Introduction
I am a PhD, MSCi Engineer and Naval Architect genuinely interested in the safety, environmental protection and security of shipping in Europe and worldwide with a particular will to help through technical cooperation. I have a very deep knowledge of Maritime legislation in the above fields and able to think strategically while delivering the necessary concrete results.
Fishing vessels safety and Fisheries are my two of my favourite topics, together with the 2030 SDG and plastic marine litter.

Industrial Fishing is a hard and dangerous working environment which, in terms of fatalities, often transcends other working domains. Therefore, how safety at sea regulatory measures applied to fishing vessels have reduced the risk of fatalities remains to be a key question. This research focuses on assessing the societal risks to establish

This document considers the necessary elements for fundamentally transforming SOLAS to adapt safety to innovation, technology sophistication and operational efficiency of shipping by means of a long-term comprehensive review of the existing regulatory framework. This should be undertaken with a view to ensuring that the Convention fulfils its missi...
Fishing is a very dangerous sea activity with a high rate of fatalities that is difficult to deal with by Maritime and Fisheries Administrations around the world. Meanwhile the Ocean Governance requires a global approach to sustainability and safety, with overarching principles governing both of them. This paper deals for the first time with the im...
To provide an advance tool to inspectors, shipowners and vettings in the insights of Annex I of the MARPOL Convention to assist in operations, ship design and insurance
State-of-the-art remote inspection techniques (RIT), namely unmanned aerial vehicles (UAVs), remotely operated vehicles (ROVs), and magnetic crawlers are the resultants of a cascade of technological innovation. RIT usage has gathered momentum since classification societies turned to manuals alternatives during COVID-19 pandemic. Capable of gatherin...
Oceans provide sustainability for the planet and fisheries is a key sector operating in them, however the regulatory regime in regions such as the high seas is weak due to its lack of development and enforcement. Administrations may find difficult to combine different interests and cater for small communities while breaking ground in sustainability...
The CAPFISH project first and foremost has aimed to be transdisciplinary, collaborative, and practical. Of all the themes to emerge as important in fighting IUU fishing, what stood out strongest was the need for better cooperation and sharing of information and resources, be it at national, regional or international scales, across agencies and acro...

Fisheries is a topic in national and international forums in a post-Brexit world. Prima facie, the fishing industry is a niche area that has become high profile following the Brexit referendum. A number of fisheries-relevant issues that branch out from the Trade and Cooperation Agreement (TCA) of 2020 remain unresolved, especially discords...

When it comes to the international maritime transport sector, coordinated port state control efforts have been a powerful tool against substandard shipping practices and this paper intends to set the framework for intr...
Fishing is a dangerous activity without a global binding safety regime. In the brink of the entry into force of the IMO's Cape Town Agreement of 2012, applicable to industrial fishing vessels from 24 m in length between perpendiculars this paper focuses on how Port State Control may specifically target these ships within their inspection regime from...
Due to the quick advance in technology there is already a need to develop designs considering risk from a formal point of view to escape from prescriptive regulatory approaches and allow flexibility. In order to do this, there is a benefit in providing the current regulations with functional requirements with the additional benefit to set the frame...

There is a high rate of fatalities in the fishing sector, both at international and national level, with a difficulty to reduce these rates in the developed countries, combined with a lack of safety culture in developing countries. These facts suggested the idea to work in a thesis with the aim to analyze the safety of life at sea in fishing vessel...

The way to address the stability regulations requires studies in several lines before the final requirements or regulations are in force. This paper shows how research have been carried out in order to develop a new set of standards for fishing vessels below 24 m length with a view to its future enforcement.
