There are some doubts about the reliability when using sum scores (means) of respondents answers in scientific measurement in social sciences. I agree that summing responses in previously developed scales could lead to unproper results or just too superficial results.
The major difference in SEM (Structural Equation Modeling) is that the loadings from the indicators in the latent variable are different that in sum scores.
What if a scientist theoretically justify the construction of a scale that some indicators (questionnaire responses) are summed?
It would be regarded as a methodological mistake?

This COST Action aims to support the scientific research and technology development necessary for a breakthrough in the field of cost-containment in healthcare while also maintaining the quality of health care. So far, the EU R&D agenda has under examined this aspect while in nearly every COST Member Country emerging costs for healthcare are becoming a major societal problem (EU wide EUR1,400 billion/year). While the rising trend in costs is continuous and significant, the chances for efficiency gains and costs reductions are large (> 35%). However, previous attempts to reduce costs within existing healthcare systems have shown that simply making these systems more effective and efficient does not lead to the necessary cost reduction that will keep healthcare sustainable and affordable for all European citizens. Instead, innovative care models need to be developed that factor in cost containment from the start, while also maintaining the quality of care. The EU-commission recognized the gap in their R&D agenda and supported the development of a EU R&D Strategy and Roadmap. This development involved key players from all over Europe representing the fragmented healthcare sector and the many scientific disciplines involved in R&D and technology development in this field. This COST Action sets out to expand and utilize this network in order to attune the ongoing R&D and technology development efforts towards the development of integrated care models that can be tested in large scale settings with the support of all stakeholders involved to create the needed breakthrough.

The main objective of the Action is to increase empirical, theoretical and policy relevant knowledge about the changing role of medical professionals in the management of healthcare. This Action is rooted in a number of recent trends in healthcare: the growing involvement of doctors in management and changes in medical education, training and career structures. These changes are assumed to be positive, leading to improvements in organization learning and control, innovation and user voice. However the evidence supporting such conclusions remains fragmented. While changes in the relationship between management and medicine have received some attention at national levels, there is less research adopting a rigorous, comparative, interdisciplinary perspective. Focusing on hospital doctors the Action aims to address these limitations to advance theoretical, empirical and policy relevant knowledge. The wider benefit for society will be the identification of promising practices in healthcare management to facilitate policy change at both national and European levels. The Action will also contribute to goals of enhancing the mobility of clinical professionals and the user voice in healthcare.
