Cultural approach and constructive dialogue in solving Papua problem is urgently need to be prioritized by Indonesia President, Joko Widodo, his administration, and stakeholders committedly. Papuans youth who are living in Papua and other part of Indonesia still needs Papua's Indonesia brotherhood dignity due to Manokwari and Jayapura riot on August 19, 2019 due to the persecution and racialism treatment in Malang, East Java, lead to anarchy demonstration. These Papuan youth become considerable new strategic group who will next replace Papua religious and national leaders in developing strategic vision of 'A New Papua', through democracy, fair justice, and social welfare.
