Swedish home help services (“kommunal hemtjänst”) for elderly people has, since its implementation in the 1960s, been closely linked to technological development. Today municipalities face a number of challenges to realize the vision of digitizing elderly care, coined in the Scandinavian concept of “welfare technologies (“välfärdsteknik”). In spite of serious efforts welfare technology solutions have not been implemented to the extent that was expected. One problem is the lack of understanding of the complex interactions between digitization and ageing. Another problem is the lack of concrete evaluation tools and common performance indicators that municipalities can apply, which creates obstacles for innovations and well-grounded priorities. This project aims at improving municipality’s ability to proactively request, procure and prioritize welfare technologies to be in line with their goals for elderly care by developing a more well-informed evaluation instrument and increased knowledge of elderly people ́s experiences and expectations of digitization in later life. Based on a review of scientific publications and community best practises; participative observations and interviews in the homes of elderly care receivers will provide substantial support for realistic evaluation of digitization elderly care. Since the increase of people with cognitive impairment puts high pressure on the municipalities home help services this group is selected as our main users. Bringing in critical gerontology and a geron-technology framework the analysis focus on the interplay between users, technology and context, thus avoiding a deterministic view. The evaluation instrument will be implemented from start including assistant nurses (“vårdbiträden”) from three municipalities, nurses specialised in dementia care; health care companies procured by municipalities, companies providing digital solutions; and user organisations.

The main challenge that INBOTS wants to overcomes is the lack of a clear understanding and communication between all the involved stakeholders. These limitations hinder current efforts to successfully discuss and agree on the many important technical and non-technical aspects in the field. Therefore, with the purpose of optimizing the outcomes of the coordinate and support action, INBOTS will focus mainly on Interactive Robots, which we define as any robot that is interacting in close proximity with humans. In this context, the overall objective of this project is to create a community hub that can bring together experts to debate and create a responsible research and innovation paradigm for robotics. To this end, INBOTS provides a platform to establish a working synergy between four pillars that covers all stakeholders in Interactive Robotics: the technical expertise pillar, the business expertise pillar, the ethical, legal and socioeconomic expertise pillar, as well as the end-users, policy makers and general public pillar. Therefore, the project strives at coordinating and supporting actions aimed at building bridges among these pillars to promote debate and create a responsible research and innovation paradigm that will potentiate EU leadership on robotics. http://inbots.eu/
