"If you can't measure it, you can't manage it"-Peter Drucker. The major risk prevention and crisis management policy around the high-risk (petro)chemical industry (e.g., Seveso Upper Tier sites) in France relies on seven main principles that deploy different tools/instruments. They range from the reduction at the source till the process of informat...
Conference Paper
In the wake of the 26 September 2019 fire at Lubrizol and NL Normandie logistique in Rouen, France, several blind spots in the industrial risk prevention policy were revealed and stated in its inquiry report. This raises the need for a better understanding of the effectiveness of these policies: How are these policies assessed? What are the data an...

Standards are a core part of risk regulation, acting as one of the key resources for technical professionals and their companies in the design and long-term management of hazardous infrastructure. Yet they lurk in the background, in so far as safety scientists rarely attend to what makes a particular standard effective. This paper contributes to th...

On October 02, 2020, a violent storm hit France, and peaks of historical rainfall are retained in the southeast of France. At the Météo-France station of Saint-Martin-Vésubie, more than 500mm of rainfall was recorded in less than 24 hours. The various valleys of the back country of Nice (Vésubie valley, Tinée and Roya) are devastated. For our analy...

France experiences catastrophic floods on a yearly basis, with significant societal impacts. In this study, we use multiple sources (insurance datasets, scientific articles, satellite data, and grey literature) to (1) analyze modern flood disasters in the PACA Region; (2) discuss the efficiency of French public policy instruments; (3) perform a SWO...
Conference Paper
The 26 September 2019 industrial accident, at the "Lubrizol" chemical plant and "Normandie Logistique" warehouse in Rouen (France), has urged the authorities to investigate/reconsider the efficiency of some policy assumptions and safety management measures. This study aims to analyze organizational and policy gaps by examining the published officia...

In this paper, we seek to define an experimental framework for the application of a new industrialization method for penetration testing. This work- in-progress research is placed in a particular business context: that of a company with an extensive and decentralized information system. The objective of this research is to give companies the tools...

Humans do not like dealing with problems. Though some may revel in times of chaos and doubt, the average person is plenty satisfied when their problems seem far away, and daily life remains ordinary and predictable. Problems are the embodiment of unpredictability, and such unpredictability threatens trouble that could generate an untold array of ha...

Ultimately, no decision making process is perfect. Crises can and will happen regardless of how well an organization functions, and it is physically impossible for such organizations to completely anticipate and prepare for all decision making needs during such challenges. However, organizations ranging from governments to the private sector can la...

The issues concerning uncertainty, risks, and complexity are the source of all the requests for decision analysis. This uncertainty affects data in a broad sense and takes shape in various ways which should not merely be quantified but also described properly and examined in relation to its effects on the structuring of the decision issue. Glaciers across the world are thinning and receding in response to atmospheric warming. Glaciers tend to erode subglacial basins and deposit eroded materials around their margins as lateral-frontal terminal moraines. Recession into these basins and behind impounding moraines causes meltwater to pond as proglacial and supraglacial lakes. Consequentl...
