More than twenty years experience in GIS and Remote Sensing application for the analysis of agri-environmental issues, with particular interest in water resources management and land use/cover mapping. Currently he is managing national projects on irrigation water consumption modelling, based on Earth Observation and water balance methodologies, and evaluate the impact of CC on future water availability for irrigation.

Remote sensing new research field
This is as (similar) of survey, on how many time do you needs to prepare, implement, report your research project not in scientific way but in terms of administrative/fiancial tasks. In may case I estimate about 25-30% of works dedicated onnthose tasks.
Traditionally costs for irrigation services are based on the concept to cover the infrastucture maintenance and personel involved (including overheads) and a fee based on different unit (per surface, per crop, per cubic meter,....), that could be quantified with classical economics tools. Novel policies (i.e the Article 9 of the EU Water Framework Directive (WFD) introduce the concept of the full cost recovery that internalizes environmental (positive and negative) and resource costs (ERC), which are not easy to quantify.
Recently, USGS provide provisional Landsat 8 surface reflectance product (L8SR), which combined with data from Landsat 7 surface reflectance product (LEDAPS), give a unique opportunity to analyze every eight days the changes of vegetation cycle all over the word.
The problem is that the Landsat 7 images are affected by the problem of the failure of the Scan Line Corrector so many data are not available.
There are Open Source software can gapfill the missing data?
Often Remote Sensing is considered research field devoted to expert in such field, but I think it is a mature technology able to fill the gap between researcher and water management stakeholder (from farmer to River Basin Authority), providing useful data at different spatial/temporal scale on the irrigation surface monitoring and Crop Water Requirements
I am analyzing the data of Landsat 8 on the evolution of the vegetation indices through NDVI & WDVI and it seems that the values obtained (either raw images that correct TOA & BOA) are very different from those of Lansat 5/7 ETM + and MODIS too, in particular, these values appear to be much lower. The problem is in the different wavelength range of the NIR band of Landsat 8? Some of you have already done the analysis and had the same feeling?

Hello,
Thank you for your message. Yes, the narrow wavelengths of Landsat 8 will cause NDVI differences between L8 and L7. The wavelengths for all Landsat sensors can be found on http://landsat.usgs.gov/band_designations_landsat_satellites.php; a graphical comparison can be seen on http://landsat.usgs.gov/ldcm_vs_previous.php.
We have inquired scientists to provide details on using L8 NDVI with L7 NDVI; at the current time, there is nothing published to explain how the differences of NDVI between the two sensors can be adjusted to become closer in values; at this time we recommend users calculating NDVI for L8 simply be aware that there will be differences.
