Critically review the EU global strategy view and EU policies toward North Africa and Sahel in Transnational Organized Crime and Terrorism. Evaluate problems of these approaches and offer alternatives. The progressive rise of this hybrid threat and his effects on European Security put significatively more dangerous dynamics in long term for the EU and Europe as a whole than other security threats, quantitative and qualitative larger for Southern European countries. In this vein, Spain is one of the forefront at the EU in the fight against this threat and maintain a strong cooperation with other EU Member States and NATO allies in this area, but also has developed his own capabilities and policies. However, there is necessary an increase of political awareness and capabilities at long term in both Spain and the European Union to understand and to fight this threat.
