Conflict, Security and the Reshaping of Society: The Civilisation of War

Abstract

It has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 3.0 license and is part of the OAPEN-UK research project. This book is an examination of the effect of contemporary wars (such as the 'War on Terror') on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particular those in which terrorists or insurgents are involved (for example, the 'revolution in military affairs', 'small wars', and so on). On the other hand, today's research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how 'war' and 'security' tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the 'struggle for security') in modern society. This shows how, contrary to Clausewitz's belief war should be conceived of as a "continuation of politics by other means", the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the 'continuation of war by other means'. I meccanismi di controllo dell’immigrazione irregolare sono infinitamente complessi e composti di svariati elementi tra loro strettamente interconnessi: polizia, diritto e discorsi sul diritto, orientamenti politici, pressioni dell’opinione pubblica, media, potere giudiziario. Le pratiche di polizia non esauriscono la geografia dei meccanismi di controllo, ma occupano una posizione di rilievo al loro interno. Le decisioni che la polizia prende nel controllo dell’immigrazione forniscono un punto di osservazione privilegiato da cui guardare ai meccanismi di controllo nella loro complessità.

The article, moving from a sociological perspective, aims at stressing the ambiguity of the process of democratization of the Italian Republican police by focusing on the notion of public order in Republican Italy and within a Republican model of policing. Towards this end, it focuses not on police practices but on police knowledge in its relationship with concrete police work on the field. In particular, this article analyses the manuals designed for and, between 2000 and 2008, employed in the training of Italian police officers and operators, especially of the mobile units that operate in policing activities dedicated to keeping the public order. By resorting to the tools provided by the critical discourse analysis, special attention is paid to how these texts describe and depict crowds, and how such representations become a device for legitimizing preventive yet repressive interventions. Such interventions take place before potential violent behaviours from demonstrators occur and therefore are not reactive. However, they are not based on mediation and dialogue but rather are coercive, and hinge on a strong use of force.

This study focuses on different groups of Palestinian citizens of Israel, representing more than 20% of the total Israeli population. Working on the link between urban space and social diversity, the authors will capture complex dynamics of segregation and social inequalities ex-isting among different Arab communities. This research aims to promote a new approach that, overcoming the stereotyped vision of two social monolithic blocks at war with each other - Jews and Arabs- shows a complex social mosaic of multiple cultural identities, characterizing the contemporary Israeli society.

Esping-Andersen published “The Three World of Welfare Capitalism” with the welfare regime typology in 1990. Contradicting the prevailing attention to NATO’s change in terms of survival, this book approaches NATO by focusing on the deepest structures of individuals. The Alliance’s two main referent objects of security—civilisation and individuals—are thereby entangled within a narrative of timelessness, connected in space and time by the unconscious dimension of security. Ultimately, the existence of the unconscious structures of human mind critically suggest that the representations of security are not the fruit of a conscious or voluntary choice of practices and meanings by the subjects, but rather the result of domination, disciplining and exclusionary practices, long-term processes of inculcation, and symbolic perceptions.

The text analyze the racial criminalization of immigrants in Europe and in the United States as phenomenon intrinsic to the frame of neo-liberalism globalization at local, national and worldwide level, in particular from 1990 to 2015. Through researches of the last 20 years, the article refers on the theory of interactionist social construction. The author show how the phenomenon is linked to prohibitionism of migrations and protectionism of dominant nationalities and also to produce inferiorization and neo-slavery of migrants, refugees and also of many autochthonous. The racist criminalization of immigrants has therefore a “mirror function” revealing the brutal drift of devices and practices of dominion often internalized by the dominants as well as by the dominated (autochthonous and migrants). The Italian case study is analysed as emblematic.

To declare oneself a conservative in American foreign policy is to enter immediately into a fractious, long-standing debate. Should America retreat from the world, deal with the world as it is, or try to transform it in its own image? Which school of thought - traditionalist, realist, or neoconservative - is closest to the country's ideals and interests?
