This study aims to assess the implementation of the Key Action 2 of the Erasmus+ Programme. A novel assessment tool is developed for the assessment. The new tool is based on the strategy map of the balanced scorecard approach which is extended to the assessment of networked strategies and programmes. The assessment map is used to assess Strategic Partnerships, Knowledge Alliances, Sector Skills Alliances and Capacity Building in the field of higher education. The results of this study emphasise the importance to clearly describe the desired external impact, use the adequate tools of financial control, define efficient processes and structures and use high quality skills and qualifications in the projects. The results of this study are useful for those who want to improve the implementation of the Erasmus+ Programme.
