Mapping of information technologies about open data in public health

Goal: Brazilian public health is a subject that is evident in media, and its discussion about quality of public health services provided to citizens inserts several social actors, and raises questions such as the destination of financial resources applied by Federal Government. The construction of mechanisms that allow these actors to relate government financial resources to their respective destinations, via Information and Communication Technologies, leads to the expansion of public monitoring of government actions on this sector and increases possibilities of citizen participation in control mechanisms over State and monitoring of activities and processes of public administration. In this scenario, it is also important to ensure that access to these information is open to any public and that data on this subject complies with the open data principles, which guarantees the construction of graphics and other visualizations outside the public administration and its official web sites, and allow crossing of government data with other sources of information. The general objective of this research is to identify existing technological resources in Federal Government web sites with the purpose of making accessible government data related to financial resources destined to public health area and a prototype presentation as reference element for construction of technological resources that allow an easier way to localizate government data sources. In each information resource was identified a set of queries and datasets that have relation with public health scenario and its characteristics as search options, filters, technologies involved on data recovery process, available timeframes, current data and involved government spheres. For each query, was carried out a survey of retrieved datasets, pointing out characteristics of each attribute as its description, type of data and type of content found. With this, each query were related to the eight principles of open data, pointing out which principles have been or are not met. The results were the state of the art of the access conditions of each informational resource; knowledge and skills required to acquire data; a synthesis of web sites services, information resources and queries crossed with open data principles; a link between available queries and destination of public health financial resources; and a prototype proposal.

Environments for access to government data, via Information and Communications Technologies, may increase possibilities for citizens overseeing it, providing feedback for future demands. The aim of this study is to identify, in the available data by active transparency, the existence of elements that allow for the creation of new proposals for dimensional models, enabling anticipation of demands on data access. The theoretical-methodological framework, the text uses the concepts of Citizen Intelligence and Business Intelligence. As a result, a dimensional model was proposed, building on a dimensional model from a daily expenses query, available in the Transparency home-page of the Brazilian Federal Government.

Modalidade: Resumo Expandido Resumo: O objetivo desta pesquisa foi analisar o tema de Inclusão e Exclusão Digital nas publicações do ENANCIB entre os anos de 2014 a 2018. É um estudo bibliométrico e exploratória. Verificou-se um baixo percentual de publicações, a ausência de publicações no ano 2018, ainda que acréscimo em participação de docentes e pesquisadores no assunto. O tema está relacionado a questões sobre políticas de informação, com predominância de pesquisadores de universidades federais brasileiras. Os principais assuntos abordados estão relacionados à educação, à política de informação e à cidadania. Abstract: The goal of this research was to analyze the theme of Digital Inclusion and Exclusion in ENANCIB publications between 2014 and 2018. It is a exploratory bibliographic. We found a low number of publications, absence of publications in 2018, and increasing participation of professors and researchers on the matter. The topic is related to information policy issues, with predominance of researchers from Brazilian federal universities. The main areas covered are education, information policy, and citizenship.

Objective: To discuss the following question: Is there a place for privacy in the "information era", with the increasing development of techniques for human trace? >Context: The constant presence of Information and Communication Technologies (ICT) in individuals' everyday life has increased the difficulty of discussing issues related to privacy. Techniques of human trace, for instance, allow intelligent systems to delineate patterns of individual and social habits, and could also outline a person's genetic characteristics. >Final considerations: Two main kinds of problems might be considered on the topic of privacy: the medium problem and the hard problem. The medium problem consists in the analysis of privacy in ICT contexts. We believe that from the Complex Systems perspective there might be a place for the analysis of privacy in ICT contexts. Even with the development of digital agents who perform in the world (at first in a deliberate way and then in an unconscious one), it is possible by means of a systemic notion of privacy to analyze privacy by identifying what individuals choose to put into informational environments as protected or not. Este texto descreve estudo realizado a partir de documentos propostos pelo Open Data for Development, na fase de recuperação e focando no objetivo da qualidade dos dados, em especial ao analisar estruturas de páginas com especificações descriti- vas de datasets governamentais, no intuito de identificar formas de mensurar nestes ambientes os critérios de qualidade. A metodologia adotada foi a pesquisa explorató- ria, descritiva, de caráter qualitativo, com amostra delimitada ao conjunto de páginas com especificações descritivas de datasets do ‘Portal e-Cidadania’. Como resultado, propõe-se 7 dimensões de análise: Relevância, Precisão, Temporalidade e Pontuali- dade, Acessibilidade e Clareza, Comparabilidade e Coerência e Padronização.

