Introduction
T. Scott Rowe, P.E founded, and is currently Principal/Chief Consultant for Rowe Technical Design since March of 2005. He has been involved in laser system development since 1978 in a variety of settings, since 1987 in ophthalmic medical devices. His professional interests include diagnostic instrumentation for the non-invasive measurement of blood glucose, therapeutic lasers for treatment of retinal disorders, photodynamic therapy, glaucoma and secondary cataracts. He holds 23 US patents.
Additional affiliations
March 2012 - March 2018
University of California, Irvine
Position
  • Instructor
Description
  • I taught the optical instrument design course for UCI Engineering Extension. Course focused on real world design tradeoffs for telescopes, microscopes, spectrometers, interferometers and OCT/other imaging modalities.
March 2005 - January 2022
Rowe Technical Design, Inc
Position
  • Consultant
Description
  • I develop tissue phantoms and model eyes, mainly for ophthalmology, but also cardiology and dermatology. I also offer design and consulting services in optical and optomechanical design, primarily but not exclusively focused on optical instruments.

A macular pigment reflectometer is handheld, light, and portable. It can be provided as a part of a self-contained system. The self-contained system includes a docking station in which the macular pigment reflectometer is placed between uses. The docking station is used to recharge the battery of the handheld macular pigment reflectometer. The dock...

Models of anatomical parts and methods utilizing and fabricating such anatomical models are provided. The model can include an assembly of one or more optically transmissive media having a first portion and a second portion. The one or more optically transmissive media can be configured to provide similar optical properties as that between two regi...

We document our latest work in developing a new eye model with a solid-state cornea and liquid filled anterior chamber designed for demonstrating, validating and comparing anterior chamber ophthalmic Optical Coherence Tomography (OCT) instruments, corneal topographers, and Scheimpflug cameras. Anterior chamber eye model (ACEM) phantoms can serve a...

New teaching methods reach geographically dispersed students with advances in Distance Education. Capabilities include a new "Hybrid" teaching method with an instructor in a classroom and a live WebEx simulcast for remote students. Our Distance Education Geometric and Physical Optics courses include Hands-On Optics experiments. Low cost laboratory...

We document our latest work in developing eye models with solid-state retinal tissue phantoms designed for demonstrating, validating and comparing ophthalmic Optical Coherence Tomography (OCT) instruments. Eye models with retina tissue phantoms can serve a variety of purposes, including demonstrating OCT functionality and performance in both the cl...

T. Scott Rowe shares his views on the use of rapid prototyping (RP) technologies to create lens mounts. An RP set of parts straight out of Solidworks generated mechanical design files has served as the bearing and the mechanism mount, along with the lens mount. The main RP processes work by building up a component layer by layer, with one thin laye...

An accurate solid eye model (with volumetric retinal morphology) has many applications in the field of ophthalmology, including evaluation of ophthalmic instruments and optometry/ophthalmology training. We present a method that uses volumetric OCT retinal data sets to produce an anatomically correct representation of three-dimensional (3D) retinal...

Fused Deposition Modeling (FDM) is used to create an active flip in/out Rapid Prototype (RP) lens mount for a very specific and limited application. Design and material considerations are reviewed, design and construction challenges highlighted, and both CAD and photographic images of the finished mount are shown. These are the author's anecdotal e...
