The overall goal of this evaluation is to provide the Enfield Borough with a comprehensive assessment of the ongoing implementation of the project, in order to come up with: (1) an evidence based interim evaluation of the ongoing programme, suitable to allow a timely understanding of the possible gaps and to produce useful feedbacks; (2) a reliable scenario for the understanding of the future development and follow-up of the project, both in terms of expected impacts (under different hypothesis) and in terms of opportunities. The first objective has been pursued through a thorought analisys of the performed outputs, preceeded by an in-depth quantitative and qualitative primary data collection. It is anticipated that the achieved outputs have been assessed both in order to ascertain the level of achievement of the expected targed and to test them against benchmark cases. The following two sections illustrate, analyse and discuss the findings from the direct survey conducted. The second objective has been pursued by drawing insights from significant analogous cases, already scrutinised under the CLUDs research project. The assessment of the expected impacts of the GECGM project was conducted by analysing its major components (type of actions, size of the actions, governance, context constraints, achieved outputs) against the case studies investigated under the CLUDs research project and will be discussed in the section “Assessment of the strategic added value”.
