In this project, two models have been developed, aiming to improve the capacity of civil society in response to disasters and emergencies, and focusing on AFAD and the municipality and solution partnership. In the development of the models, the main elements of the social enterprise approach have been included in the solution partnership approach. In the development of the models, field research and in-depth face-to-face interviews were conducted for the members and representatives of the townsmen NGOs, the websites of the townsmen NGOs were examined, and legal and institutional structures regarding the MUNICIPALITY and AFAD models were evaluated, as background studies. Besides, examples of successful national and international social enterprises and NGOs were examined. Background studies have shown that townsmen NGOs have an important potential in terms of urban integration and emergency response. However, the two models proposed to transform this potential into a capacity depend on the design and operation of them to support each other. The models were presented to the townsmen NGOs in a workshop and changes were made in the models considering the opinions received.
