There is an extensive discussion over the territorial distribution of occupations and its influence on the development of the regions affected. The objective of this article is to demonstrate the distribution of occupations and settlements generated between 2003 and 2013 by the activity of exploration of oil and gas (O&G) in Brazil, and also to pursue existing explanations about its probable contribution to the development of the northern region of the State of Rio de Janeiro. The research methodology adopted was an exploratory and descriptive analysis of the data extracted from the RAIS (Annual List of Social Information), issued by the MTE (Ministry of Labor and Employment), about the distribution of occupations and O&G settlements. The results show that the southeastern region was the one which most benefitted from the occupations generated, but that even so there was a relative diminishing of concentration towards the northeastern region and the large city (Rio de Janeiro) to the inland. It has been evidenced that both occupations and settlements, due to their technical and economic characteristics, demand a high level of qualification and pay highly differentiated salaries. However, the possible contributions offered by the development that such characteristics could bring to the northern region of the State of Rio de Janeiro are still beyond expectation due to the insufficient mobilization of the local society to induce this development.

This work will be the latest in a series of three articles that had the purpose to analyze the challenges of the competitive development of the Brazilian O&G sector. In this Part III, the use of the Strategic analysis of actors allowed the identification of the main actors related and also the dynamics that involve the context of the competitive development of the national supply companies located in the O&G Cluster of the Campos Basin. Considering the results found it was possible a better empowerment of the participation of the stakeholders involved in the process of intervention and change, in cases like this pictured in this work.
