uncertainty of the regional climate response at these warming levels is covered by two storylines, which are designed with a focus on the annual and seasonal mean precipitation response (a dry‐trending and wet‐trending variant for each SSP). This choice was motivated by the importance of future water management to society. For users with specific interests we provide means how to account for the impact of the uncertainty in climate sensitivity. Since CMIP6 GCM data do not provide the required spatial detail for impact modeling, we reconstruct the CMIP6 responses by resampling internal variability in a GCM‐RCM initial‐condition ensemble. The resulting climate scenarios form a detailed storyline of plausible future climates in the Netherlands. The data can be used for impact calculations and assessments by stakeholders, and will be used to inform policy making in different sectors of Dutch society.

Revealing the hazard features of forfeiting areal ranges for nonidentical scenarios of shifting climatic conditions is pivotal for the conformation of reptiles to climatic warming. Taking 115 reptiles in China as an example, the indefiniteness and danger of shrinking geographical range for the reptiles under stochastic and nonrandom scenarios of moving climatic situations were inspected via exploiting the scenarios of shifting climatic status associated with the representative concentration pathways, Monte Carlo simulation, and the classifications scheme based on the fuzzy set. For non-stochastic states of altering climatic elements, the richness of 115 reptiles improved in certain sites of northeastern, and western China and dropped in several areas of northern, eastern, central China, and southeastern China: roughly 59–74 reptiles forfeiting less than 20% of their present ranges, roughly 25–34 reptiles narrowing less than 20–40% of their present areal ranges, and roughly 105–111 reptiles inhabited more than 80% of their overall areal ranges. For the random status of shifting climatic elements, the count of reptiles that forfeited the various extent of the present or entire areal ranges descended with raising the eventuality; with a possibility of over 0.6, the count of reptiles that minified less than 20%, 20–40%, 40–60%, 60–80% and over 80% of the present ranges was roughly 28–49, 5–10, 1–3, 0–1 and 13–18, separately; the count of reptiles that inhabited below 20%, 20–40%, 40–60%, 60–80% and more than 80% of the entire real ranges was roughly 0–1, 5–6, 1–5, 0–2 and 35–36, separately. About 30% of 115 reptiles would face disappearance danger in response to moving climate conditions in the absence of adaption steps, and the conformation measures were indispensable for the reptiles that shrunk their areas.

The Intergovernmental Panel on Climate Change (IPCC) has become a hugely influential institution. It is the authoritative voice on the science on climate change, and an exemplar of an intergovernmental science-policy interface. This book introduces the IPCC as an institution, covering its origins, history, processes, participants, products, and influence. Discussing its internal workings and operating principles, it shows how IPCC assessments are produced and how consensus is reached between scientific and policy experts from different institutions, countries, and social groups. A variety of practices and discourses – epistemic, diplomatic, procedural, communicative – that make the institution function are critically assessed, allowing the reader to learn from its successes and failures. Through the years, several papers have criticized climate policy decision-making for being naïve with respect to how it views climate model outputs as objective facts and uses the outputs directly to program policies. From this and similar observations, many of the papers conclude that there is a need for shifting to a new approach on how climate policy makers may relate to climate change uncertainties. The article proposes such a shift by presenting a road map on how to address uncertainties in climate change adaptation. It consists of three major elements: first, to accept that in many cases we will not be able to reduce climate change uncertainties; second, to diversify the way in which we describe climate change uncertainties, moving from a one-dimensional technical perspective to a multidimensional perspective that applies uncertainties also to social and political processes and systems; and third, to change the way we address climate change uncertainties by moving from a predict-then-act to a reflect-then-act approach, implying that we must adapt to climate change even under high and varied forms of uncertainties. Embedded in this last point is to accept that, unlike for climate change mitigation, the precautionary principle will apply in many situations of climate change adaptation. In the last part of the article the usability of the proposed road map is demonstrated post ante on four Norwegian cases of climate-related natural hazard events. Significance Statement The article sums up the international policy and scientific climate change uncertainty discourses and presents a road map on how to improve the way uncertainties are addressed in local efforts of adapting to climate change. The underlying logic of the proposed road map is to expand from the so far prevailing logic of adapting only when uncertainties are low with an additional logic that is applicable in situations with high uncertainties. The road map consists of seven questions to be addressed and seven alternative adaptation options to follow. A selection of recent practical cases on local climate change adaptation efforts in Norway is then presented to demonstrate the applicability of the proposed road map.

