We are looking into the concept of rural proofing for our project on rural broadband initiatives in the Netherlands. Rural proofing is not yet a tool or issue in Dutch policy, but the case of rural broadband shows that national policies could benefit from a more rural scope. Our question then is: how does rural proofing work in practice? Case studies, and evidence and insights from practice/practitioners, are a very much welcomed! Good practices are interesting, but don't hesitate to point to bad practices.