This paper describes a study conducted from Open Data for Development documents, in the retrieval phase and focusing on data quality, especially in analyzing structures found on government datasets pages, in order to identify ways to measure data quality aspects. The methodology used was exploratory analysis, descriptive, qualitative, with sample bounded to the set of pages with datasets information in 'Portal e-Cidadania' (Brazilian Senate data's web site). As a result, it is proposed 7 dimensions to analyze: Relevance, Accuracy, Timeliness and Punctuality, Accessibility and Clarity, Comparability and Coherence and Standardization.

The information age requires information policies to guide its global articulation. Brazil has attempted to answer this call with policies that despite their good intentions have not obtained desired results. datasus, the Brazilian health information system, operates under policies that seem to be designed without considering the latest discoveries of Information Science regarding the informational nature of humans. This article discusses several information behavior models and theories that must be considered when formulating information policies and proposes an “Information Field” model containing guideposts for their construction.

Apresenta um relato de experiência ocorrida no âmbito do Programa de Pós-Graduação em Ciência da Informação, no Projeto Rede de Cooperação e Aprendizagem na Ciência da Informação, como Missão de Docência e Pesquisa do Procad-NF - UFPB e a UNESP/Marília (apoio Capes), referente a atividade desenvolvida na disciplina “Barreiras na comunicação da informação: tecnologias intelectuais”, ministrada no primeiro semestre de 2010 pela Prof. Dra. Isa Maria Freire. Nesse contexto, um exercício conceitual sobre as barreiras na comunicação da informação, embasado pelas teorias de Wersig (1970) e Freire (1987, 1991) foi proposto aos alunos como experiência de reflexão sobre as pesquisas e práticas desenvolvidas na Pós-Graduação em Ciência da Informação.
Ambientes para acesso a dados governamentais, via Tecnologias de Informação e Comunicação, podem ampliar possibilidades de acompanhamento pelo cidadão, retroalimentando futuras demandas. O objetivo deste estudo é apresentar uma proposta de um modelo multidimensional que permita a criação de consultas com diferentes pontos de acesso a um mesmo conjunto de dados governamentais, a partir do conceito de Data Warehouse, propiciando a antecipação de demanda de acesso a dados. Como referencial teórico-metodológico, o texto utiliza os conceitos Business Intelligence e Citizen Intelligence. Como resultado, foi elaborada uma proposta de um modelo com nove dimensões a partir da consulta de ‘Detalhamento Diário das Despesas’, disponível no Portal de Transparência do Governo Federal.
Nos últimos anos, a discussão da qualidade dos serviços públicos em saúde ganhou ênfase pelos meios de comunicação. Em 2011, o acesso a dados governamentais tornou-se obrigatório com a sanção da “Lei de Acesso à Informação”. As Tecnologias de Informação e Comunicação de uso externo à gestão pública, seguindo os princípios de dado aberto, podem promover uma condição de interação entre o Estado e sociedade, na ampliação da transparência das ações do Estado e da cidadania, auxiliando na melhoria significativa da qualidade dos serviços, ao possibilitar aos cidadãos o acesso e uso dos conjuntos de dados em construções de gráficos e visualizações externas aos sítios oficiais governamentais, bem como o cruzamento dos dados com outros conjuntos. Entretanto, sítios oficiais do Governo Federal, que contém recursos informacionais com conjunto de dados sobre repasses de recursos financeiros para a saúde pública, possuem consultas com diferentes características, formando uma barreira para o cidadão na recuperação dos dados. O objetivo deste trabalho é apresentar, sob o olhar da Ciência da Informação, um panorama do atendimento aos princípios de dado aberto encontrados na análise exploratória dos recursos informacionais já existentes nos sítios governamentais federais. A conclusão apresenta pontos de atenção, a partir dessa análise, nos recursos informacionais em atendimento a “Lei de Acesso à Informação” e aos princípios de dado aberto.

La era de la información necesita políticas de información para la articulación global; Brasil propuso políticas que, a pesar de sus buenas intenciones, no consiguen los resultados deseados. Es el caso de datasus , sistema de información de salud brasileño. Tales políticas ignoran los descubrimientos de la ciencia de información sobre la naturaleza del sujeto informacional. Este artículo discute algunos modelos y teorías sobre el comportamiento informacional que deberían ser considerados en los debates sobre políticas de información, y plantea un modelo de “Campo Informacional” con temáticas que pueden guiar su construcción.
