As complex challenges like climate change and inequality become increasingly salient, eco-social policies are emerging as suitable public policy instruments to pursue integrated environmental and social objectives. However, despite their rising relevance, a descriptive-and hence empirically applicable-definition is still lacking in the reference li...
In this article, we argue that, since the publication of the European Green Deal, an EU framework for a just transition is gradually emerging, consisting of legislation, funding and guidelines to ensure that the opportunities deriving from the green transition are exploited, while the related social challenges are addressed. Relying on qualitative...
Both the ecological crisis and the policies set up to combat such crisis – pursuing the so-called green transition – are belonging to a ‘third wave’ of social risks after the ones connected to industrial and post-industrial transformations. We may label these new risks as ‘socio-ecological risks’. Despite a growing number of studies attempting to b...
Just transition policies can be useful measures to address the new social risks of industrial decarbonization. However, while these policies are growing empirically, they remain arguably undertheorized. Navigating a largely unexplored field, this article aims to strengthen our understanding of just transition policymaking with a theory-generating a...
This paper examines the intersection of eco-social policies and multilevel governance within the framework of the European Green Deal (EGD), focusing on Germany as a case study. We explore how German stakeholders employ the EGD as a framing tool for socio-political discourses aimed at addressing the social risks of the green transition by promoting...
Europe's welfare states face unprecedented challenges from the ecological crisis and its social fallout. Can sustainable welfare deliver the EU's needed ecological transformation in a socially just way? The EU's attempts to tackle the ecological crisis consist of public policies aimed primarily at reducing emissions. These span sectors such as ener...
As complex challenges such as climate change and social inequality become more and more politically salient, eco-social policies are emerging as suitable public policy tools to pursue integrated environmental and social objectives. In spite of this, the sustainable welfare literature has been, at least until now, dominated by prescriptive studies,...
Even though research on eco-social policies and just transition is growing, only a few studies have to date performed systematic analyses of concrete policy initiatives. This contribution aims to fill this gap, focussing on the European Union (EU) level. The main objective is to critically investigate the core features of prominent EU policy instru...
Just transition is becoming an increasingly popular concept to address the
social consequences of industrial decarbonization, which EU countries have
committed to pursue through the European Green Deal. These consequences
include increasing redundancies – especially in carbon-intensive firms – and
losses of income and well-being in marginalised com...
Introduced in 2011, the European Semester has been a prominent governance process at the European Union level for over a decade. Initially mainly focussed on macroeconomic and fiscal priorities, over the years attention to social policies has also increased. In the intentions of the von der Leyen Commission, and in line with the ambitions of the Eu...
This report assesses the socio-ecological dimension of the EU’s recovery strategy from the Covid-19 crisis, and identifies elements of continuity and change compared to the pre-pandemic EU growth strategy. Several possible social challenges related to the green transition are acknowledged in the EU’s Recovery and Resilience Facility (RRF). To addre...
This paper explores the potential for “environmental” (green) and “social” (red) European NGOs and trade unions to jointly mobilize, pursuing synergies between ecological/environmental and social goals, as well as to drive bottom-up policy change at the European Union level. The main research question is thus the following: do European NGOs and tra...
This paper explores the potential of the European Union (EU) to promote synergies between environmental and social policies, so as to implement an ‘eco-social agenda’. We aim at answering two research questions: 1) What is the approach followed by the EU in order to link and create synergies between these two policy domains?; and 2) What are the go...
