While most of the literature on global innovation networks has focused on the internationalization of R&D by multinational companies and their interaction with local firms in host locations, this research project aims to explore further how universities participate in the development global innovation networks. First, it is important to consider how multinational companies collaborate in innovation with local universities in the countries where they offshore their R&D activities. Moreover, universities themselves are also increasingly locating new R&D centres overseas, and several countries have launched new policy programs to develop research centres of excellence through the attraction of foreign universities and public research institutes.
