Introduction
Received his B.A. from Ankara University Faculty of Educational Sciences in 1990 and Ph.D. from Ohio University-School of Applied Behavioral Sciences and Educational Leadership in 1998. He was past president of the International Society for Educational Planning (ISEP) and a past chair of the Division A AdHoc International Committee of the AERA. Turan was past president of ECO Educational Institute, the dean of College of Education and Educational Institute at Eskişehir Osmangazi University. He joined Bursa Uludag University in 2018.
