This year’s report, Global Multidimensional Poverty Index 2022: Unpacking deprivation bundles to reduce multidimensional poverty, produced in partnership with the United Nations Development Programme Human Development Report Office (UNDP HDRO), examines interlinkages, or the simultaneous interlinked deprivations which multidimensionally poor people...
Preprint
Full-text available
It is widely acknowledged that for efficient progress towards the Sustainable Development Goals (SDGs), their interlinkages have to be taken into account. The global Multidimensional Poverty Index is based on ten deprivations indicators each of which is aligned with specific SDGs, and the overlap of these deprivations already figures prominently in...

The Rohingya crisis is the fourth largest displacement of population in the world, with most refugees sheltering in neighbouring Bangladesh. We use this event as a natural experiment to examine the impact of the sudden influx of Rohingyas on food prices in the main host region of Bangladesh. We have pieced together a unique data set on food prices...

According to the global Multidimensional Poverty Index (MPI), an internationally comparable measure, poverty in developing countries has fallen substantially over the last 15 years. The COVID-19 pandemic and associated economic contraction are negatively impacting multiple dimensions of poverty and jeopardising this progress. This paper uses recent...
Article
Multidimensional poverty measures have become a standard feature in poverty assessments. A large and growing body of work uses endogenous (data driven) weights to compute multidimensional poverty. We demonstrate that broad classes of endogenous weights violates key properties of poverty indices such as monotonicity and subgroup consistency, without...
Preprint
Full-text available
Composite measures such as multidimensional poverty indices depend crucially on the weights assigned to the different dimensions and their indicators. A recent strand of the literature uses endogenous weights, determined by the data at hand, to compute poverty scores. Notwithstanding their merits, we demonstrate both analytically and empirically ho...

Higher education enrolment and graduation rates have increased rapidly inter-generationally across much of the world, offering employers the promise of more knowledgeable recruits and promising individuals new means of social advancement. In the case of Bolivia, the labour force is becoming more heterogeneous over time, which could imply positive e...

The discourse on migration and poverty has largely shown that international labour migration reduces monetary poverty for the migrant-sending households. With the international consensus that poverty is multidimensional and goes beyond income alone, many studies evaluate the nexus between migration and non-monetary aspects of life, such as educatio...

In this paper we compute projections of global multidimensional poverty. We use recently published estimates of changes over time in multidimensional poverty for 75 countries, which are based on time-consistent indicators. We consider and evaluate different approaches to model the trajectories of countries' achieved and future poverty reduction. Ou...

This policy forum shows how the policy challenges arising from COVID-19 can be understood by drawing on core concepts from the capability approach developed by Sen and others.

We consider the relationships between multidimensional and monetary poverty indices in international and national poverty profiles, and evaluate the empirical consequences of identifying poor people relying on a combination of both approaches. Taking first a crosscountry perspective, focusing on the developing world, we find that the incidence of p...

The global Multidimensional Poverty Index, published annually since 2010, captures acute multidimensional poverty in the developing regions of the world. In 2018, five of its ten indicators were revised with the purpose of aligning the index to the SDGs insofar as current data permit. This paper provides comprehensive analyses of the consequences o...

Roemer’s equality of opportunity (EOp) theory is increasingly used as the framework for assessing the link between public policies and social justice. Most studies focus on a single (monetary) wellbeing indicator and take individual efforts as being randomly distributed. However, recent development theories have uniformly advocated the use of a mul...

Education, skills and labor market outcomes are tightly linked. Most empirical evidence about their interconnections is obtained using rich longitudinal datasets coming from developed countries, and often treat earnings as the sole outcome of interest. Much less is known about the same in developing countries due to lack of appropriate data. This p...

Weather index-based insurance schemes are gaining attention as instruments for agricultural risk management. A key difference between these insurance schemes and more traditional ones is that the former can cope more effectively with adverse selection and moral hazard issues, yielding less expensive insurance contracts. In this article, we argue th...

In this paper we assess the relationship between labor policies and market outcomes in Bolivia, accounting for a large informal sector mostly comprised of self-employed entrepreneurs. We calibrate a job search and matching model to reproduce labor market features in 2013, a period in which important labor policy changes were simultaneously active f...

The 2018 global MPI is an internationally comparable measure of acute poverty for 105 countries, covering 5.7 billion people (approximately 77% of the global population). It is a valuable complement to income poverty measures as the MPI captures the simultaneous deprivations that each person experiences in ten indicators. Five of the ten indicators...

Thesis
Full-text available
This thesis proposes analytical and practical frameworks for the anlysis of human development that are useful for policy purposes. The main theoretical underpinning is Sen’s Capability Approach, which advocates a pluralistic view of human life and the expansion of freedom as a normative rule towards the public good. The thesis comprises three chapt...

This article presents a theoretical framework combining virtues and strengths of Capability Approach and Equality of Opportunity Approach for analyzing public policies that aim at improving individual wellbeing and social justice. We show that neither approach is sufficient on its own for this goal. The theoretical combination is particularly usefu...

Project
We analyse the evolution of multidimensional poverty in Bolivia and explore the extent to which it is compatible with different notions of social justice. We start our analysis based on the Inequality of Opportunity Approach to identify the role of characteristics that are beyond people's control, called circumstances, as drivers of multidimensional poverty.