This study investigated the effectiveness of climate change risk communication in terms of its theoretical potential to stimulate recipients' awareness and behavioral change. We selected the summary for policy makers (SPM) of the most recent Intergovernmental Panel on Climate Change (IPCC) report in order to conduct a content analysis; the extended parallel process model and construal level theory served as conceptual lenses to perform the analysis. Specifically, we evaluated to what extent the SPM included informational elements of threat, efficacy and psychological distance related to climate change. The results showed that threat information was prominently present, but efficacy information was less frequently included, and when it was, more often in the latter parts of the SPM. With respect to construal level it was found that in the IPCC report concrete representations were used only sparingly. Theoretical relevance and implications for climate change risk communication with key audiences are discussed.

This study provides a set of tools for conceptualising, evaluating and communicating uncertainty in forensic science. Given that the concept of uncertainty is one that transcends disciplinary boundaries, an interdisciplinary configurative review was carried out incorporating the disciplines of medicine, environmental science and economics, in order to identify common themes which could have valuable applications to the discipline of forensic science. Critical Interpretive Synthesis was used to develop sub-synthetic and synthetic constructs which interpreted and synthesised the underlying evidence and codes. This study provides three toolkits, one each for conceptualisation, evaluation and communication. The study identified an underlying theme concerning the obstacles that would need to be overcome for the effective application of these toolkits and achieving effective conceptualisation, evaluation and communication of uncertainty in forensic science to lay-stakeholders. These toolkits offer a starting point for developing the conversation for achieving greater transparency in the communication of uncertainty. They also have the potential to offer stakeholders enhanced understanding of the nuances and limitations of forensic science evidence and enable more transparent evaluation and scrutiny of the reliability, relevance and probative value of forensic materials in a crime reconstruction.

The magnitude of future climate change depends substantially on the greenhouse gas emission pathways we choose. Here we explore the implications of the highest and lowest Intergovernmental Panel on Climate Change emissions pathways for climate change and associated impacts in California. Based on climate projections from two state-of-the-art climate models with low and medium sensitivity (Parallel Climate Model and Hadley Centre Climate Model, version 3, respectively), we find that annual temperature increases nearly double from the lower B1 to the higher A1fi emissions scenario before 2100. Three of four simulations also show greater increases in summer temperatures as compared with winter. Extreme heat and the associated impacts on a range of temperature-sensitive sectors are substantially greater under the higher emissions scenario, with some interscenario differences apparent before midcentury. By the end of the century under the B1 scenario, heatwaves and extreme heat in Los Angeles quadruple in frequency while heat-related mortality increases two to three times; alpine/subalpine forests are reduced by 50-75%; and Sierra snowpack is reduced 30-70%. Under A1fi, heatwaves in Los Angeles are six to eight times more frequent, with heat-related excess mortality increasing five to seven times; alpine/subalpine forests are reduced by 75-90%; and snowpack declines 73-90%, with cascading impacts on runoff and streamflow that, combined with projected modest declines in winter precipitation, could fundamentally disrupt California's water rights system. Although interscenario differences in climate impacts and costs of adaptation emerge mainly in the second half of the century, they are strongly dependent on emissions from preceding decades.

