Introduction
I am a Professor in Urban Management at PUCPR in Curitiba, Brazil. Between September 2015 and September 2016, I worked as a Honorary Senior Research Associate at UCL Urban Laboratory, in London. I am also a CNPq Research Fellow. From 2004 to 2007 I worked as a Postdoctoral Fellow at the University of São Paulo (USP). I obtained a PhD in Urban Planning from Newcastle University in 2004, a MPhil in Architecture and Urbanism from USP (2000), and was trained as architect at UNESP (1995). I am Editor in Chief of URBE, a major urban studies journal in Latin America (www.scielo.br/urbe), and a founding member of the Latin American Network of Surveillance, Technologies and Society Studies (www.lavits.org).

O presente projeto dá continuidade a uma série de pesquisas e projetos dedicados à compreensão dos processos de espacialização (constituição de lugares e territórios) na cidade contemporânea associados ao uso de tecnologias e práticas de vigilância e controle. Após o estudo de inúmeras situações de vigilância e controle na cidade, tanto do ponto de vista teórico-conceitual como nos trabalhos empíricos (meus e de meus orientandos de mestrado e iniciação científica), evidenciou-se a necessidade do aprofundamento das pesquisas com a finalidade de compreender as diversas territorialidades e os vários processos de territorialização impostos pelas atividades de vigilância e controle, e suportados pelas TICs. As observações a serem realizadas são suportadas por fenômeno crescente nas cidades brasileiras, em que cidadãos e empresas privadas se organizam informalmente para monitorar espaços públicos de entorno às suas propriedades particulares. As principais perguntas que emanam de fenômenos como este, desde o ponto de vista dos estudos urbanos são: que tipos de tensão conceitual existem na construção do território invisível formado pela projeção da visada dessas câmeras privadas sobre o espaço público? Como esses territórios têm sido percebidos e apropriados pelas pessoas que se utilizam dos espaços públicos monitorados? Que relações podem ser estabelecidas entre a construção destes territórios específicos e as diversas outras formas de territorialização presentes na cidade contemporânea? Esta pesquisa tem como objetivo central a compreensão de processos de territorialização da segregação e da segurança, pelo estabelecimento das relações entre o espaço e a cultura de vigilância e controle social, bem como as formas pelas quais a vigilância e o controle se aplicam à construção, planejamento e uso do espaço urbano, através da materialização do controle social em situações específicas relacionadas à apropriação do espaço nas cidades por diferentes atores e grupos sociais.

Do ponto de vista científico, esta pesquisa tem como principal objetivo compreender as territorialidades da vigilância e do controle na cidade contemporânea. Vislumbra-se, assim, avançar na compreensão das formas pelas quais a vigilância e o controle se aplicam à construção, planejamento e uso do espaço urbano, através da materialização do controle social em situações específicas relacionadas à apropriação do espaço nas cidades por diferentes atores e grupos sociais relevantes.

In the light of a series of recent events and processes, it is extremely important to extend public debate on the rising culture of surveillance and monitoring of populations by States and corporations. This project is aimed at unveiling this scenario to scholars, activists and the general public, by building a critical discourse on the implications of the ?normalization? of surveillance practices. This is thought to be achieved through the consolidation and expansion of LAVITS? (Latin American Network of Surveillance, Technology and Society Studies) activities. The aim is to not only to increase debate on current monitoring procedures in Latin America, but also to promote exchange between academic research and other sectors of civil society that are creating knowledge and actions (social, artistic, cultural) in this context. This project focuses mainly on three axes of action: research; collaboration between universities and civil society; and development of technology. The first axis aspires to boost the development and cooperation of research projects focused on the emerging surveillance procedures in Brazil and Latin America. The second axis concentrates on the intersections and dialogue between universities and civil society proposing oriented activities. Finally, the third axis is dedicated to the development and dissemination of tools that increase awareness and provide individuals and groups with the means to protect their freedom and privacy in everyday communication and activities.
