National Adaptation Plan Quality

Goal: National governments are increasingly undertaking national adaptation planning to provide an evidence-based, coordinated, and systematic approach to climate preparedness efforts. This project assesses the quality of national adaptation plans using plan quality evaluation methods and explores the national characteristics that are associated with higher quality plans.

Preliminary results indicate that there is large variation in national adaptation plan quality. Across countries, national adaptation plans score well on goals, analysis of climate projections and vulnerability, and adaptation strategies. They are relatively weak on public participation and coordination among stakeholders. The best predictor of plan quality appears to be whether a multi-disciplinary committee was involved in developing the plan. Plans developed by committees have significantly stronger public participation, coordination, and adaptation strategies.