Over the last few years, California has passed some of the strongest climate policies in the USA. These new policies have been motivated in part by increasing concerns over the risk of climate-related impacts and facilitated by the state’s existing framework of energy and air quality policies. This paper presents an overview of the evolution of this increased awareness of climate change issues by policy makers brought about by the strong link between climate science and policy in the state. The State Legislature initiated this link in 1988 with the mandate to prepare an assessment of the potential consequences of climate change to California. Further interactions between science and policy has more recently resulted, in summer of 2006, in the passage of Assembly Bill 32, a law that limits future greenhouse gas emissions in California. This paper discusses the important role played by a series of state and regional climate assessments beginning in 1988 and, in particular, the lessons learned from a recently completed study known as the Scenarios Project.

The American conservative movement is a force of anti-reflexivity insofar as it attacks two key elements of reflexive modernization: the environmental movement and environmental impact science. Learning from its mistakes in overtly attacking environmental regulations in the early 1980s, this counter-movement has subsequently exercised a more subtle form of power characterized by non-decision-making. We examine the conservative movement’s efforts to undermine climate science and policy in the USA over the last two decades by using this second dimension of power. The conservative movement has employed four non-decision-making techniques to challenge the legitimacy of climate science and prevent progress in policy-making. We argue that reflexive modernization scholars should focus more attention on similar forces of anti-reflexivity that continue to shape the overall direction of our social, political and economic order, and the life chances of many citizens. Indeed, better understanding of the forces and effectiveness of anti-reflexivity may very well be crucial for societal resilience and adaptation, especially in the face of global environmental problems like climate change.

We separate and quantify the sources of uncertainty in projections of regional (∼2,500km) precipitation changes for the twenty-first century using the CMIP3 multi-model ensemble, allowing a direct comparison with a similar analysis for regional temperature changes. For decadal means of seasonal mean precipitation, internal variability is the dominant uncertainty for predictions of the first decade everywhere, and for many regions until the third decade ahead. Model uncertainty is generally the dominant source of uncertainty for longer lead times. Scenario uncertainty is found to be small or negligible for all regions and lead times, apart from close to the poles at the end of the century. For the global mean, model uncertainty dominates at all lead times. The signal-to-noise ratio (S/N) of the precipitation projections is highest at the poles but less than 1 almost everywhere else, and is far lower than for temperature projections. In particular, the tropics have the highest S/N for temperature, but the lowest for precipitation. We also estimate a ‘potential S/N’ by assuming that model uncertainty could be reduced to zero, and show that, for regional precipitation, the gains in S/N are fairly modest, especially for predictions of the next few decades. This finding suggests that adaptation decisions will need to be made in the context of high uncertainty concerning regional changes in precipitation. The potential to narrow uncertainty in regional temperature projections is far greater. These conclusions on S/N are for the current generation of models; the real signal may be larger or smaller than the CMIP3 multi-model mean. Also note that the S/N for extreme precipitation, which is more relevant for many climate impacts, may be larger than for the seasonal mean precipitation considered here. The need for effective communication, public outreach and education to increase support for policy, collective action and behaviour change is ever present, and is perhaps most pressing in the context of anthropogenic climate change. This book is the first to take a comprehensive look at communication and social change specifically targeted to climate change. It is a unique collection of ideas examining the challenges associated with communicating climate change in order to facilitate societal response. It offers well-founded, practical suggestions on how to communicate climate change and how to approach related social change more effectively. The contributors of this book come from a diverse range of backgrounds, from government and academia to non-governmental and civic sectors of society. I offer some theoretical insights to help us better understand the moderator effect of political orientation that Larry Hamilton and others have found in recent years. Reflexive modernization theory highlights an emerging tension between those who direct attention to the negative consequences of industrial capitalism such as climate change (e.g., the scientific community and environmental organizations) and those who defend the economic system against such critiques (e.g., the conservative movement). Political divisions in the American public increasingly map onto these societal divisions between critics and defenders of the industrial capitalist order—especially for the issue of climate change. This alignment is facilitated by increased polarization among political elites and balkanization of the news media. Strong evidence of the moderator effect is consistent with the expectations of information processing theory and elite cues hypothesis from political science. Recent empirical findings in political psychology and neuroscience also seem pertinent for explaining this moderator effect. I end by outlining a few implications for climate change research and communication.
