Yolanda Cordero-Nieves is a Professor at the Graduate School of Public Administration, University of Puerto Rico at Rio Piedras. My reflections are part of a collective effort by a group of professor interested in analyzing government performance after a Category 4 hurricane caused extensive damages through Puerto Rico. Our goal is to offer some insight in what changes must be made in order to strengthen local and central government capabilities to manage a national disaster in the future.
