Calls to reduce carbon dioxide (CO2) emission intensity by 2030 are heard frequently, but the government have a hard journey to achieve this objective. One of the six strategic trust in the 2016-2020 Eleventh Malaysia Plan is pursuing green growth for sustainability and resilience. The Halifax Declaration, Bologna Charter, the Talloires Declaration and the Copernicus Charter for Sustainable Development Higher Education Institutions (HEI) are some of the commissions that have signified the HEI as a key player in disseminating environmental sustainability initiative into the society through education. Studies have shown the implementations of several environmental management (EM) systems, however, the ecological behaviour of the employees of this HEI towards this EM initiatives have hardly been studied. Hence, the objectives of this research are to: measure employee ecological behaviour (EEB); examine the factors that will influence EEB; examine EEB with environmental sustainability; and develop a comprehensive model for the assessment EEB in the low-carbon HEI. This research will employ qualitative method by interviewing top management, academicians and non-academicians to discover fundamental questions related to EEB. The target respondents will be academicians and non-academicians in five research universities. Thus, the expected output of this research is to develop a comprehensive model for the assessment EEB that can influence the EM initiatives being implemented in the low-carbon HEI. Reference that can be made to enhance the knowledge on employee behaviour from an ecological perspective in all HEI in Malaysia. Academicians will impact into the lives of students and being mentors to them. This enables students to graduate and impact the organizations and society. Academicians are also seen as bearer of knowledge which help in policy making in the society. Therefore, this research will impact academicians, non-academicians as well as future graduates to have high concern towards environmental sustainability.
