Improving project outcomes through operational reliability: A conceptual model

The work reported here is part of an on-going research effort concerned with developing a methodology to improve the outcomes of projects involving complex information systems. To facilitate the study, previous research concerned with high reliability organisations (HRO) is examined. An analysis of this literature is used to develop a conceptual model that explains how highly reliable operational capabilities are achieved and maintained. Cases of catastrophic failures are evaluated using this paradigm to illustrate its utility as an analytical research tool and its potential as a systemic framework for evaluating the operational capability of organisations prior to project initiation.

    ABSTRACT: We investigate through-life accountability in product–service systems, based on the analysis of the official investigation reports of 17 commercial aircraft accidents. Our analysis suggests that agency theory has the potential to address issues of confusing accountabilities between the stakeholders if mechanisms are in place to align the interests of principals (manufacturers) and agents (customers). The results indicate that servitized manufacturers operating in safety-critical environments should help their customers operate as ‘high-reliability organisations’. Finally, organisations need to shift their focus from ‘flexible structures’ to ‘a balance between human and systems redundancy’, as they move from more to less hierarchical structures.

    ABSTRACT: Prior project management research has identified a wide variety of measures that describe the outcomes of a project and the input characteristics that impact outcomes. In practice however, project schedules are still used as the sole project performance measure in some firms. Although the use of project schedules is still a good practice for some companies, for other companies the use of project schedules as the sole project performance measure can result in industrial projects falling behind schedule and coming in over-budget. In order to examine how the evaluation of project performance can be improved, a two-step approach is documented that was used to design a new project performance evaluation system at Honeywell Federal Manufacturing & Technologies (FM&T) that would enable managers to audit a project and determine where improvements could be made. Lessons learned from the development of a project performance evaluation system at Honeywell Federal Manufacturing & Technologies are then discussed.
