Introduction
Coulomb's law can be reformulated in terms of the maximum value of rotation minus Thomas precession, charge angular momentum, and photon angular momentum. My research proves this is the basis of the fine structure constant to eleven significant digits, and the electron is not a point particle but has dimensions, rotation velocity, and structure.
