Introduction
Tando is a Senior Lecturer at the School of Development Studies at the University of Mpumalanga. He holds a Doctor of Public Administration from the University of Fort Hare. His research niche areas include Public Policy, Local Government and Organisation Development. He serves as an Associate Editor for the Journal of Local Government Research and Innovation (JOLGRI). Tando has published and presented papers locally and internationally and is also a Fellow of the Higher Education Academy (UK)
