Goal: SOFTPLAN aims to address the emergence of soft planning practices within the Portuguese statutory planning environment. SOFTPLAN considers as a research hypothesis that territorial design is a potential fruitful mediator to promote closer articulation between soft and hard planning practices. Territorial allows for the construction of shared planning agendas in complex governance settings and emergent spatial rescaling movements. Focused on the Region of Lisbon and Tagus Valley, this project proposes to analyse a set of policy initiatives framed within Portugal 2020 ? the EU-Portugal Partnership Agreement for the 2014-2020 community programming cycle. SOFTPLAN will contribute with the Portuguese case study to the emerging international debate on soft planning and territorial design. SOFTPLAN will inform the redesign of soft policy initiatives in the post-2020 EU programming cycle. SOFTPLAN challenges cultural change in the Portuguese planning community.

People and Fire is a research project funded by the Portuguese Foundation for Science and Technology (FCT), which runs from 2019 to 2022, with the participation of the Instituto Superior de Agronomia, the Institute of Geography and Spatial Planning and the Institute of Social Sciences of the University of Lisbon. The project's main objective is to develop and test a new analytical framework that supports the development and evaluation of new people-centred forest management policies to reduce fire risk. This framework will be developed through the disciplinary integration of three research areas: risk models, choice models and participatory methods. The integration of risk models and choice models will directly link policies to people's choices, for example in fuel management, which determine land cover, which in turn affects fire danger. This integration is one of the most innovative aspects of this research. Choice models will be estimated on the basis of data from choice experiments carried out by forest owners, who will select their preferred management options if a particular policy is implemented. Linking choice models and risk models will allow us to simulate the costs and risk reduction potential of different policy options. Choice models are, however, not a good option for exploring new policy options or for gathering the knowledge of relevant stakeholders. Therefore, research gives a significant role to stakeholder involvement through participatory methods. The study area is the Pinhal Interior region, a rugged area where forest and scrub dominate, forest ownership is small, population density is low and people live in scattered villages in a sea of forest. This was one of the regions most heavily affected by the fires of 2017. In Portuguese: Pessoas e Fogo é um projeto de investigação financiado pela Fundação para a Ciência e Tecnologia, que decorre entre 2019 e 2022, com a participação do Instituto Superior de Agronomia, Instituto de Geografia e Ordenamento do Território e Instituto de Ciências Sociais da Universidade de Lisboa. O projeto tem por objetivo principal desenvolver e testar um novo quadro analítico que apoie o desenvolvimento e avaliação de novas políticas de gestão florestal centradas nas pessoas para reduzir o risco de incêndio. Este quadro será desenvolvido através da integração disciplinar de três áreas de investigação: modelos de risco, modelos de escolha e métodos participativos. A integração de modelos de risco e modelos de escolha permitirá ligar diretamente as políticas às escolhas das pessoas, por exemplo em matéria de gestão de combustíveis, que determinam o coberto do solo, o qual, por sua vez, afeta o perigo de incêndio. Esta integração é um dos aspetos mais inovadores desta investigação. Os modelos de escolha serão estimados com base em dados provenientes de experiências de escolha realizadas por proprietários florestais, que selecionarão as suas opções preferidas de gestão caso seja aplicada uma determinada política. A ligação entre modelos de escolha e modelos de risco permitir-nos-á simular os custos e o potencial de redução de risco de diferentes opções políticas. Os modelos de escolha não são, no entanto, uma boa opção para explorar novas opções políticas ou para recolher o conhecimento das partes interessadas relevantes. Por isso, a investigação atribui um papel significativo ao envolvimento das partes interessadas, através de métodos participativos. A área de estudo é a região do Pinhal Interior, uma região acidentada em que a floresta e os matos dominam, a propriedade florestal tem reduzida dimensão, a densidade demográfica é baixa e as pessoas vivem em aldeias dispersas num mar de floresta. Esta foi uma das regiões mais fortemente atingidas pelos incêndios de 2017.
